Vietnam's Internet is slow again due to broken AAG submarine cable

This morning, September 16, 2014, many users of international Internet services complained about slow internet access speeds. Service users called VNPT and were informed that there was a break in the 105GB AAG international submarine cable from Ho Chi Minh City to Hong Kong and 30GB from Ho Chi Minh City to the US.
We have contacted several Internet service providers in Vietnam to verify the cable break information.
Mr. Nguyen Van Khoa, General Director of FPT Telecom confirmed that there was indeed a break in the AAG cable, suspected to be in the Hong Kong section, at 0:00 this morning, September 16, 2014. Measurements are currently being made to determine the location of the break. However, the measurement is facing some difficulties due to unfavorable weather conditions with the appearance of storm No. 3.
According to Mr. Nguyen Van Khoa, the current impact on Internet users in Vietnam is not as severe as the recent cable break that occurred in July 2014. Partly because when the incident occurred in July, network operators had added enough traffic to meet the demand for subsequent cable breaks. Currently, service providers are continuing to monitor and add bandwidth to minimize the impact of the AAG cable break, which disrupts Internet services provided to users.
Mr. Vu The Binh, General Director of NetNam Company, also confirmed that there was a break in the AAG submarine cable early this morning, but there is no information about the location of the break. NetNam has "directed" traffic through other submarine cables and land cables. There has been no negative impact on users yet.
This AAG submarine cable break happened exactly 2 months after the previous one. As reported, on July 15, 2014, the AAG cable broke 18km off the coast of Vung Tau, disrupting the service provision of telecommunications operators in the region, including Vietnam. It is estimated that the break caused a decrease of about 40% of the international Internet bandwidth from Vietnam to Hong Kong and the US of all network operators in Vietnam operating on this cable.
Network operators have actively implemented timely response measures. For example, opening additional submarine cable lines to concentrate traffic on these submarine cable lines, or opening more traffic via the mainland direction by negotiating and short-term purchasing a certain amount of traffic from the mainland cable line.
By the evening of July 27, 2014, the repair of the AAG cable break was completed, all international Internet traffic on the AAG cable returned to normal, and there was no longer a slow Internet access when using international services such as web, email... in Vietnam.
