To enhance the positive impact of asset declaration and its verification in the fight against corruption, the Politburo requests that Party committees and organizations at all levels effectively carry out the following tasks:

1. Strengthen leadership to unify the understanding of cadres, Party members, civil servants, and public employees, as well as the heads of agencies, organizations, and units, regarding the declaration and control of asset declarations according to the regulations of the Party and the State. This will promote self-awareness, honesty, and a sense of responsibility among cadres, Party members, civil servants, and public employees in asset declaration; and enhance the role and responsibility of agencies, organizations, units, and their heads in organizing the implementation of the Party and State regulations on asset declaration and control. The declaration and control of asset declarations will be considered a criterion for evaluating cadres, Party members, civil servants, and public employees; and for assessing the performance of agencies, organizations, units, and their heads.

2. Leaders must strictly comply with the regulations on asset declaration and public disclosure as prescribed by law. Cadres, Party members, civil servants, and public employees subject to asset declaration requirements must declare their assets truthfully, fully, clearly, and on time. The Party branch committee shall organize the public disclosure during branch meetings. The Party committee shall organize the public disclosure of asset declarations by its members during Party committee meetings. The form, timing, and scope of public disclosure of asset declarations by other cadres, civil servants, and public employees subject to declaration requirements shall comply with the regulations on anti-corruption.

3. Strictly supervise the inspection and verification of assets, according to the hierarchical management of cadres, civil servants, and public employees in the following cases: There are allegations that individuals required to declare assets have been dishonest in their declarations; information is needed for elections, appointments, dismissals, or disciplinary actions against individuals required to declare assets; there are grounds to believe that the explanation of the source of increased assets is unreasonable; and there is a request from a competent agency, organization, or individual.

4. Strengthen leadership and conduct inspection, supervision, and auditing of the implementation of Party and State regulations on asset declaration and control. Strictly punish agencies, organizations, units, and individuals that are slow to organize asset declarations; fail to declare, declare dishonestly; cannot explain the origin of increased assets; fail to publicly disclose declarations; fail to proactively verify or promptly handle violations of regulations on asset declaration and control.

5. Leaders will continue to improve legal regulations on asset declaration and control; manage asset declarations; build a database on assets of officials and those in positions of power; control the income of officials and those in positions of power… Legalize provisions on asset and income transparency as required by the United Nations Convention against Corruption, ensuring they are consistent with Vietnamese practice. Research and apply measures to support the control of asset declarations and limit cash spending…

6. The Central Internal Affairs Commission shall monitor the implementation of this Directive and periodically report to the Politburo and the Secretariat.
