(Baonghean) - Mr. Nguyen Van Nho, Head of Hung Tan Commune Police, said: “Before 2012, there were nearly ten drug addicts in the commune, which led to frequent theft and disorder, causing anxiety and insecurity among the people. The main reason is that the commune borders many areas with complex drug problems such as Hung Chinh Commune (Vinh City), Hung Nguyen Town, along with that, children in the area who work far away return home, including drug addicts... In this situation, in early 2013, the Party Committee of the commune met to issue a Resolution “Building a commune free of drug problems”.

Along with issuing a specialized resolution on the fight against drugs, the commune has established a steering committee to fight against drugs, prostitution, and HIV/AIDS, clearly assigning responsibilities to each member, in which the police force plays the core role.

Accordingly, regularly send cadres to each hamlet to coordinate, grasp the situation, and at the same time organize propaganda activities, mobilize people to participate in drug prevention, strictly manage suspicious subjects, promptly detect and fight against drug-related crimes...

Many families have voluntarily reported unusual signs of their children to the police so that timely measures can be taken to prevent them. The commune police have also increased patrols, done a good job of checking and managing residences, and promptly detected strangers appearing in the area. For those who work far away, students returning to their hometowns and have suspicious signs related to drugs, the police force will monitor and coordinate with their families to take them for testing.

With the motto of “prevention is the main thing”, the Vietnam Fatherland Front Committee, the Women’s Union, the Youth Union, the Farmers’ Association of the commune… regularly coordinate to promote propaganda at neighborhood meetings so that each person is clearly aware of the dangers and harms of drugs, how to recognize and detect drugs as well as drug addicts, thereby raising vigilance. Establish and maintain the activities of clubs, groups, and residential clusters that are safe in terms of security and order and free from drug abuse with their own operating regulations, in which each family will become a safe “base”.

The commune's drug prevention committee coordinated with schools to step up propaganda and organize for 100% of students in the area to sign a commitment to say no to drugs and not let drugs and other social evils enter schools.

Along with propaganda work, in recent years, Hung Tan commune has also done a good job of educating and educating post-rehab subjects to take care of their business and improve their lives. The commune police force has coordinated with departments, branches and organizations to regularly monitor and supervise the activities of these subjects. Thanks to that, many subjects have completely given up drugs, taken care of their business and stabilized their lives, for example, HVK subjects in hamlet 7, PTD in hamlet 1...

Mr. Nguyen Van Nho added: Clearly defining the construction of a drug-free area is difficult, but maintaining that result is even more difficult. Every year, the fight against drugs, HIV/AIDS, and the trade of explosives... is included in the resolution of the Commune Party Committee and is disseminated to all Party cells, departments, branches, and organizations. Every quarter, the Steering Committee holds a meeting to evaluate and strengthen the work of preventing social evils and drugs in each area.

Talking about the drug-free area model in Hung Tan, Major Phan Thanh Binh, Team Leader of the Movement Building Team and in charge of the commune, Hung Nguyen District Police, commented: Thanks to the leadership and direction of the Party Committee, the commune government, the participation of organizations and each citizen in the work of preventing and combating drug abuse, Hung Tan has achieved remarkable results. Currently, there are no drug addicts in the area. To maintain a drug-free area, in addition to strengthening propaganda and mobilization work extensively in the community, the commune needs to do a good job in managing people after rehabilitation, encouraging and creating conditions for these people to integrate into the community, have jobs, and have stable incomes...
