Up to now, the whole province has 118 communes in the poor and near-poor areas, concentrated in the districts of Ky Son, Tuong Duong, Con Cuong, Que Phong, Quy Chau, Quy Hop, Nghia Dan, Tan Ky, Anh Son, Thanh Chuong and Quynh Luu. The draft developed by the Ethnic Committee has proposed 5 criteria and scoring methods as the basis for classifying communes according to the level of difficulty, which are criteria for poor and near-poor households, criteria for particularly difficult villages in the commune, criteria for the number of households in the commune, criteria for natural area and specific criteria. Through discussion and exchange, delegates agreed, assessed the necessity of the criteria, analyzed the advantages and disadvantages of each method of conducting the survey to allocate capital according to the program.
Concluding the meeting, Comrade Le Xuan Dai - Vice Chairman of the Provincial People's Committee said that the comments contributed to the draft were analyzed in depth and carefully prepared. He requested that in the coming time, to ensure fairness in implementation, the Ethnic Committee, leaders of relevant departments and branches need to coordinate with the districts to get unified opinions, as a basis for completing the official Resolution to submit to the Provincial People's Council in the upcoming meeting.
