Asset declaration is a criterion for evaluating cadres and party members.
To promote the positive effects of asset declaration and control in the work of preventing and combating corruption, the Politburo requires Party committees and organizations at all levels to perform well the following tasks:
1. Strengthen leadership to unify the awareness of cadres, party members, civil servants, public employees and agencies, organizations, units, heads of agencies, organizations and units on declaring and controlling the declaration of assets according to the regulations of the Party and the State. Thereby, promoting the self-awareness, honesty and sense of responsibility of cadres, party members, civil servants and public employees in declaring assets; promoting the role and responsibility of agencies, organizations, units and heads in organizing the implementation of the regulations of the Party and the State on declaring and controlling the declaration of assets. Identifying the declaration and control of the declaration of assets as criteria for evaluating cadres, party members, civil servants and public employees; evaluating the level of task completion of agencies, organizations, units and heads.
2. Leaders shall strictly implement the declaration and public disclosure of assets in accordance with the provisions of law. Cadres, party members, civil servants and public employees subject to asset declaration in accordance with the provisions of law must declare their assets honestly, completely, clearly and on time. Party cells shall organize the disclosure in Party cell activities. Party committees shall organize the disclosure of declarations by Party committee members in Party committee activities. The form, time and scope of disclosure of asset declarations of cadres, civil servants and other public employees subject to declaration shall comply with the provisions of law on anti-corruption.
3. Strictly lead the inspection and verification of assets, according to the decentralization of management of cadres, civil servants and public employees in the following cases: There is a denunciation of a person who is required to declare assets for dishonesty in the declaration. There is a need for information to serve the election, appointment, dismissal or discipline of a person who is required to declare assets. There is a basis to believe that the explanation of the origin of increased assets is unreasonable. There is a request from a competent agency, organization or individual.
4. Strengthen leadership and conduct inspection, supervision and monitoring of the implementation of Party and State regulations on declaration and control of asset declaration. Strictly handle agencies, organizations, units and individuals who are slow to organize declaration; do not declare or make dishonest declarations; cannot explain the origin of increased assets; do not organize the public disclosure of declarations; do not proactively verify or do not promptly handle violations of regulations on declaration and control of asset declaration.
5. Leaders continue to improve legal regulations on declaration and control of asset declaration; management of asset declarations; building a database on assets of people with positions and powers; controlling income of people with positions and powers... Legalize the contents on asset and income transparency according to the requirements of the United Nations Convention against Corruption, ensuring conformity with Vietnam's reality. Research and apply measures to support the control of asset declaration, limit cash spending...
6. The Central Internal Affairs Commission monitors the implementation of this Directive and periodically reports to the Politburo and the Secretariat.
