The working session was chaired by the Provincial Party Secretary and the Provincial People's Committee Chairman.

The Provincial Party Secretary requested the entire grassroots political system to take drastic action to speed up the site clearance progress.

The National Highway 1A expansion project in Nghe An has a total main route length of 73.8 km, passing through Hoang Mai town (14 km), Quynh Luu (12.25 km), Dien Chau (28.05 km), Nghi Loc (13.96 km) and Vinh city (5.54 km), divided into 6 projects and assigned to 5 investors. In the past time, the districts and cities where the project passes through have made many efforts to focus on site clearance to hand over to the construction unit, typically Dien Chau district has basically completed.

However, compared to the requirements of the Government and the Ministry of Transport, the progress of National Highway 1A clearance in Nghe An province has not been achieved yet, there are currently 12.96 km that have not been handed over or have been handed over but households have re-encroached. Currently, the problems are concentrated at 28 points, of which 14 points (7.58 km/911 households) are stuck, difficult, and may require construction protection.

Concluding the working session, the provincial leaders emphasized: The National Highway 1A Land Acquisition and Clearance Project is a national key project, related to national interests, therefore the entire political system of districts, towns and cities where the National Highway 1 project passes through must prioritize land acquisition and clearance work; strengthen propaganda and mobilization work, grasp the situation, review procedures, resolutely resolve, in case of non-compliance, organize construction protection; Authorize the People's Committees of districts, towns and cities where the National Highway 1A project passes through to self-assess and approve the remaining land acquisition and clearance dossiers; direct the Departments of Transport, Finance, Natural Resources and Environment, and Construction to assign officers of the National Highway 1A Land Acquisition and Clearance Standing Team to regularly attend the National Highway 1A Land Acquisition and Clearance Councils at the district level to coordinate and directly handle problems. Do not compensate for land area within the PMU1 corridor; reclaim land granted in violation of regulations; There is a plan to support and pay the principal + interest in the recovered land with previous land purchase documents. For resettled households, priority is given to interleaving and calculating infrastructure support for households; during the process of land clearance, when the locality hands over the land, the units will carry out construction there; focus on human resources to direct the site clearance work according to the schedule of handover before April 15, 2014.
