Extending the working period of doctoral university lecturers
Lecturers with the title of professor, associate professor and lecturers with a doctoral degree working at a higher education institution are allowed to extend their working time from retirement age to teach and conduct scientific research.

This is the content of the Decree detailing and guiding the implementation of a number of articles of the Law on Higher Education recently issued by the Government.
Accordingly, lecturers are allowed to extend their working hours if they meet the following conditions: They are in good health, voluntarily extend their working hours; and the university has the need and approval.
The extended working period for lecturers with a doctoral degree is no more than 5 years; for lecturers with the title of associate professor is no more than 7 years and for lecturers with the title of professor is no more than 10 years.
During the extended working period, the above-mentioned extended working person has the right to request to stop working to enjoy retirement benefits according to regulations.
Lecturers with extended working hours are identified as permanent lecturers of the university; they are entitled to salary and other policies and regimes according to regulations for lecturers.
Policy for lecturers
The Decree also specifies policies for lecturers. Accordingly, the system of titles and standards for lecturer titles is used as the basis for ranking professional titles and implementing policies for lecturers in higher education institutions. The Minister of Education and Training prescribes standards for lecturer titles.
The salary scale and grades for lecturers are specifically regulated, with different distinctions between 5 titles: Teaching assistant, lecturer, senior lecturer, associate professor, and professor according to the provisions of the Law on Higher Education. The title of associate professor is ranked I according to the classification of professional titles of civil servants and enjoys a salary scale and grade corresponding to the senior expert rank. Private higher education institutions and foreign-invested higher education institutions shall apply the regulations on the system of salary policies, allowances and other policies for lecturers in public higher education institutions to implement policies for teachers, ensuring that they are not lower than the salaries and allowances of lecturers in public higher education institutions with the same training level and seniority.
The Decree takes effect from December 10, 2013.
