(Baonghean.vn) - On May 8, in Vinh City, the Vietnam Cooperative Alliance organized a training course on the 2012 Law on Cooperatives and implementation guidelines for Cooperative Alliance officials from 6 provinces in the North Central region, including Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue.

The training course was taught by Mr. Nguyen Minh Tuan - Head of Policy and Cooperative Development Department, Vietnam Cooperative Alliance.

The 2012 Law on Cooperatives consists of 9 chapters and 64 articles, regulating the establishment, organization and operation of cooperatives and cooperative unions in various sectors and fields of the economy. Accordingly, a cooperative is a collective economic organization, co-owned, with legal status, voluntarily established by at least 7 members who cooperate and support each other in production and business activities, creating jobs to meet the common needs of members, on the basis of autonomy, self-responsibility, equality and democracy in cooperative management. When cooperatives and cooperative unions develop to a higher level, cooperative enterprises and cooperative unions will be formed to operate under the Enterprise Law.

The State ensures the recognition and protection of property ownership, capital, income, and other legitimate rights and interests of cooperatives and cooperative unions. Ensures an equal production and business environment between cooperatives and cooperative unions and other types of enterprises and economic organizations. Ensures the right to autonomy, self-responsibility, and non-interference in the legitimate activities of cooperatives and cooperative unions.

The State has policies to support training, human resource development, trade promotion, market expansion, access to capital and funds to support cooperative development...

Rights of cooperatives and cooperative unions to be autonomous and self-responsible in their operations; to conduct activities, production and business, and create jobs according to registered industries and occupations to meet the common needs of members and member cooperatives; obligations of cooperatives and cooperative unions to ensure the legitimate rights and interests of members and member cooperatives according to the provisions of this Law, and to operate in accordance with registered industries and occupations.

Individuals and households becoming members of a cooperative must be Vietnamese citizens or foreigners legally residing in Vietnam, aged 18 or older, with full civil act capacity; the household must have a legal representative as prescribed by law; the agency or organization must be a Vietnamese legal entity....
