More than 900 million USD to respond to climate change in the agricultural sector

The Ministry of Agriculture and Rural Development (MARD) recently coordinated with the United Nations Development Programme (UNDP) to organize a workshop on “Vietnam’s Agriculture Responding to Climate Change: Opportunities and Challenges”. The workshop was chaired by Minister of Agriculture and Rural Development Cao Duc Phat.




According to statistics from the Ministry of Agriculture and Rural Development, in recent years, in our country, greenhouse gas emissions from agriculture still account for the highest proportion (43.1%). Of which, wet rice cultivation accounts for 57.5%; agricultural land use accounts for 21.8%; livestock and livestock waste accounts for 11.9%.


Initial assessments of the impact of climate change on Vietnam's crop production sector show that: Total crop production output may decrease by 1-5%, productivity of major crops may decrease by up to 10%, especially for rice production. Forecasts show that by 2100, the rice granary of the Mekong Delta is at risk of losing 7.6 million tons/year, equivalent to 40.52% of the total rice output of the whole region.


Thereby, measures have been deployed such as the national target program to respond to rising sea levels and climate change such as: Building planning solutions to ensure 3.8 million hectares of rice land, of which 3.2 million hectares are cultivated in two crops, ensuring national food security; Reducing greenhouse gas emissions through the 3 reduction, 3 increase, and reduction techniques to save input costs; promoting VietGAP processes in livestock farming; Improving techniques and technology in seafood exploitation activities; Promoting afforestation, forest restoration, promoting regeneration and enrichment from forests; building anti-flooding and sea level rise systems in major cities...


Speaking at the workshop, Mr. Dinh Vu Thanh, Deputy Director of the Department of Science, Technology and Environment (Ministry of Agriculture and Rural Development) said: Currently, funding sources for applying emission reduction technology are still limited, and there is a lack of mechanisms to generate financial resources from emission reduction activities for farmers and businesses. This is one of the biggest challenges for climate change response in Vietnam.MaleMr. Thanh affirmed that in the period of 2013 - 2020, the agricultural sector will promote the orientation of attracting and managing official development assistance, preferential loans and international support for disaster prevention, mitigation and adaptation to climate change. In the immediate future, in the period of 2013 - 2015, priority will be given to calling for investment funding for 9 projects, with a total amount of 885.5 - 935.5 million USD, to cope with climate change and reduce negative impacts on domestic agriculture.


Concluding the conference, Minister Cao Duc Phat said: In order for efforts to respond to climate change to be effective, it is necessary to strengthen the capacity of the management system, strong and dynamic enough to respond effectively to changes. In particular, it is important to pay attention to developing the statistical and information system and especially focus on training and developing human resources, aiming to improve the benefits of the people, especially the poor.
