Strengthening management of press, social networks and other forms of media on the internet
Pursuant to Directive No. 30-CT/TW dated December 25, 2013 of the Politburo on developing and strengthening the management of electronic press, social networks and other forms of media on the Internet and Directive No. 27-CT/TU dated January 22, 2015 of the Provincial Party Standing Committee, the Provincial People's Committee issued Plan No. 558/KH-UBND-NC for implementation as follows:
I. PURPOSE AND REQUIREMENTS
1. Purpose
- Build and develop the electronic press system, the provincial electronic information portal and its components; electronic information pages, social networks and other forms of media (referred to as electronic press and other forms of media) on the Internet of Nghe An province to better meet the people's need for healthy and practical information, effectively serving the cause of socio-economic development of Nghe An province.
- Properly manage electronic press and other forms of media on the Internet, ensuring proper development. Strengthen network security, information security and the protection of state secrets in the fields of information, media, press and publishing. Proactively fight against the impact of harmful and false information on the Internet; overcome the situation of leaking and leaking documents containing state secrets on the Internet.
2. Requirements
- Press management agencies, governing bodies; managing units and press agencies proactively and persistently promote the development of electronic press and other forms of media on the Internet, regularly innovate leadership thinking, direction and management of electronic press and other forms of media on the Internet.
- Authorities at all levels, mass organizations, and information agencies should strengthen propaganda, education, and mobilization of Internet users to comply with the law and social ethical standards.
II. TASKS AND SOLUTIONS
1. Strengthen information and propaganda work
- Strengthen information and propaganda work to raise awareness of innovation among Party committees, authorities, unions, cadres and Party members about Internet technology; the position and importance of electronic press and other forms of communication on the Internet; legal regulations on protecting state secrets in the fields of information, communication, press, publishing and the Regulations on protecting state secrets; propagate the exploitation and use of electronic press and other forms of communication on the Internet practically and effectively.
- Promote and proactively bring authentic, healthy and useful information to the Internet. Timely propagate and commend outstanding groups and individuals in implementing the Party's policies and the State's laws, and encourage people to effectively exploit information technology utilities and scientific research to increase labor productivity, create jobs and improve the quality of life.
Timely criticize and propagate to help people understand the plots and methods of operation of hostile forces and criminals who take advantage of the Internet (especially social networks) to incite against the Party and the State. Effectively fight and refute false information on the Internet and information that has a negative impact on the country's development.
-Focus on popularizing Internet services along with propaganda and education in rural areas, remote areas, border areas, islands, and areas with especially difficult socio-economic conditions.
2. Continue to maintain and improve the quality and operational efficiency of general electronic information pages, provincial electronic information portals and component portals.
- Continue to maintain and promote development, upgrade interface for the websitehttp://baonghean.vn.http://truyenhinhnghean.vn.http://congannghean.vn.http://vanhoanghean.vn, electronic portalhttp://nghean.gov.vn; take advantage of fast information transmission speed, low cost, wide information coverage to provide information to people, propagate the province's socio-economic development policies and guidelines on the basis of ensuring national information security and safety.

- Strengthen monitoring, guidance and management of electronic information pages and social networks in the province. Encourage general information pages to provide diverse, rich, accurate and timely information to meet information needs, contributing to building a healthy lifestyle for people.
3. Strengthen training and development
- Pay attention to planning, training and fostering the management team,
reporters, editors of news agencies and newspapers.
- Organize training and fostering to improve awareness, political theory, foreign languages, information technology, professional skills; sense of responsibility, sense of organization and discipline, sense of keeping state secrets for the management team, reporters, editors of press agencies and the team of cadres and civil servants assigned to monitor and be in charge of electronic news sites and electronic information portals.
4. Strengthening the dissemination of laws, inspection and examination
- Strengthen the dissemination of legal documents on the management of electronic press, other forms of media and the protection of state secrets in the fields of information, communication, press and publishing for cadres, civil servants, public employees, reporters, editors of press agencies and the people, especially young people, to exploit and use electronic press, social networks and the Internet practically and effectively.
- Strengthen inspection and examination of electronic newspapers, electronic information sites, Internet service providers and public Internet access points.
- Strictly manage public Internet access points and online games to minimize the negative impact of online games on the health and psychology of players, especially teenagers. Encourage online games that educate about historical and cultural traditions, and promote patriotism. Strictly handle organizations and individuals that provide violent and pornographic games that have negative impacts on social development and violate the law.
5. Investing in information and communication infrastructure
Increase investment in information technology infrastructure, broadcasting transmission, radio and television from the province to the grassroots to better meet the people's information and cultural needs.
6. Investment in scientific research
Strengthen research on information science in general, information management science, especially electronic information on the Internet.
III. ASSIGNMENT OF TASKS
1. Proposal to the Provincial Party Committee's Propaganda Department
- Organize the dissemination and guidance of Directive No. 30-CTATW dated December 25, 2013 of the Politburo on the development and strengthening of management of electronic press, social networks and other forms of media on the Internet; propagate to raise awareness of Party committees, authorities, organizations, cadres and Party members about Internet technology; the position and importance of electronic press and other forms of media on the Internet.
- Provide information and promptly orient propaganda content and public opinion on important, complex and sensitive issues.
- Direct and orient press agencies in a timely manner in combating and refuting false and hostile information and viewpoints that negatively affect the Party's reputation, viewpoints and guidelines, the cause of building and protecting the Socialist Fatherland and the great national unity bloc...
2. Department of Information and Communications presides
- Research the development of electronic journalism and other forms of media on the Internet to supplement the Press and Publishing Plan until 2020.
- Strengthen the State management of dossier appraisal and licensing of general electronic news sites; periodically review, manage and inspect the implementation of regulations on registration of use of electronic information sites, promptly detect and handle violations. Disseminate laws, inspect and examine newspapers, radio and television in general and electronic newspapers and electronic information sites of the province in particular; strictly handle acts of taking advantage of the Internet for bad purposes, violating the law, ethics and social norms. Every year, coordinate with relevant agencies to have a plan to train and improve the quality of human resources in information technology, management of electronic press and other forms of communication on the Internet.
- Correct the activities of the general electronic information website such as: assigning staff to participate in operations; self-editing, shortening titles, editing content...; providing content that is not suitable for the functions, tasks, and professions specified in the license.
- Coordinate with the Provincial Police and relevant functional sectors to strengthen information security on the Internet and the protection of state secrets in the fields of information, communications, press and publishing; proactively prevent risks of information insecurity for websites and electronic information portals of state agencies in the province; cases of leaking and leaking state secret documents and internal secrets on the Internet (especially social networks).
- Advise on the issuance of regulations on ensuring information security, regulations on managing wide area networks (WAN), and organize the implementation of anti-virus mechanisms for workstations, servers, and mobile devices in the LAN of agencies and units. Increase the installation of copyrighted anti-virus software for the unit's computer system to promptly detect, prevent, and eliminate malicious software (viruses, trojans, worms, keyloggers, etc.) to minimize the exploitation of stealing the Website's administrative password from these computers.
- Issue a mechanism for periodic data backup of electronic information portals and websites; regularly check and monitor the operation of electronic information portals and websites. When detecting risks of information insecurity or cyber attacks, disconnect Internet access to the electronic information portal and website, backup data, promptly notify and coordinate with the unit that stores and maintains the website and information portal of the unit.
- Coordinate with relevant departments and branches to periodically assess the implementation of the Plan, report to the Provincial People's Committee and propose adjustments and supplements when necessary.
3. Provincial Police
- Direct the investigation and handling of acts of providing information and documents using Internet services and information on the network to conduct activities that violate national security and social order and safety; cases of violating the law in activities to ensure information safety and security and cases of revealing and leaking state secrets on the Internet.
- Advise and guide departments, branches, agencies, organizations, unions, and localities to properly implement legal regulations on protecting state secrets, especially the protection of state secrets in the fields of information, communication, press, publishing; internal protection....
- Coordinate with the Department of Information and Communications and relevant agencies and units to inspect, examine, resolve disputes, complaints, denunciations and handle violations of the law in activities to ensure information safety and security; manage electronic newspapers, electronic information pages, social networks and other types of media on the Internet.
4. Department of Education and Training
- Organize educational propaganda activities, guide how to use and exploit information on the Internet, guide Internet laws for teenagers, pupils and students to serve healthy and practical research, study and entertainment, through educational Internet, gather youth, teenagers, pupils and students in the new situation; create conditions and orient pupils and students to use the Internet for useful and practical activities in their studies, personal and family life.
- Implement warning and monitoring measures for students to avoid negative impacts of harmful information and applications on the Internet.
- Propaganda and guidance for students to exchange, discuss and share personal information on forums and social networks on the basis of compliance with legal regulations, ensuring good customs, social ethics and cultural standards of the nation.
5. Provincial Youth Union
- Provide union members with the ability to proactively fight against negative and harmful information and arguments on the Internet, exploit and use the Internet effectively and practically through training sessions, dissemination of laws, and mobilization movements at the unit, locality, and grassroots levels.
- Strengthen propaganda work for cadres and union members in using the internet and social networks. Resolutely and strictly handle cases of cadres and union members who take advantage of the internet and social networks (especially Facebook) to provide and share inappropriate information, causing instability in the situation, distorting the province's guidelines, policies, and laws of the State; taking advantage of forums to incite and defame organizations, groups, and individuals.
6. Provincial press agencies, Provincial Electronic Information Portal, owners of general electronic information sites
- Improve the quality of content, form and effectiveness of information and propaganda on the electronic information pages of press agencies, general electronic information pages and provincial electronic information portals to better meet the information needs of the people, actively contributing to the cause of industrialization, modernization, international integration and the development of Nghe An province.
- Preside over and coordinate with relevant agencies to develop training plans, improve professional expertise and political theory for management staff, reporters, and press editors in general and general electronic news sites in particular; electronic information portals and component portals.
- Actively and proactively participate in the fight against false, reactionary information and distortion of the truth on the Internet. Strictly implement the provisions of the law on protecting state secrets in the fields of information, communication, press, publishing and the Regulations on protecting state secrets.
7. Provincial departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns
- Organize activities to raise awareness and the ability to proactively fight against negative and harmful information and arguments on the Internet, exploit and use the Internet effectively and practically in localities through training sessions, dissemination of laws, and mass mobilization movements at units, localities, and grassroots levels.
- Strengthen propaganda, education and mobilization of civil servants, union members, association members and people to exploit and use information on the Internet properly and effectively; strictly implement legal regulations on protecting state secrets in the fields of information, communication, press, publishing and the Regulations on protecting state secrets; propagate for families to enhance their role and responsibility in managing and guiding their children to use the Internet in a healthy, effective and practical way.
- Strengthen propaganda work for cadres, civil servants, public employees and workers in the use of the internet and social networks. Resolutely and strictly handle cases where cadres, civil servants, public employees and workers take advantage of the internet and social networks (especially Facebook) to provide and share inappropriate information, causing instability in the situation, distorting the Party's guidelines, policies and the State's laws; taking advantage of forums to incite and defame organizations, groups and individuals.
- Provide information online in accordance with the provisions of law; check, review and at the same time direct affiliated units to apply for licenses for operating general electronic information sites.
8. Telecommunications businesses, Internet service providers
- Enhance the role and responsibility in providing telecommunications services, coordinate with competent authorities to prevent information with harmful, reactionary and unhealthy content; detect factors that are unsafe and insecure about information; and cases of leaking and leaking secret state documents on the Internet.
- Deploy technical and professional systems to ensure information safety and security.
- Guide Internet agents, public Internet access points, and public electronic game service points of enterprises to ensure information safety and information security.
- Arrange connection gateways and necessary technical conditions for competent state management agencies to perform the task of ensuring information safety and information security.
- Develop and implement internal management regulations, protect state secrets, operating procedures for exploiting, providing and using Internet services, and coordination regulations with the Department of Information and Communications and the Provincial Police in ensuring information security and safety.
IV. IMPLEMENTATION ORGANIZATION
1. Provincial Departments, branches, sectors, mass organizations, People's Committees of districts, cities, towns and units and organizations, based on their assigned tasks, develop a specific and detailed Plan for their units and localities and effectively implement this Plan. Every 6 months and 1 year, report on the implementation results to the Department of Information and Communications for synthesis and reporting to the Central Government, Provincial Party Committee, Provincial People's Committee in accordance with regulations (In particular, annual reports of units and localities must be sent to the Department of Information and Communications before December 1).
2. The Department of Information and Communications shall preside over and coordinate with the Provincial People's Committee Office to regularly guide, monitor, urge and inspect units and localities to implement this Plan.
3. During the implementation process, if there are any difficulties or problems, the units and localities shall report to the Provincial People's Committee (through the Department of Information and Communications) for guidance, synthesis and reporting to the Provincial People's Committee for consideration and resolution./
