However, science and technology activities still have limitations, the consulting work of the District Science and Technology Council is still weak, the application of scientific and technological advances into practice has not been managed and implemented in a unified manner, leading to overlapping investment in science and technology applications, and in some places, it is scattered. There are no scientific and technological applications that create product chains, creating decisive breakthroughs for specialty products and valuable seedlings in the districts to become commodity products. The responsibility of leaders and management skills of civil servants in science and technology at the district level still have many shortcomings.

In recent times, household and farm economies have been the main targets of science and technology to increase productivity and efficiency and have achieved certain successes. However, the diffusion is poor and has not created a widespread and sustainable movement. The management mechanism of science and technology in general and in agriculture and rural areas in particular has had many innovations but has not escaped the outdated administrative mechanisms, small-scale supply and has not mobilized socialization in science and technology activities. In the coming time, the industry needs to have action programs to invest in key products, leading products of the locality, creating a large and stable source of goods, at the same time, implementing the "4-house" linkage in a substantial way with more effective participation of businesses in production and consumption of products.
