Mobilizing economic sectors to invest in industrial cluster infrastructure
(Baonghean) - Due to the failure to attract investors in the field of technical infrastructure construction of industrial clusters (ICs), the funding mainly comes from local budget capital with certain difficulties. Therefore, the infrastructure in the ICs is not synchronous, affecting the production and business of enterprises and neighboring residential areas. In fact, some investment projects are not suitable or lack sustainability such as Dien Hong IC (Dien Chau), Do Luong Town IC, Dong Vinh IC, Hung Loc (Vinh City) ... located close to residential areas. In addition, environmental pollution occurs due to the lack of wastewater and waste treatment systems...
For example, Hung Loc Industrial Park (Vinh City) has an area of 8.89 hectares, attracting 11 operating enterprises. However, the industrial park has only implemented phase 1 with an area of over 8 hectares and phase 2 will not be implemented due to difficulties in site clearance. In the past, although enterprises have made efforts to improve the environment, it has not been thorough. People in Hoa Tien and My Ha hamlets (Hung Loc commune - Vinh City) have repeatedly petitioned the authorities about the problems of dust, noise, wastewater discharge... of companies producing paper, plywood, and recycled plastic. In response to this urgent issue, the Vinh City Industrial Park Management Board is conducting bidding, upgrading, and renovating the technical infrastructure of Hung Loc Industrial Park. Accordingly, clean water supply pipelines and repair and upgrade of drainage ditches will be implemented.
Similarly, Dien Hong Industrial Park (Dien Chau) is also suffering from environmental pollution, with materials and goods spilling onto the roadside frequently. Production and business establishments in the industrial park contract with the commune's waste collection team to collect waste at the establishments and then take it to the commune's common waste dump for treatment. Currently, Dien Hong commune has 2 waste dumps, but 1 of them is overloaded. Meanwhile, the water source used at production establishments is mainly well water. The wastewater treatment system is built into 3 settling ponds and discharges into the common drainage ditch of the area and then into the Vech Bac canal (the drainage canal for communes in Dien Chau and Yen Thanh districts). The canal system collecting wastewater and overflowing rainwater is clogged and severely damaged due to encroachment by production establishments to dump raw materials and production and business materials onto the canal. Currently, the facilities are coordinating with the Industrial Park Management Board to clear and repair damaged ditch sections.
Currently, many localities are planning to invest in developing industrial parks and to avoid the above shortcomings, provinces and districts need to invite potential investors and economic sectors to participate in investing in developing industrial park infrastructure, and at the same time issue mechanisms and policies to increase the level of support for infrastructure investment and industrial park development, contributing to stabilizing production, business and protecting the environment.
