More than 87% of National Assembly deputies agree to have a resolution to receive social insurance benefits at one time.
87.45% of the National Assembly deputies agreed to issue a resolution on implementing the policy of receiving one-time social insurance benefits for employees after one year of unemployment.
Chairman of the National Assembly Office Nguyen Hanh Phuc, Head of the Secretariat of the 9th session, has just sent to the National Assembly deputies the results of the summary of the ballot asking for the National Assembly deputies' opinions on the policy of the National Assembly issuing a resolution at the 9th session on implementing the policy of receiving one-time social insurance benefits for employees after one year of unemployment.

Implementing the direction of the National Assembly Standing Committee, on June 4, the session's secretariat sent a ballot to ask for the National Assembly's opinion on the National Assembly's policy to issue a resolution at the 9th session on the issue of a one-time social insurance payment for employees who do not continue to pay social insurance after one year of unemployment and request to receive social insurance.
The result was 470 valid votes, of which 411 were in favor (equal to 87.45% of the valid votes), and 48 were in disagreement (equal to 10.21% of the valid votes). 11 deputies had different opinions (equal to 2.34% of the valid votes).
Thus, most of the delegates agreed that the National Assembly should issue a resolution at this session to address the needs of the majority of workers.
Based on the results of the synthesis of the ballots to solicit opinions from National Assembly deputies, the Standing Committee of the National Assembly also directed the Standing Committee on Social Affairs to preside over and coordinate with the Minister of Labor, Invalids and Social Affairs, the representative of the Standing Committee on Law, the leader of the Vietnam General Confederation of Labor, the General Director of Vietnam Social Security, and the representative of the Government Office to develop and complete the draft resolution on "implementing the policy of receiving one-time social insurance benefits for employees after one year of unemployment".
Previously, on May 21, the National Assembly heard a report on Article 60 of the 2014 Social Insurance Law. On May 27, the National Assembly discussed in the hall Article 60 of the 2014 Social Insurance Law (effective January 1, 2016), which stipulates that social insurance participants are not entitled to receive one-time social insurance benefits as in the current Law.
Regarding this issue, at the regular Government meeting last March, the Government discussed the reports of the Ministries and competent agencies on the workers' recommendations on Article 60 of the Social Insurance Law 2014 (effective from January 1, 2016), which stipulates that social insurance participants are not entitled to receive one-time social insurance benefits as in the current Law.
The Ministry of Labor, Invalids and Social Affairs, the Vietnam General Confederation of Labor, and the Ho Chi Minh City People's Committee have proposed amending the Law to suit the practical situation and workers' aspirations.
After listening to the reports and discussions, the Government agreed with the recommendations of the above-mentioned ministries, agencies and localities and proposed that the National Assembly amend Article 60 of the 2014 Social Insurance Law in the direction that if employees do not have enough time to pay social insurance to receive pension, they will receive a one-time social insurance payment.
