Through the voter contact channel and delegation group, there were 20 opinions and recommendations from voters before, during and after the 4th session under the review authority of the Provincial People's Council's Ethnic Committee. At the meeting, members of the Ethnic Committee and representatives of provincial departments and branches discussed and clarified the contents of explanations and solutions to voters' recommendations.

Clarifying the deadline for land recovery and handover

One of the contents of the voters' petition within the scope of the examination of the Ethnic Committee of the Provincial People's Council is that the voters of Quy Chau requested the Provincial People's Committee to promptly direct the handover and rearrangement of land of agricultural and forestry farms in the area so that the District People's Committee can soon have a plan to allocate land to people for production.

Responding to this issue, the Department of Natural Resources and Environment said it had basically completed the marking of land boundaries of agricultural and forestry companies and conducted cadastral mapping for 11/12 agricultural and forestry companies, serving as a basis for units to develop land use plans and return land to local management.

However, delegate Lang Van Chien - Secretary of the Quy Chau District Party Committee, member of the Ethnic Council of the Provincial People's Council, said that the answer "in the coming time, the Provincial People's Committee will continue to direct the Department of Natural Resources and Environment to advise the Provincial People's Committee to review, approve and reclaim land..." is not satisfactory.

“In the future, we don’t know when. Quy Chau’s petition has been around for decades, not just 1 or 2 years. The people’s wish is to have land for production, this content has been petitioned many times but we have not been able to resolve it,” Mr. Chien analyzed, at the same time suggesting that it is necessary to clarify the timeline, plan, and specific roadmap to satisfactorily explain to voters.

To clarify this concern, a representative of the Department of Natural Resources and Environment emphasized: "Reclamation takes time, it cannot be rushed immediately...", and said that the department is actively coordinating to review the correct area and purpose of land use.

Also expressing her opinion on the above issue, Head of the Ethnic Affairs Committee of the Provincial People's Council Lo Thi Kim Ngan said that the Provincial People's Committee needs to have a document assigning tasks to each department and branch, focusing on clarifying the responsibilities of functional agencies, and advising to resolutely complete the handover of land to the district for people to produce.

Sell ​​diseased livestock to the mountains?

A "hot" issue that delegates focused on discussing during and after the 4th session was the petition of voters from Nam Can commune, Ky Son reflecting that currently veterinary stations do not strictly control the transportation of livestock and poultry, so traders in the lowlands often transport livestock and poultry infected with diseases to sell in the mountains.

In the written response, the Department of Agriculture and Rural Development acknowledged that the voters' reflections were well-founded, explaining many reasons, including difficulties in implementing the verification of information on the origin of animals and animal products transported within the province due to the complex mountainous area, business owners often transport livestock from the lowlands at night (2-3 am) and do not declare before transporting. Some localities have not paid attention to directing the inspection and control of the transportation of animals and animal products consumed within the province.

Noting that this is one of the contents within the scope of questioning, delegate Luc Thi Lien - Deputy Head of the Ethnic Affairs Committee of the Provincial People's Council said that the above reasons are not satisfactory. "Specific solutions must be proposed, otherwise voters cannot feel secure. It is necessary to clarify the responsibilities of localities, agencies, units, and strengthen direction to control the situation," Ms. Lien suggested.

Regarding this issue, the representative of the Department of Agriculture and Rural Development emphasized the difficulties when the Law on Veterinary Medicine, which took effect from July 1, 2016, abolished the quarantine work and the issuance of quarantine certificates for animals and animal products transported within the province. The Department also added that after receiving voters' feedback, the Department directed the Veterinary Department to work with the People's Committee of Ky Son district and deploy a number of solutions to control the situation.

Concluding the meeting, Ms. Lo Thi Kim Ngan noted that agencies, departments and branches need to supplement and clarify the contents of responses to voters' petitions, avoiding making voters wait or receiving vague and unclear responses. Ms. Ngan also affirmed that the meeting helped reduce the lack of information, supplementing necessary contents so that the Provincial People's Council delegates have enough basis and foundation to perform their tasks at the 5th session, especially in the questioning and discussion sessions.

On the same afternoon, the Ethnic Committee of the Provincial People's Council also discussed and gave opinions on the content of ethnic and mountainous areas in Report No. 717 dated December 1, 2017 of the Provincial People's Committee on the results of implementing recommendations and proposals after supervision from the beginning of the 2016-2021 term to present of the Standing Committee and Committees of the Provincial People's Council.
