The quality and effectiveness of the performance of delegates and elected bodies determine the representativeness and strength of voters' voices. In Nghe An, many innovations have been implemented, such as diversifying channels for receiving feedback, applying digital technology, exchanging in-depth experiences between People's Councils at all levels, and improving the skills of delegates. These advances not only enhance the role and responsibility of delegates but also create strong movements in resolving recommendations at the root, meeting the expectations of voters and people.

In Thanh Chuong district in particular and Nghe An province in general, Mr. Trinh Van Nha - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Thanh Chuong district, and a delegate of the 18th Provincial People's Council (term 2021-2026) - is considered a highly prestigious leader in the social network community. Through his personal Facebook page named "Trinh Nha", Mr. Nha uses a close writing style, simple language with a strong local character, regularly sharing articles about the situation in the district, stories of caution and warning for voters and people. At the same time, his personal page has also become an effective connection channel, receiving many reflections and thoughts from people on issues such as granting land use right certificates, environmental sanitation, etc. "Necessary, important, effective and practical", delegate Trinh Van Nha concluded when talking about the role of social networks in connecting with voters and people.

Maintaining close contact with voters is a key factor for the National Assembly and People's Council deputies to listen closely to voters' thoughts and aspirations and truly reflect issues from life. This helps deputies give timely and accurate opinions in the parliament, while monitoring and promoting the resolution of issues of concern to voters. Therefore, finding effective and quality ways to contact and maintain regular connections with voters is always a concern and top priority of the National Assembly and People's Council delegation of Nghe An province throughout the process of performing its duties.
With the motto that it is not possible to stop at meeting and contacting voters according to the regulations of 4 sessions per year, but must have effective solutions to reach voters and voters to come to them most conveniently, the elected agencies in Nghe An have expanded and diversified the "channels" to receive the thoughts, aspirations and reflections of voters and the People such as via email; petitions and reflections sent to the Office or directly, reflecting through the electronic information page "People's Representative of Nghe An Province"...

In particular, in Nghe An, voters and citizens can participate in the regular meetings of the Provincial People's Council twice a year through the "hotline" mechanism publicly announced on Nghe An Newspaper, the Provincial Radio and Television Station and on the Fanpage "Nghe An Provincial People's Delegation". The results of the handling are sent directly to the correct address of the petitioner, reflector, or proposer; overcoming the situation of responding through local authorities but not reaching voters, leading to the same problem, the same voter meeting at any level, meeting any responsible official, also reflecting and making recommendations.

To create this movement, in the past, after receiving the opinions and recommendations, the Standing Committee of the Provincial People's Council sent a document to the competent authorities for resolution and attached a specific deadline. For example, resolving and responding to the voters' and people's recommendations via the online telephone line at the meeting with a deadline of 1 month. On that basis, the Standing Committee of the Provincial People's Council assigned the People's Petitions - Information Department, the Office of the National Assembly Delegation and the Provincial People's Council to directly monitor and urge the resolution of the competent authorities, report the progress of the resolution at the monthly regular meeting of the Standing Committee of the Provincial People's Council, if late, a written reminder will be issued.
The spirit of enhancing the role, capacity and responsibility of delegates and elected bodies, considering and resolving issues of concern to voters and spreading them to the district-level People's Councils. Many localities such as Con Cuong, Anh Son, Thanh Chuong... have been struggling to innovate and have many good ways of receiving, synthesizing and urging the resolution of voters' recommendations.

In Anh Son district, on the basis of synthesizing and reviewing issues of general concern to voters in many localities and in many periods such as: Solving landslides, affecting production and people's lives; creating jobs... were selected to be included in the content of the questioning, organizing a session of the People's Council to find solutions together. Meanwhile, the People's Council of Thanh Chuong district established 6 monitoring delegations led by 6 groups of district People's Council delegates in charge of monitoring all recommendations that have not been resolved or have been resolved but voters have not agreed or highly agreed since the beginning of the term until now according to each constituency. After monitoring, the Standing Committee of the District People's Council organized a meeting with the People's Committee and district-level agencies and units to listen to the results of the monitoring; at the same time, clarifying some contents to strengthen the responsibility for handling, periodically listening every 3 months to hear the progress of handling.

Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council said: Expanding and diversifying channels to receive voters' feedback helps the Provincial People's Council receive more information, more promptly, fully and multi-dimensionally from life; instead of being limited and only waiting for the voter contact period. If only receiving through voter contact conferences, in some places the main constituents are representative voters, so many people's thoughts and aspirations do not reach the levels and the reflection of recommendations at voter contact forums has not fully captured the thoughts and feedback.
Currently, under the direction of the Standing Committee of the Provincial People's Council, the Office of the National Assembly Delegation - Nghe An Provincial People's Council has applied software to monitor the reception and processing of voters' petitions; ensuring that the "journey" from receiving, classifying, transferring to the Provincial People's Committee, departments, branches, and localities for resolution and responding to the results of resolution to voters is closely monitored, thereby enhancing responsibility at each stage of resolution.

In order to improve the quality of the activities of delegates and elected bodies, Nghe An also has an initiative to organize experience exchanges between the provincial People's Council and the district level, and between the district level and the commune level. Since the beginning of the 2021-2026 term, the Standing Committee of the Provincial People's Council has organized 11 conferences to exchange operational experiences between the Standing Committee of the Provincial People's Council and the Standing Committee of the District People's Council on specific topics, including topics on skills and solutions to improve the quality of contact and handling of voters' recommendations.
Highly appreciating this activity, Vice Chairwoman of Nghi Loc District People's Council, Ms. Le Thi Hien said: "We discussed the solution to innovate our voter contact. Before the voter contact conference, we arranged for delegates to survey the actual situation where voters had previously made many requests but had not been resolved. From the reality that they "saw" with their own eyes, plus the "hearing" of voters' feedback afterwards, National Assembly deputies or provincial and district People's Councils have more basis to continue to recommend People's Committees at all levels to direct the resolution of urgent issues from the grassroots level."

On the contrary, through experience exchange conferences, the Standing Committee of Nghi Loc District People's Council also learned many good practices from the Standing Committee, the Provincial People's Council Committees and the Standing Committees of the People's Councils of districts, cities and towns to study and apply. "After listening to the opinions of the Thanh Chuong District People's Council on innovating contact with voters with the request to provide information and phone numbers of petitioners so that after the conference, we can contact them to grasp the content to ensure complete and accurate information, we have applied it. That way of doing things overcomes the need to synthesize general petitions and proposals and the handling of State management agencies will be more convenient and effective when the content and specific addresses are clear," Ms. Le Thi Hien shared.
The organization of the conference to exchange operational experiences between the Standing Committee of the Provincial People's Council and the Standing Committee of the District People's Council is considered an activity with many positive impacts in both directions, increasing professionalism, improving the quality and efficiency of operations for both the Provincial and District People's Councils in order to better perform the roles of delegates, agencies, elected officials, as well as the expectations of voters and the people. For example, from the experience of organizing the "paperless" session of the Provincial People's Council starting to be implemented at the beginning of the 2021 - 2026 term, the People's Councils of the districts: Thanh Chuong, Hoang Mai town, Quy Hop, Anh Son, Con Cuong, Vinh city... have learned and successfully applied it.

Vice Chairman of the People's Council of Con Cuong district, Mr. Nguyen The Manh said: From the experience gained through experience exchange conferences, the quality of activities of the People's Council of the district and commune in Con Cuong since the beginning of the term has had many innovations; notably, promoting the application of information technology through organizing "paperless meetings" and "digital meeting rooms". The People's Council of the district has also organized a number of meetings with voters on the subject of handing over power grid infrastructure and selling electricity at home; environmental protection, forest management and protection; Land Law, Law on Marriage and Family, etc.
On the side of the Provincial People's Council Standing Committee, through experience exchange conferences, many problems from the grassroots practice have been promptly grasped to include in the work program and plan such as: The granting of land use right certificates and house ownership rights in apartment projects is still slow; State management of mineral exploitation activities; handling of suspended projects, projects behind schedule, projects using land for the wrong purpose; strengthening solutions to ensure traffic safety...

In particular, through experience exchange conferences, a space has been created to connect and share difficulties and problems in organizing the activities of the People's Councils at the district and commune levels. The Standing Committee of the People's Council of Nghe An province has directly discussed and guided the solutions; some others have been received and assigned to the Committees of the People's Council of the province to advise on solving difficulties for the grassroots. For example, after the conference held in Dien Chau district, the Standing Committee of the People's Council of the province has received recommendations from the Standing Committees of the People's Councils of the districts to submit to the People's Council of the province to issue a Resolution amending and supplementing a number of articles of the Resolution of the People's Council of the province regulating a number of spending regimes to ensure the activities of the People's Councils at all levels in the province; thereby creating necessary conditions for district-level People's Council delegates to meet the requirements of digital transformation... Vice Chairman of Nghe An Provincial People's Council Nguyen Nhu Khoi said: Experience exchange activities between the Standing Committees of People's Councils at all levels in Nghe An province will continue to be organized in conjunction with innovation and improvement in the coming time, contributing to concretizing the Project to improve the quality and efficiency of the activities of Nghe An Provincial People's Council, term XVIII, term 2021-2026.

Since the beginning of the 2021-2026 term, in addition to organizing experience exchange conferences, the Standing Committee of the Nghe An Provincial People's Council has also organized 4 training conferences to improve operational skills for elected representatives at the district level. On that basis, the Standing Committee of the District People's Council has retrained the commune level, creating innovation and improving the quality of operations of the three-level elected bodies in the locality, contributing to promoting the overall development of the province.
During the National Assembly sessions, the National Assembly Office and the Delegation Affairs Committee regularly coordinate to invite representatives of the People's Council, the Office of the National Assembly Delegation and the Provincial People's Councils to participate in the audit. After attending a number of sessions at the 8th Session of the 15th National Assembly, Ms. Luc Thi Lien - Deputy Head of the Culture and Social Affairs Committee of the Nghe An Provincial People's Council - expressed her appreciation for this activity. She shared that attending these sessions not only helps to learn valuable experiences in organization and management but also brings many practical lessons that can be effectively applied to the work of delegates and the Provincial People's Council.

Strong innovations in the way of contacting, listening to and handling voters’ petitions in Nghe An have created a new wind, not only helping elected representatives get closer to the people but also improving the quality and efficiency of People’s Councils at all levels. From applying digital technology, expanding “channels” for receiving opinions, to conferences to exchange practical experiences, Nghe An is building a modern, professional model in the activities of elected bodies.
These creative approaches not only affirm the role and responsibility of representatives but also meet the increasing expectations of voters - those who want their voices not only to be heard but also to be transformed into practical actions. This is the journey for each elected representative to truly become a solid bridge between the government and the people, contributing to promoting the sustainable development of Nghe An province.
