Guidelines for commendation and rewards in studying and following Ho Chi Minh's ideology, morality and style

Pursuant to Instruction No. 2974/HD-BTĐKT dated November 29, 2021 of the Central Emulation and Rewards Committee, in order to promptly commend and reward collectives and individuals with outstanding and typical achievements in implementing Directive 05-CT/TW dated May 15, 2016 of the 12th Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle", the People's Committee of Nghe An province issued instructions on forms of commendation, reward and organizing meetings with collectives and individuals who are exemplary and typical in studying and following Ho Chi Minh's ideology, morality and lifestyle in the province as follows:

I. PURPOSE AND REQUIREMENTS:

1. Purpose:

- Commend, reward, encourage and motivate collectives and individuals with outstanding achievements in studying and following Ho Chi Minh's ideology, morality and style in the province.

- Continue to effectively implement Directive 05-CT/TW dated May 15, 2016 of the 12th Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle"; make the study and following of Ho Chi Minh's ideology, morality and lifestyle a voluntary and regular task of cadres, party members, civil servants, public employees and workers; make emulation a regular task of each level, each sector, agency and unit; create a strong change in the leadership and direction of Party committees at all levels, authorities and leaders in organizing, launching and implementing emulation movements and carrying out commendation work, contributing to the successful implementation of socio-economic development tasks in Nghe An province.

2. Requirements:

- The collectives and individuals that are commended and rewarded are truly exemplary, publicly and democratically selected from the grassroots, or discovered in practice in work, labor, production, business, study, combat and through the mass media. The commendation, reward and organization of meetings with exemplary and typical collectives and individuals must be organized to ensure solemnity, practicality, efficiency and economy.

- The Emulation and Reward Councils at all levels advise Party committees and authorities to clearly define the contents and forms of commendation and rewards and organize meetings with outstanding and typical groups and individuals in studying and following Ho Chi Minh's ideology, morality and lifestyle.

II. SUBJECTS, STANDARDS AND FORMS OF COMMENDATION AND AWARDS

1. Subjects of commendation and reward

Collectives and individuals who are Vietnamese and overseas Vietnamese with outstanding, exemplary, and typical achievements in studying and following Ho Chi Minh's ideology, morality, and style in all fields will be considered for commendation and rewards according to the provisions of the Law on Emulation and Commendation and its implementing guidelines.

2. Reward criteria

2.1. Annual rewards:

a) For collectives: Being a model collective that well implements the Party's guidelines, policies and laws of the State, has internal solidarity, is considered and recommended by competent authorities, and meets the following standards:

- Effectively organize and implement the study and following of Ho Chi Minh's ideology, morality and lifestyle in localities and units with many new features, creative and effective ways of doing things, attracting active and widespread participation and having a spreading effect among cadres, party members, civil servants, public employees and the masses;

- Create a clear and effective change in performing professional and political tasks through studying and following Ho Chi Minh's ideology, morality and lifestyle; have many typical examples to be studied and replicated;

- The collective builds ethical standards according to Ho Chi Minh's ideology, morality and style and implements them effectively;

- The collective is assessed to have excellently completed its tasks; if it is a Party organization, the Party Cell or Party Committee must be recognized as having excellently completed its tasks (if at that time the classification has not been carried out, the achievements of the previous year will be used).

b) For individuals: Individuals who are commended and rewarded are mainly those who are directly working, producing, doing business, studying, fighting and serving in combat; exemplary in implementing the Party's guidelines, policies and laws of the State, selected from the grassroots or discovered through the mass media and meeting the following criteria:

- Having pure revolutionary ethics, being a typical example of the will to practice, strive, and be a pioneer in studying and following Ho Chi Minh's ideology, ethics, and style in the locality and unit;

- Have specific, practical and effective actions and deeds in training, cultivating ethics, practicing thrift, preventing and combating corruption, waste, negativity or have many valuable initiatives that bring practical results... contributing to the cause of socio-economic development, preventing and combating epidemics, natural disasters..., maintaining security and national defense of the locality and unit;

- Be assessed as having completed tasks excellently; if being a party member, must be recognized as a party member having completed tasks excellently (if at that time the classification has not been made, then the achievements of the previous year will be used).

2.2. Rewards at mid-term and final review meetings:

a) For groups: Ensure the standards at Point a, Clause 2.1, Section 2, Part II, of this Guide and meet the following standards:

- In terms of expertise, the Party cell and Party committee must be continuously recognized as having completed their tasks excellently every year. If it is a Party organization, the Party cell and Party committee must be recognized as having continuously completed their tasks well or better, including:

- For 3-year summary awards: During that 3-year period, there must be at least 1 year of excellent task completion;

- For 5-year summary awards: During that 5-year period, there must be at least 2 years of excellent performance;

- For 10-year summary awards: During that 10-year period, there must be at least 4 years of excellent performance.

b) For individuals: Ensure the standards at Point b, Clause 2.1, Section 2, Part II, of this Guide and meet the following standards:

Professionally, every year is evaluated as completing tasks excellently. If a party member is continuously evaluated as completing tasks well or better every year, including:

- For 3-year summary awards: During that 3-year period, there must be at least 1 year of excellent performance.

- For 5-year summary awards: During that 5-year period, there must be at least 2 years of excellent performance.

- For 10-year summary awards: During that 10-year period, there must be at least 4 years of excellent performance.

3. Forms of commendation and reward:

a) Form of commendation:

- The General Secretary sent letters of praise and recognition to collectives and individuals with outstanding and most typical achievements, with clear changes in "Studying and following Ho Chi Minh's ideology, morality and lifestyle".

- The Secretary of Nghe An Provincial Party Committee sent a letter of commendation and timely recognition to collectives and individuals of Nghe An province with outstanding achievements in "Studying and following Ho Chi Minh's ideology, morality and lifestyle".

- Praise through mass media: Newspapers, radio, television...

b) Reward form:

- Certificates of merit from the Chairman of the People's Committee at district, commune and equivalent levels for collectives and individuals with outstanding achievements recognized at the management level (the content of the Certificate clearly states that they have achieved achievements in "Studying and following Ho Chi Minh's ideology, morality and lifestyle").

- Certificate of Merit from the Chairman of the Provincial People's Committee for collectives and individuals with outstanding achievements at the provincial level (the content of the Certificate of Merit clearly states that they have had outstanding achievements in "Studying and following Ho Chi Minh's ideology, morality and lifestyle").

- Certificates of Merit from the Prime Minister, Third-class Labor Medal for a number of outstanding collectives and individuals among the collectives and individuals attending the Central-level meeting and commendation conference on the occasion of the preliminary and final review of "Studying and following Ho Chi Minh's ideology, morality and lifestyle".

4. Process, documents, procedures, and reward funds:

4.1 Procedure:

a) Annual rewards:

- Central-level commendation is received, selected and submitted to the Provincial Party Committee's Standing Committee by the Provincial Party Committee's Propaganda Department, which proposes the Central Propaganda Department to consider and submit to the Prime Minister for awarding a Certificate of Merit.

- Provincial level commendation is received, selected and submitted to the Provincial Party Committee's Propaganda Department for the Secretary of Nghe An Provincial Party Committee to send a letter of commendation and submitted to the Provincial People's Committee Chairman to award a Certificate of Merit.

- Chairmen of People's Committees at district and commune levels and equivalent levels use forms of commendation according to their authority to promptly commend collectives and individuals with outstanding achievements in "Studying and following Ho Chi Minh's ideology, morality and lifestyle".

b) Interim and final awards:

- Central-level preliminary and final awards: Letter of commendation from the General Secretary, Certificate of merit from the Prime Minister, Third-class Labor Medal for outstanding collectives and individuals.

- Provincial preliminary and final summary awards: Letter of commendation from Provincial Party Secretary, Certificate of merit from Provincial People's Committee Chairman.

- The Provincial Party Committee's Propaganda Department is the focal agency to receive and select outstanding collectives and individuals to attend the provincial-level review and summary conferences and the central-level review and summary conferences.

- The Propaganda Department of the District Party Committee, City Party Committee, and Town Party Committee advises districts, cities, and towns to organize preliminary and final conferences, give awards in the form of commendation according to their authority; select outstanding collectives and individuals to attend the provincial-level summary conference.

4.2. Route, documents, procedures:

a) Route:

Based on the above subjects and criteria, the selection and recommendation of rewards for groups and individuals shall follow the principle: whichever level manages the organization, cadres, civil servants, public employees, workers and salary funds, that level shall be responsible for submitting to the superior level for rewards for subjects within the scope of management.

b) Certificate of merit from the Chairman of the Provincial People's Committee:

- Each Party Committee under the Provincial Party Committee shall select and propose no more than 01 collective or 01 individual for commendation. For the Provincial Agencies Bloc Party Committee, the number of groups and individuals to be selected and proposed for commendation shall not exceed 02 collectives or 02 individuals. A collective may be a Party cell, Party Committee or agency, unit...

- Based on the number of collectives and individuals proposed by the ministries under the Provincial Party Committee, the Provincial Party Committee's Propaganda Department is the focal point for receiving dossiers, presiding over and coordinating with relevant agencies to select collectives and individuals to submit to the Provincial People's Committee Chairman for decision on rewards (through the Provincial Emulation and Rewards Committee).

- Number of awards:

+ Annual rewards: maximum number of proposals is no more than 10 groups and 10 individuals;

+ Awards at provincial review conferences (03 years), provincial review conferences (05 years) and provincial review conferences (10 years): the maximum number of proposals is no more than 15 groups and 15 individuals.

- 02 sets of documents including:

+ Proposal for commendation from the unit proposing the commendation (with a list of collectives and individuals proposed for commendation).

+ Minutes of the meeting to consider rewards of the Emulation and Reward Council of the unit.

+ Report on achievements of collectives and individuals proposed for commendation with confirmation from the level submitted to the Chairman of the Provincial People's Committee according to the provisions of Form 07, Decree No. 91/2017/ND-CP dated July 31, 2017 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation (report on achievements by emulation period or by topic for collectives and individuals).

c) Certificate of Merit from the Prime Minister, Third Class Labor Medal:

- The Provincial Party Committee's Propaganda Department presides over and coordinates with relevant agencies to select collectives and individuals to submit to the Provincial Emulation and Reward Council for consideration and submit to the Provincial Party Committee Standing Committee for comments. After receiving comments from the Provincial Party Committee Standing Committee, the Provincial People's Committee submits to the Prime Minister and the President for decision on rewards.

- Dossier: 03 sets for the Prime Minister's Certificate of Merit, 04 sets for the Third Class Labor Medal, including:

+ Proposal for commendation from the unit proposing the commendation (with a list of collectives and individuals proposed for commendation);

+ Minutes of the meeting to consider rewards of the Emulation and Reward Council of the unit;

+ Report on achievements of collectives and individuals proposed for commendation with confirmation from the level submitted to the Prime Minister according to the provisions of Form 07, Decree No. 91/2017/ND-CP dated July 31, 2017 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation (report on achievements by emulation period or by topic for collectives and individuals).

d) Regarding the form of Letter of Commendation from the General Secretary: The Provincial Party Committee's Propaganda Department shall preside over and coordinate with relevant agencies to select and submit to the Provincial Party Committee's Standing Committee for proposal to the Central Propaganda Department for consideration and submission to the General Secretary for consideration and decision.

e) For the form of Letter of Commendation from the Provincial Party Secretary: The Provincial Party Committee's Propaganda Department presides over and coordinates with relevant agencies to select and submit to the Provincial Party Secretary for consideration and decision.

4.3. Reward budget:

Implemented in accordance with the provisions of Decree No. 91/2017/ND-CP dated July 31, 2017 of the Government and deducted from the emulation and reward fund in accordance with the provisions of the Law on Emulation and Reward.

5. Organize meetings and commend outstanding and typical groups and individuals in studying and following Ho Chi Minh's ideology, morality and style.

5.1. Form and content:

Form of organization: Organized in the hall; or organize a ceremony to report achievements and commend at Ho Chi Minh Square, Kim Lien Relic Site, Nam Dan District; at historical and revolutionary relics associated with the life and activities of President Ho Chi Minh; or organize both in the hall and combine organizing exchange activities, meetings, and experience sharing with typical examples.

Program content:

- Welcome performance;

- Salute the flag;

- State the reason, introduce the delegates;

- Opening speech;

- Report on the results of studying and following Ho Chi Minh's ideology, morality and style;

- Presentations of typical groups and individuals;

- Commendation and awards;

- Statement of senior leaders;

- Summary, closing.

5.2. Time of organization:

- The conferences were held on the occasion of Uncle Ho's birthday, May 19.

- Organization time is no more than 01 day.

III. IMPLEMENTATION ORGANIZATION:

Based on this Guide, units and localities develop plans, provide guidance, and implement the commendation, reward, and organization of meetings with outstanding collectives and individuals in studying and following Ho Chi Minh's ideology, morality, and lifestyle at all levels.

Every year, the Provincial Party Committee's Propaganda Department reports the implementation results to the Central Propaganda Department and the Provincial People's Committee (to report to the Central Emulation and Rewards Department).

During the implementation process, agencies and units are requested to regularly inform and exchange with the Provincial Party Committee's Propaganda Department and the Provincial Emulation and Reward Department to promptly resolve arising issues and problems.
