Attracting the brainpower of Nghe An people far from home for the development of education and training
(Baonghean) Opinion of Dr. Nguyen Thi Tu Huy - Institute for Educational Development Research IRED, at the Workshop "The role of People's Councils in creating financial mechanisms and policies to promote education and training development".
Experiences of some countries in the world show that the development of education determines the development of the whole country. Education wants to develop, it needs the right strategies and effective investment. Vietnam
Nghe An is a province with a potential of intellectual resources, so it can learn from the experience of Korea with its clearly oriented education and science and technology development policy and long-term strategic vision. Along with the development of heavy industries, shipbuilding, automobiles, electronics, and chemicals, Korea has focused on investing in research projects on both basic and applied sciences.
Recently, in order to internationalize science and higher education, the Korean Government has invested over 600 million USD in 5 years in a large-scale program called World Class University, with the first step being to invite 81 scholars, including 9 Nobel Prize winners, to teach and direct short-term, medium-term, and long-term research at Korean universities. This is a very wise decision by the Korean Government, instead of sending students to study abroad at great expense by inviting high-ranking professors to teach and direct research, paying a handsome salary of just over 100 million USD per year.
In addition, Korea also calls on Korean scientists abroad to return to work and at the same time provides scholarships for foreigners to study in Korea. Korea has implemented a policy of "internationalizing" Korean science and technology and "Koreanizing" the world to promote the country's development. If Nghe An knows how to use the minds of people from Nghe An who are very successful in big cities in the country as well as in the world, it will certainly create a better education and training system, using education and training as a breakthrough to create development for the locality.
