(Baonghean) - After Nghe An Newspaper coordinated with the Provincial Ethnic Committee to inspect the distribution and use of newspapers in Tuong Duong, it was found that: Party committees have not yet supervised and inspected the distribution and use of party newspapers at the grassroots level; Postal delivery is still arbitrary, to the wrong address, insufficient in quantity, and the use and exploitation of information by those who receive newspapers is not effective; Grassroots Party committees have not yet had a high sense of responsibility in exploiting press information; Some Party cells do not have party newspapers as required by Directive 03/2001/TU of the Standing Committee of Nghe An Provincial Party Committee.
Receiving comments, on August 11, 2013, Tuong Duong District Party Committee issued Official Dispatch No. 334CV/HU to the Party Committees under the District Party Committee and the Department of Education, General Hospital, Medical Center, and Health Department, requesting to rectify the following contents:
- Require Party cells under the Party Committee, Schools, and Health Stations that are not required to purchase newspapers according to regulations.
- The organization of newspaper distribution must be to the right target, timely and provide guidance on transmission and exploitation to improve the effectiveness of using party newspapers at the grassroots level. The distribution of newspapers must have a delivery and receipt book according to the instructions of the Postal Service.
- Publicly post the list of subjects receiving newspapers at the reception room of the People's Committee headquarters so that agencies, units and everyone can know.
- Use party newspapers and Internal Information sheets as materials for party cell activities and to serve party work.
- Organize inspection and rectification from now until September 15, 2013 and report to the Standing Committee of the District Party Committee before September 20, 2013. In particular, assign the District Party Committee's Propaganda Department to strengthen supervision and regular inspection at the grassroots level, promptly detect shortcomings in the issuance, management and use of party newspapers to have solutions. In case of signs of violations, direct the Inspection Committee to take action to conduct inspection and handle according to regulations.
