(Baonghean) - The Standing Committee of Que Phong District Party Committee received Official Dispatch No. 1694-CV/TU, dated January 11, 2013 of the Standing Committee of Nghe An Provincial Party Committee regarding the handling of the matter reported in the newspaper. To clarify the content reported in the newspaper regarding the work of cadres and party members at the resettlement site of Pu Khong village, Dong Van commune, the Standing Committee of Que Phong District Party Committee would like to respond as follows:
Pu Khong village belongs to the resettlement site of Hua Na Hydropower project, which was merged and established according to Decision No. 344/QD-UBND, dated April 17, 2012 of Que Phong District People's Committee, including 50 households, 215 people (currently there are 33 households with 139 people, including households relocated from Xop Hinh village and Pieng Pung village (old). Pu Khong village has 1 party cell with 5 party members (2 party members moved to other places to settle and participate in party activities, party member Lang Van Thoai and party member Lo Xuan Quynh (old Xop Hinh village) as free migrants).
- Regarding personnel work:
According to the newspaper, "Party member Lang Van Thoai - formerly Deputy Head of Xop Hinh village (old), freely migrated to another village to become village chief. In addition, Party member Ha Van Phong - formerly Deputy Head of Pieng Pung village was also elected as Party cell secretary of the village...";
After the newspaper reported on the work of cadres and party members in Pu Khong village, the Standing Committee of the District Party Committee assigned the Organizing Committee to inspect and clarify the results as follows:
Party member Lang Van Thoai - former deputy of Xop Hinh village (old) migrated freely to settle and live in Khun Na village (next to Pu Khong village), but has not been able to build a house yet, while party member Lang's parents are weak (the household has only 2 elderly people), so party member Lang Van Thoai's parents asked their son to live with them so they can take care of him and party member Lang Van Thoai moved to live with his parents and live in the party cell of Pu Khong village (before becoming the village chief); party member Ha Van Phong - former deputy of Pieng Pung village (old) is among the households resettled in Pu Khong village.
Due to the conditions of the newly merged village, the people's living conditions were not stable, the qualifications and capacity of cadres and party members were very limited, the introduction, selection and assignment of personnel to work as cadres at the resettlement site encountered many difficulties; in that situation, in order to promptly have cadres to lead and direct the people to stabilize their lives and develop the economy, the Party Committee and People's Committee of Dong Van commune decided to appoint party member Ha Van Phong - former deputy of Pieng Pung village (old) as party cell secretary and party member Lang Van Thoai - former deputy of Xop Hinh village (old) as village chief.
- On party work:
According to the content of the newspaper, "...after resettlement, the whole village only had 3 party members, however, to have full capacity to be cadres, there was still a lack and weakness..."; the content of the newspaper was correct, the qualifications and capacity of cadres and party members in some villages of some resettlement areas were still weak. Pu Khong village initially had 3 party members, then 2 party members who migrated freely moved to settle down and participate in party activities (party member Lang Van Thoai and party member Lo Xuan Quynh (old Xop Hinh village), bringing the total number of party members in the Pu Khong village party cell to 5 comrades.
Currently, the Village Management Board and the Party Cell of Pu Khong Village have been operating stably, implementing well the Party's policies and the State's laws.
The Standing Committee of Que Phong District Party Committee would like to thank the Standing Committee of the Provincial Party Committee and Nghe An Newspaper for their timely direction and reporting.
To strengthen leadership and direction to stabilize the organization, cadre and party member work and improve the quality of the staff at resettlement sites in Que Phong district (in general), and the Pu Khong village resettlement site (in particular), the Standing Committee of Que Phong District Party Committee has directed party committees and advisory agencies to go to resettlement sites to inspect, guide and foster professional skills for party members and party cell secretaries and continue to discover, foster and admit new party members; direct the arrangement of sufficient number of village and hamlet cadres according to regulations to perform their tasks.
