Reporter:Dear comrade! In 2014, Hung Nguyen has developed quite comprehensively. Could you please tell us about the outstanding results of the district in the past year?

Comrade Ngo Phu Han:In 2014, the district's economic growth rate reached 7.03%/yearly plan of 6 - 7%. There were 21 main targets achieved and exceeded the plan. The economic structure continued to shift in a reasonable direction, in which the proportion of agriculture - forestry - fishery decreased to 26.71%; industry and construction increased to 38.94%; services were 34.35%. Average income per capita reached 22.5 million VND/year; the poverty rate decreased to 6.54%. The district continued to expand the area of ​​commercial rice and build 10 large-scale fields with high-quality rice varieties. Total food output reached 63,454 tons, up 6% over the same period. Budget revenue reached 108.5 billion VND, equal to 138.2% of the provincial estimate, 117.1% of the district People's Council estimate. The new rural construction program continues to be promoted and has received consensus and positive response from the people. Up to now, Hung Nguyen has 2 communes reaching the new rural finish line; 10 communes reaching 10-15 criteria; 9 communes reaching 5-9 criteria; 1 commune reaching less than 5 criteria. In 2014, the communes invested in and upgraded 45 km of roads, 4.5 km of canals and 17 works of various types from the integration of capital sources for new rural construction. The total investment value reached 45.9 billion VND, an increase of 131.5% compared to 2013.

Investment and construction work is focused on directing, focusing on a number of important projects, such as: Left Vu - Right Vu House, Le Hong Phong Memorial Area; Le Xuan Dao Street; Road connecting National Highway 46 to Hung Dao Commune; Resettlement Area connecting National Highway 46 with Vinh bypass; Den Hung Loi Bridge; Traffic, irrigation works, schools... in communes and towns according to the new rural construction planning. The district has completed the land use planning for the period up to 2020, the land use plan for the period 2011-2015. 11 communes have completed the land consolidation and plot exchange work according to Directive 08-TU, 9 communes are implementing in the field. Environmental sanitation work is focused on; 17/23 communes and towns have implemented the waste collection and treatment project, and are continuing to expand, the average waste treatment rate is 77%.

The cultural and social fields continued to have positive changes. The work of receiving people and resolving petitions was carried out seriously, national defense and security were consolidated, social order and safety were ensured, people's lives were stable and increasingly improved. The work of building the Party, government, Fatherland Front and mass organizations continued to be strengthened. With the above main results, in 2014, the patriotic emulation movement and the district government were recognized for excellently completing their tasks; Hung Nguyen Party Committee continued to be recognized as a strong Party Committee.

Reporter:Besides the achieved results, what are the remaining concerns and worries for Hung Nguyen, comrade?

Comrade Ngo Phu Han:Despite many efforts, the district still failed to complete some important targets. The direction of implementing winter crop production on Hung Nguyen land and replicating economic models is still difficult. The progress of implementing the National Target Program on New Rural Construction is not uniform among communes, and mobilizing investment resources is difficult. Planning management, especially traffic corridor management, is still limited. The progress of implementing projects for schools meeting national standards, communes with cultural and sports facilities meeting national standards, and communes meeting national criteria on healthcare is still slow. The quality of vocational training for rural workers is still inadequate, and the number of workers who have not found jobs after vocational training is still high. Traffic accidents and social evils are still potentially complicated.

The above-mentioned shortcomings, in addition to objective causes, must include some subjective causes, which are: The compliance with discipline and administrative discipline of a number of cadres and party members is not good. The direction, inspection and supervision of some departments and branches at district and commune levels in implementing tasks at the grassroots level is not close and not resolute. As a purely agricultural district, the State restricts the conversion of rice land, so the mobilization of investment resources is limited, making economic restructuring difficult.

Reporter:According to you, what does Hung Nguyen need to do to create a breakthrough in 2015?

Comrade Ngo Phu Han:On the basis of looking directly at the limitations and shortcomings, entering 2015 - the final year of implementing the 5-year plan (2011 - 2015); the year of Party congresses at all levels for the 2015 - 2020 term, Hung Nguyen district is setting the goal of focusing on mobilizing all resources, promoting potentials and advantages, overcoming difficulties, promoting production and business development; linking economic restructuring with improving growth quality, striving to complete the main goals of the 27th District Party Congress, term 2010 - 2015, contributing with the whole province to implement Resolution 26-NQ/TW of the Politburo on the direction and tasks for developing Nghe An province until 2020.

To achieve that common goal, the main task is to focus on converting the crop structure, crop and livestock structure, developing color crops and winter crops, associated with implementing approved land use plans and plans. Actively direct the completion of land consolidation, plot exchange, and land accumulation; strengthen and expand coordination with enterprises to apply scientific and technological advances, bring mechanization into production, and form specialized production areas in the direction of goods, in order to rapidly increase value per unit area. Promote the development of industry and handicrafts, in which, focus on attracting investment programs and projects suitable to the potential advantages of the district, focusing on the Becamex Binh Duong project according to the province's attraction policy. Effectively maintain craft villages to develop new industries. Pay attention to developing cultural - historical and spiritual tourism types associated with historical and cultural relics and scenic spots. Promote the attraction of investment capital for projects serving socio-economic development, ensuring more stable and sustainable development.
