From 2017 to July 2018, Dong took pictures of President Ho Chi Minh, President Ton Duc Thang and other Party and State leaders from the internet. He then inserted words into the pictures, creating distorted and slanderous content, aiming to defame the Party and State and insult leaders and police officers.
After completing the article on his personal computer, Dong copied it to his mobile phone and posted it on two Facebook accounts, “Robbery Police” and “Kieu Thanh”.
On July 5, the police invited Dong to work, checked his computer and 2 Facebook pages and discovered many posts with the above content.

The police seized the documents for examination and asked Dong to delete the two Facebook accounts.
According to the conclusion of the appraisal by the Department of Information and Communications of Can Tho City, the articles and images that Dong wrote, posted and distributed on Facebook pages harmed social order and safety, distorted and insulted the Party and State organizations.
In addition, these articles also give readers an incorrect view of the Party's policies and guidelines, the State's policies and laws, and help hostile forces to sabotage the regime, causing difficulties for the country's construction and development.
The People's Court sentenced defendant Dong to 2 years and 6 months in prison for the above crime.
