More than 83% of Nghe An population participates in Health Insurance
(Baonghean.vn) - On the morning of September 28, Nghe An Provincial Party Committee held a conference to review 5 years of implementing Resolution No. 21-NQ/TU dated November 22, 2012 of the Politburo on "Strengthening the Party's leadership over social insurance and health insurance work in the period 2012 - 2020".
Attending the conference were comrades Nguyen Minh Thao - Deputy General Director of Vietnam Social Security; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; Nguyen Thi Thu Huong - Member of the Provincial Party Standing Committee, Secretary of the Provincial Party Committee of the Provincial Public Security Bloc; leaders of departments, branches, sectors and localities; representatives of 9 collectives and 7 individuals with outstanding achievements in 5 years of implementing the Resolution.

After 5 years of implementing Resolution 21-NQ/TW, social insurance and health insurance work in the province has achieved important achievements.
Accordingly, leadership and direction have been strengthened, effectively implementing social insurance and health insurance policies and regimes; the number of people participating in social insurance and health insurance has increased over the years, gradually realizing the goal of universal health insurance; the rights of health insurance participants have been increasingly expanded; pension payments and social insurance regimes have been implemented according to the provisions of law.
The mechanisms and policies on social insurance and health insurance have been gradually improved in line with the socio-economic development of localities and units. The propaganda work to implement Resolution 21-NQ/TW has been focused on, led and directed, contributing to raising awareness of the responsibility to implement social insurance and health insurance policies of Party committees, authorities, unions, social organizations, enterprises and each citizen. In particular, the quality of medical services and the implementation of social insurance and health insurance regimes and policies have been increasingly improved.

Over the past 5 years, the coverage rate of social insurance participants has increased rapidly, from 184,891 people (2012) to 233,331 people (June 2017), an increase of 26.2%, reaching 93.3% compared to the level assigned by the Central Government in 2017, accounting for 13.19% of the labor force; of which: + Compulsory social insurance: increased steadily over the years, in 2012 there were 169,281 participants, by the end of June 2017 there were 208,775 participants, an increase of 23.3% compared to 2012, accounting for 11.81% of the workforce. + Voluntary social insurance: increased from 15,610 people (2012) to 24,556 people (June 2017), an increase of 57.3% compared to 2012, accounting for 1.39% of the workforce. - Unemployment insurance: from 142,060 people (2012) increased to 183,202 people (June 2017), increased 28.96% compared to 2012, accounting for 10.36% of the workforce. - Health Insurance: The rate of people participating in health insurance in the province has increased over the years. In 2012, 71.36% of the population participated in health insurance, and by the end of June 2017, the rate reached 83.22% of the population, equivalent to 2,584,622 people. |
However, in addition, the information work on social insurance and health insurance policies in some localities, especially in mountainous and remote areas, is still slow and irregular. Some people even confuse social insurance and health insurance policies with other types of commercial insurance.
The collection of social insurance and health insurance still faces many difficulties; the rate of late payment and outstanding social insurance, health insurance and unemployment insurance premiums in enterprises is high, in 2016, the debt was 70,671 billion VND; by May 2017, the debt increased to 186,789 billion VND.
Along with that, the policy of connecting routes causes some medical facilities to be overloaded; while some medical facilities have very few patients, leading to waste of resources. The deficit of health insurance is very large, as of June 30, 2017, the total revenue of the health insurance fund of the whole province was 989,007 billion VND, the proposed payment was 1,582,306 billion VND, exceeding the estimated expenditure by 593,299 billion VND, the whole year of 2017 is expected to exceed the estimated expenditure by 720 billion VND.

At the conference, Comrade Nguyen Minh Thao - Deputy General Director of Vietnam Social Security acknowledged and highly appreciated the results of implementing Resolution 21 in Nghe An over the past 5 years. He emphasized that the provincial Social Security needs to continue to promote administrative procedure reform; apply IT in the insurance sector to meet the increasing demands of society; at the same time, expand and innovate voluntary insurance policies, considering social security participants as customers.
In addition, the provincial Social Insurance needs to strengthen inspection, supervision, assessment, and strict handling of violations, especially acts of evasion, debt of social insurance, health insurance, and negative acts, fraud and profiteering of social insurance, health insurance, and unemployment insurance.

Concluding the conference, Deputy Secretary of the Provincial Party Committee Le Quang Huy requested Party committees and authorities at all levels to continue to thoroughly grasp and implement Resolution 21-NQ/TW of the Politburo, Action Program No. 22-CTr/TU of the Provincial Party Committee Standing Committee, and policies on social insurance, health insurance, and unemployment insurance.
Party committees and authorities at all levels shall strengthen leadership and direction of local social insurance and health insurance work in conjunction with socio-economic development planning and the new rural construction movement; develop programs, contents and propaganda methods suitable for each region, area and locality.
Along with that, promoting the role of Party committees and local authorities in mobilizing people to voluntarily participate in social insurance and family health insurance; perfecting policies to encourage the development of social insurance, health insurance and unemployment insurance participants; expanding and improving the quality of the collection agent system in the area...
