Hung Nguyen: Many mechanisms to support summer-autumn production

According to comments and assessments from production facilities, this year's spring rice crop in the whole province will flower and be harvested 10-15 days later than in normal years. In Hung Nguyen alone, the rice will likely flower and be harvested 5-7 days later than in the whole province. This is a huge difficulty for this year's summer-autumn crop in Hung Nguyen. Not only that, this year's summer-autumn crop is forecast to have heavy rainfall, the rainy season will come early, and the possibility of storms will be more frequent and more complicated than in normal years.
Therefore, with the top goal of safety and certainty, the district focuses on directing the application of technical solutions to production and has appropriate policies and mechanisms to encourage and motivate farmers to do well in this production season:
Before entering the summer-autumn crop season of 2012, the District People's Committee held many seminars to discuss optimal solutions for the summer-autumn crop season. Through these seminars, many opinions were given by scientists, agricultural experts, managers, leaders and some experienced farmers. Accordingly, the district came to an agreement to only focus on planting rice varieties with the shortest growing period possible, and absolutely not to plant rice varieties with a growing period of over 100 days.
Specifically, the following rice varieties will be planted: Materials - NA2, Viet Lai 24, VS1, QR1, TH1 and PC6. The main variety is the purebred Materials - NA2, which many production facilities agree to expand on a large scale, because this rice variety is short-term, has high yield and good rice quality and has been planted in the 2011 summer-autumn crop with good results in Hung Nguyen.
The new feature in the structure of summer-autumn rice varieties this year in Hung Nguyen is: For the first time, Hung Nguyen district has decided not to plant KD18 rice and IR352 glutinous rice varieties because the quality of the rice is poor and it is very susceptible to brown planthoppers. This is a new action of Hung Nguyen in agricultural production, aiming to produce high-quality commercial rice and clean products to meet the current consumption needs of consumers.
It is recommended to proactively sow rice seedlings for transplanting as early as possible instead of the previous practice of sowing directly to harvest early before the rainy and flood season. The district People's Committee has a policy of allowing production facilities to harvest young rice if they do not have rice seedlings to save enough land for sowing rice seedlings. Or sow rice seedlings in the yard or on hard ground to have enough seedlings to transplant the entire area, ensuring timely harvest. Due to the impact of the spring rice crop this year, which had to be harvested late, causing the summer-autumn rice planting season to be delayed, the communes had to sow rice seedlings for transplanting and launch a campaign to produce this summer-autumn crop with an urgent and drastic spirit, ensuring that the summer-autumn rice is planted as soon as the fields are harvested.
To achieve high productivity in conditions where very short-term rice varieties and even old seedlings must be planted, the People's Committee of Hung Nguyen district assigned the Department of Agriculture and Rural Development, the district Agricultural Extension Station and the commune agricultural committees to coordinate and direct farmers to invest in intensive farming, mainly using two types of high-quality NPK mixed fertilizers: 16-16-8 as a heavy base fertilizer in the early stages and NPK15-5-20 as an early top dressing when the rice is tillering.
Regarding policy, the District People's Committee will support the labor of making concentrated rice seedlings for communes at a rate of 80,000 VND/sao of rice seedlings. Support interest on rice seed purchase for 6 months through a loan contract through the bank to pay the bank when buying rice seeds at an interest rate of 1.5%/month. If households buy rice seeds in cash, they will be supported with an equivalent interest rate on bank loans and the interest will be deducted from the price of the seeds when buying.
In addition to the budget of the District People's Committee, the People's Committees of the communes also allocate a part of the budget from the local Agricultural Extension Fund and a part of the budget managed by the commune to support farmers in buying seeds, providing additional support for seedling making, organizing training on production processes, building intensive farming models, etc.
