Implementing the direction of the Secretariat on the 45th anniversary of the implementation of President Ho Chi Minh's Testament (1969 - 2014), on August 19, 2014, the Central Propaganda Department issued Instruction No. 130-HD/BTGTW on the implementation of political activities in Party organizations, government, the Front, the Fatherland and socio-political organizations, widely propagandizing among the people the 45th anniversary of the implementation of President Ho Chi Minh's Testament. Below is the full text of the Instruction:
I. PURPOSE AND REQUIREMENTS 1. Continue to thoroughly grasp, study and propagate the basic and core contents of President Ho Chi Minh's Testament. 2. Link the content of the political activity with the implementation of Directive 03-CT/TW of the Politburo (11th tenure) on "Continuing to promote studying and following Ho Chi Minh's moral example". 3. Step up propaganda among the people about the results of 45 years of implementing President Ho Chi Minh's Testament, discover and commend typical examples of studying and following Ho Chi Minh's moral example. II. HOW TO PROCEED 1. Through activities of party organizations, government and unions, continue to exchange and discuss to raise awareness of the basic and core contents of President Ho Chi Minh's Testament; pay attention to the connection with political tasks, associated with the implementation of Directive 03-CT/TW and the 2014 topic: "Studying and following Ho Chi Minh's moral example on promoting the sense of responsibility, fighting individualism, saying goes with doing". 2. Discuss the implementation of Uncle Ho's Will at agencies, units and localities. 3. After studying and researching, each organization and individual cadre, party member, civil servant, public employee, and member of unions should add to the direction to strive for and follow. III. SPECIFIC CONTENT Deployed from September to November 2014: 1. For Party cells - In September activities: Study, discuss, and thoroughly understand the contents of President Ho Chi Minh's Testament, especially the four contents: His advice on the Party; on nurturing the next generation of revolutionaries; on the working people and on the work after the victorious resistance war. - In October activities: Contact to review and evaluate the implementation of Uncle Ho's Testament in conjunction with the implementation of Directive 03-CT/TW of the Politburo for each cadre, party member, association member, for each agency, locality, unit, party organization and mass organization. - In November activities: Discuss measures to continue effectively implementing Uncle Ho's Testament and Directive 03-CT/TW of the Politburo. In addition to the form of Party cell activities, it is necessary to integrate with propaganda to celebrate the country's major holidays in 2014 (60th anniversary of the liberation of the Capital; 70th anniversary of the founding of the Vietnam People's Army...); associated with patriotic emulation movements and propaganda to carry out the tasks of the locality and unit. 2. For the government system Based on the Guidelines and Documents of the Central Propaganda Department and practical conditions, agencies and units implement the above contents through appropriate forms such as: organizing agency and unit meetings; integrating with the 4th quarter work summary; combining with the launching and summarizing emulation campaigns at the end of 2014; propagating on publications and newsletters of agencies and units. 3. For grassroots organizations under the Vietnam Fatherland Front and socio-political organizations. Integrate the above contents into activities to celebrate traditional days and founding days of the industry (founding day of the Vietnam Farmers' Association October 14, 1939; founding day of the Vietnam Women's Association October 20, 1930; founding day of the Vietnam National United Front January 18, 1930; founding day of the Vietnam Veterans' Association December 6, 1989; Vietnam Mass Mobilization Day October 15, 1949; traditional day of the Vietnam Youth Union October 15, 1956; Vietnam Entrepreneurs' Day October 13, 2004...); organize club activities, seminars, meetings; promote on publications, newspapers, magazines, newsletters of the industry; integrate with cultural, artistic and sports activities. 4. Organize widespread propaganda among the people - After the activities of the Party cell and mass organizations, Party members and members proactively propagate widely to the people, first of all to their relatives and those around them, about the contents of the Will; mobilize everyone to implement Uncle Ho's Will and Directive 03-CT/TW of the Politburo. - Central and local press and radio agencies and grassroots radio stations open special pages and columns, focusing on propaganda based on the Guidelines and Propaganda Outline of the Central Propaganda Department; reflect the activities of the anniversary, pay attention to praising typical collectives and individuals in studying and following Uncle Ho. - Organize oral propaganda through a system of reporters and propagandists. IV. DOCUMENTS - Party cell meeting documents commemorating the 45th anniversary of implementing President Ho Chi Minh's Testament were compiled by the Central Propaganda Department and widely distributed within the Party and among the people. - In addition to the documents provided by the Central Propaganda Department, propaganda departments at all levels help Party committees compile documents for Party cell meetings in September, October and November (as required in Section III of this guide). V. IMPLEMENTATION ORGANIZATION 1. The Central Propaganda Department compiled documents and instructions for implementing political activities at the National Online Conference in August 2014. 2. Upon receiving the above documents, the Party Executive Committee, Party Delegation, Provincial Party Committees and City Party Committees shall promptly print, copy and send the "Document of Party cell activities commemorating the 45th anniversary of the implementation of President Ho Chi Minh's Testament" compiled by the Central Propaganda Department to each Party cell and Front organizations and mass organizations at the grassroots level; guide the inclusion of the documents in monthly study and activities, combined with the 2014 theme on studying and following the moral example of Ho Chi Minh; report the results to the immediate superior Party Committee to synthesize and report to the Secretariat through the Central Propaganda Department. 3. The Propaganda Department of the provincial Party Committees, city Party Committees, Party Committees directly under the Central Committee, the Central Committee of the Vietnam Fatherland Front and the Central Committees of socio-political organizations advise and assist the Party Committees and Party Committees in directing the implementation of research, dissemination and propaganda work in their localities, agencies and units. 4. Press agencies open special topics and increase articles about typical groups and individuals in studying and following Ho Chi Minh's moral example./.
