The dialogue included leaders of the district People's Committee, the People's Committee, the Vietnam Fatherland Front Committee, the Inspectorate, and the district Department of Education and Training.

The dialogue included leaders of the district People's Committee, the People's Committee, the Vietnam Fatherland Front Committee, the Inspectorate, and the district Department of Education and Training.
Although the District People's Committee invited 3 people who filed the complaint, including Mr. Dang Minh Hien - Hamlet 8, Le Dang Dai - Hamlet 9 and Nguyen Thi Tuyet - Hamlet 8, Toan Thang area, Quang Son commune to work and have a dialogue, dozens of other households also followed. The District People's Committee invited the households to attend but had to ensure order and follow the principles. The content of the complaint letter from the households was about the Chairman of the Quang Son Commune People's Committee merging branch 2 with branch 1 of the commune's Primary School and questioning the fact that Quang Son Primary School only held the opening ceremony of the new school year at the main location.

Mr. Nguyen Minh Hanh - Vice Chairman of the District People's Committee affirmed that the merger is the concretization of the Resolution of the Quang Son Commune Party Committee for the 2010-2015 term and Resolution 31/NQ-HDND dated July 30, 2013 of the Commune People's Council on approving the construction of Kindergarten 2 on the campus of the second branch of Quang Son Primary School. The merger of the two branches of Quang Son Primary School has the consent of the education sector and the District People's Committee.
The district education and training department also confirmed that Quang Son Primary School has only held the opening ceremony of the new school year at the main campus, never at a separate campus. Secondly, at the beginning of the new school year 2013-2014, Quang Son Primary School completed the upgrading of enough classrooms and conditions to merge the two campuses with the goal of striving to build a school that meets national standards at level 2. Thus, the complaints of the 3 petitioners and the households are unfounded.

During the dialogue, Mr. Le Dang Dai and 2 others petitioned the district and the education sector, Quang Son Primary School to maintain grades 1, 2, 3 at the second location, citing the distance from home, the need for transportation, and the cost of gas. But in reality, the main location of the school is only 2 km from hamlets 8, 9, 10.
The district People's Committee frankly replied that this was absolutely not allowed and requested households to send their children to school, ensuring the children's right to study. The school and the education sector will assign teachers to teach extra lessons so that the children can catch up with the program. If the children go to school later or fail to study, the fault lies entirely with the parents. This is the fourth time that the district People's Committee, the education sector, Quang Son Primary School and the commune People's Committee have organized a dialogue with households in the Toan Thang area who have not sent their children to school. Since August 12, the first day of school according to the education sector's instructions, it has been 1 month and 13 days, but 54 households in hamlets 8, 9 and 10 have not yet sent their children to school.
- Article 21 - Decree 40/2011/ND-CP of the Government amending a number of articles of Decree 49/2005/ND-CP dated April 11, 2005 on administrative sanctions in the field of education, stipulates:
1. Fine from 200,000 VND to 500,000 VND for acts of obstructing students of all levels from going to school.
2. A fine of 1,000,000 VND to 2,000,000 VND shall be imposed for inciting students of all levels to not attend school or drop out of school.
