Arriving in Hung Tien today, the car ran smoothly on the wide, flat asphalt road to the commune's working center. Alleys and village roads were newly concreted. Public infrastructure works and newly built houses were spacious. Looking at the spring rice fields covered with plastic to avoid the cold, and the large livestock farm models, few people would have thought that less than 5 years ago, more than 10 hectares of rice land in Trot Quan field (Hamlet 5) was fallow, growing one rice crop each year without efficiency. Mr. Nguyen Van Tien - Head of the Agriculture Department of Hung Tien Commune, excitedly said: Since 2010, along with land accumulation, the average land use has decreased from 8 plots/household to 1-2 plots/household. The commune has restructured 2 rice crops per year, built 30 combined livestock farms, 4 livestock farms with a scale of 7-10 thousand pigs/farm, earning billions of VND/year. Since then, the efficiency of agricultural land use has increased 4 times compared to before.

While participating in sports and cultural activities with the people at the Village Cultural House, preparing for the upcoming ceremony to receive the commune meeting the NTM standards, Mr. Le Van Xoan - Village Chief of Hamlet 5, said: Thanks to the Resolution of the Commune Party Committee specifying the tasks down to the Party cell early, we have contributed 100,000 VND/sao of rice field to complete the internal road, over 700,000 VND/person and sand and gravel to build the traffic road. With the contribution of over 700 million VND, the commune built a new cultural house worth 400 million VND; built a sports field, 2 km of traffic, 800 m of standard concrete internal road. Also thanks to the convenient traffic, Duc Tien Joint Stock Company in the area expanded its civil and interior carpentry production line, creating jobs for 10 rural workers with a salary of 3 - 6 million VND/person/month.

Entering the construction of the new rural area with a low starting point, the whole Hung Tien commune has only achieved 6/19 criteria. The criteria that have not been met are mainly the infrastructure system of roads, irrigation, facilities, culture, rural markets, environment... These are criteria that require a large amount of funding to complete, posing many challenges for the Party Committee and the Government.

Mr. Tran Van Hanh - Chairman of Hung Tien Commune People's Committee said: Determining that building a new rural area is an overarching task of socio-economic development, the commune has entered into planning work, building a specific roadmap for the implementation of each criterion. The commune Party Committee issued Resolution 05 (1/2011) on focusing on direction. In hamlets, sub-committees were established with the Party cell secretary as the head of the sub-committee. The commune clearly defined 19 criteria and 39 targets for construction in the residential community. The commune's general viewpoint is to take advantage of all resources from programs and projects, seek support from the State for cement, and focus on mobilizing internal resources according to the principle of "people discuss, hamlets decide, and people benefit together". Thanks to that, after 3 years of building a new rural area, the whole commune has mobilized a total investment capital for building a new rural area of ​​over 163 billion VND, of which people's contribution reached over 70% of the total capital. The whole commune completed 19/19 criteria as required by the National Criteria Set, reaching the 2015 NTM target on schedule.

Determining to build new rural infrastructure to create momentum for comprehensive development, Hung Tien commune chose transportation as a breakthrough. Thanks to good propaganda work, the commune has had a mechanism to encourage hamlets to voluntarily join forces, without complaints, questions or difficulties in site clearance. People have donated over 10 hectares of land for traffic roads.

Up to now, based on the provided cement source, the whole commune has completed the following targets: Standard concrete for 8 km of main inter-village roads worth 15 billion VND, nearly 14 km of alley roads with a cost of over 10 billion VND, 27 km of intra-field roads, 5 km of concrete ditches, over 15 km of drainage ditches worth 5 billion VND. The newly built kindergarten cost 7.5 billion VND; the commune health station, office building, multi-functional cultural house, and stadium were invested in construction with nearly 26 billion VND. Currently, 7/7 hamlets have community cultural houses, of which 3 houses were newly built with a total investment of over 3 billion VND, 4 houses were upgraded with a total cost of 250 million VND. Thanks to that, it has created favorable conditions for the implementation of economic restructuring in the area.

To complete the construction of the new rural area early, the guiding viewpoint of Hung Tien commune is to focus on economic development, increasing income for people, considering this as the driving force and goal of the program. After land consolidation, the average agricultural land use of the commune has decreased from 7-8 plots/household to 2.1 plots/household, creating favorable conditions for people to buy nearly 100 machines for agricultural production. Identifying the advantages of a purely agricultural commune near Vinh city, the commune focuses on strongly transforming the economic structure towards commodities, planning 3 production areas: aquaculture area (37.5 ha), color area (25 ha) and pure rice production area (190 ha), with 5 high-income fields. In particular, the 30-hectare high-yield rice field with BTE1 hybrid rice variety yields over 7 tons/ha, which is very easy to sell. Currently, the commune has developed nearly 137 combined aquaculture models, 40 models generating an income of 600 million - 1 billion VND/year, creating jobs for many workers.

To contribute to the economic restructuring towards rural agricultural industrialization, Hung Tien commune pays special attention to promoting the service and trade sectors. Thanks to the invested infrastructure system, the whole commune has formed 120 small-scale trading households, road surface businesses, 15 milling and animal feed processing machines, 22 masonry teams, nearly 40 personal cargo vehicles. In particular, 4 enterprises and companies have invested in civil carpentry production lines in hamlets 2, 5, 6, creating jobs for hundreds of rural workers. Thanks to that, by the end of 2014, the average income in the commune reached 22.5 million VND/person/year, an increase of over 3 million VND/person compared to 2012, the poverty rate decreased to 4.3%, the rate of well-off households increased rapidly. Thanks to that, at the end of 2014, the total production value in the commune reached over 48.4 billion VND, reaching 104% of the plan and increasing 14.7% compared to 2013, the economic structure shifted in the right direction.

In addition to infrastructure and economy, culture and education have made many improvements. Currently, 100% of households in the commune have audio-visual equipment, 65% of households have Internet connection, the rate of cultural families is over 85%, 7/7 hamlets maintain the title of cultural village. In particular, 3 schools: primary, kindergarten and secondary school all meet national standards. Regarding population, for 9 consecutive years, 80% of hamlets have no one having a third child. Regarding environment, 100% of households have sanitary facilities and use tap water for daily life. National defense and security are consolidated and strengthened comprehensively. Thanks to these results, for many consecutive years, Hung Tien Commune Party Committee has been recognized as a strong and democratic commune; the government has excellently fulfilled its tasks, the Fatherland Front and mass organizations are recognized as excellent every year.

The success in building new rural areas in Hung Tien is a lesson in promoting the spirit of solidarity, highlighting the exemplary role in leadership, policies that are suitable to reality, and promoting collective democracy of the people. Mr. Tran Minh Hanh - Chairman of the People's Committee of the commune, excitedly said: In the coming time, the commune will focus on economic restructuring, reducing the proportion of agricultural cultivation, increasing the proportion of farm and family farm models, raising the proportion of aquaculture to 12 - 23% in the proportion of the agricultural sector. Focus on building 7 large model fields of rice, corn, peanuts, with a scale of over 30 hectares/field for high income. The Party Committee, government and all people of Hung Tien commune continue to join hands to maintain and promote the quality of criteria in building new rural areas, worthy of the title of "the first cultural flag" of the district.
