Combining traditional strength and modern strength in the heroic Soviet homeland

Former Head of the Propaganda Department of Nghe An Provincial Party Committee Truong Cong Anh wrote a research article "Combining traditional strength and the strength of the times - Building Nghe An into a rich and powerful province worthy of being the heroic homeland of the Nghe Tinh Soviet". In it, he clearly stated the characteristics of that strength in Nghe An before, during and after the climax of 1930 - 1931. Nghe An Newspaper would like to briefly record the article.

"...Since its inception, our Party has combined traditional strength with the strength of the times. And, right in our homeland of Nghe Tinh, those two strengths have unique characteristics, and the combination of those two strengths is also very unique.

That very characteristic was one of the historical factors that created the peak of the revolutionary movement of 1930 - 1931.

The Vietnamese people, through thousands of years of history, have forged extremely valuable traditions, that is the tradition of patriotism, which has developed into patriotism. That tradition is an extremely great source of strength, extremely great, helping our people overcome the harshest challenges to survive and develop. Traditional strength is internal strength, an available strength.

It is the tradition of patriotism, the power of tradition that has given vitality to patriotic movements from North to South, succeeding one movement after another. Although sometimes strong, sometimes weak, they never cease.

However, traditional strength alone is not enough, so it is inevitable that one patriotic movement after another will fail.

The reason why traditional strength alone is not enough is because in the late 19th and early 20th centuries, some Western countries entered the period of capitalist development, and then the great October Revolution in Russia opened a new era, while our people were still fighting in slavery, in the long night of medieval feudalism.

Leader Nguyen Ai Quoc - the first Vietnamese to receive the power of the times. Following him, the most outstanding sons of our nation came to Marxism - Leninism and the great October Revolution in Russia. Then, the Indochinese Communist Party, today the Communist Party of Vietnam, brought that power to Vietnam and combined the power of the times with the power of tradition, raising the power of tradition to the level of the times.

Therefore, this was a great historical turning point of the Vietnamese revolution, a turning point that paved the way not only for the 1930-1931 climax but for all victories of the Vietnamese revolution from then until now and from now on.

Thus, the power of the times is an objective power, a power from the outside. It is also an available power. However, the problem is whether there is enough courage and intelligence to receive it, use it, and combine with it. If we consider the power of the times as objective, as an external force, and as dependent on the power of reception, then we cannot help but affirm the role and pioneering role of the most advanced individuals of the nation and the community.

Nghe Tinh has two conditions to receive the power of the times with its own characteristics. Those two conditions are: Vinh - Ben Thuy, as a large industrial center of Indochina, has a fairly large industrial workforce. It is this class base that creates the conditions for the power of the times to be received, to be received in the most sensitive way and also to be received, to be received in the most fundamental way.

At the same time, every locality has its most outstanding individuals representing the tradition of patriotism who went abroad to find a way to save the country. However, perhaps the locality with the most people going abroad is Nghe Tinh. Perhaps, it is from these people and through these people that the power of the times is transmitted to Vietnam (in general) and to their homeland (in particular).

When traditional power is aroused, it is inevitable that power must "find its own way" to develop. The process of "finding its own way" will sooner or later "encounter" the power of the times.

The problem is only a matter of sooner or later! Early means catching the opportunity. Late means missing the opportunity! The development of the August Revolution in 1945 is also a testament to this historical lesson.

Thus, traditional strength (internal strength) is the root to reach and capture the strength of the times. However, to reach and capture it, there must be a premise and conditions. On the other hand, if we only stop at traditional strength, then in certain historical periods and historical moments, it will be difficult to avoid deadlock.

In short: In the late 20s and early 30s of the 20th century, when our Party was born, it not only marked a turning point in the leadership of the Vietnamese revolution, but more importantly, it marked the almost inevitable "meeting" of the traditional strength of our nation with the strength of the times. And at that miraculous "meeting" moment, our homeland Nghe Tinh was the place with the most complete conditions to shine brightly. And, this historical meeting created the revolutionary climax of 1930-1931, the peak of which was the Nghe Tinh Soviet.

It is necessary to add that this "meeting" was not a coincidence but a necessity. A necessity means that it is in accordance with objective laws and is also the result of a process of self-conscious activities of pioneer soldiers, the most elite people of the nation who carry within themselves the entire national tradition and at the same time have enough intelligence to approach the power of the times.

We must say this so that we can have a deeper understanding that: Traditional strength as well as modern strength, although seemingly "available", are not easy to fully recognize and even more so, not easy to grasp correctly and combine correctly to create new strength. This is extremely meaningful in theoretical activities as well as in current practical activities.

In the new situation, to help Nghe An escape poverty and backwardness, comrade Truong Cong Anh affirmed that there is no other way but to concentrate the necessary and sufficient strength. That strength is nothing else but: Traditional strength combined with the strength of the times as we did in the period of 1930-1931.

The traditional strength at this time is still patriotism, the will for independence of the entire people. The content: "We would rather sacrifice everything than lose our country, than become slaves" still holds true. However, it is necessary and must be added: We must do everything but absolutely not accept poverty, not accept backwardness, not accept falling further behind.

The entire ideological work of the Party and society must make every person, every household, every locality, every level, every sector deeply understand this awareness. The coming years will be poor and backward in the true sense with loss of Independence and loss of Freedom.

Having that awareness means having the strength to overcome old ways of thinking and doing things to seek and create new ways of thinking and doing things. Having that awareness is the only way to escape the "difficulty limits intelligence" cycle and free yourself from this vicious circle.

National independence associated with socialism is the combination of traditional strength with the strength of the times. This awareness must continue to be strengthened and affirmed so as not to be shaken by the twists and turns of history and the attacks of hostile forces.
However, the power of the times now has a new content, which is the power of the scientific and technological revolution that is taking place like a storm due to the trend of globalization and internationalization.

As the lesson from the Nghe Tinh Soviet movement, we must create social premises and human factors to be able to grasp this power. In my opinion, the social premises are: the intellectual foundation of the people and the intellectual team. And the human factor is the patriots who passionately take the cause of "a rich people, a strong country, a fair society, a civilized democracy" as their way of life, with new intelligence to not only stir up revolution but also master science.

Such people are the elite among the vanguard soldiers. More than anyone else, and first of all, those elite people must be cadres and Party members. Our Party must be more intelligent, that is exactly how it is. The vanguard nature of Party members is exactly like that.

If in the past there was a slogan: "Party members go first, the country follows", then now that slogan still holds its value. If there is any difference, it is only in: Going first in what? In the past it meant going first in hardship and sacrifice (including blood sacrifice), but today it means going first in eliminating hunger, reducing poverty, in legitimate enrichment, in fighting bureaucracy and corruption, in preventing social evils and in improving one's mettle and intelligence!

To do so is to have grasped two powers. To combine those two powers, there is nothing other than democracy and solidarity. Democracy is the method to mobilize all sources of power and creativity to the maximum, and at the same time, democracy is also the method to gather and concentrate all those sources of power into a common power.

The issue of solidarity has always had strategic significance and is the core of all combinations. Today, solidarity has new concrete manifestations. If in the past, solidarity originated from our desire and also the common interest, which is for Independence, for Freedom. The partial interests of this class or other strata are often "dominated" by this common interest.

But now it cannot be that simple. Between the common interests of "rich people, strong country, fair society, democracy and civilization" and the direct specific interests, if not resolved harmoniously and specifically, sometimes the direct interests will affect the common interests.

If that happens, unity will immediately be in trouble. Particularly within the Party, this means that the requirement for Party cadres and members to sacrifice, to strive, to cultivate revolutionary ethics, and to set an example has a very great practical significance, and is not just empty slogans of encouragement.

Our Party is continuing to implement the 6th Central Resolution (2nd time) on Party building and Party rectification, and is conducting Party Congresses from the grassroots level to the 15th Provincial Party Congress.

This is also the process of activities and operations of each Party organization to correctly recognize its own strength, thereby creating real strength (not just potential strength) to achieve what the Party Committee and people of the province are setting out: Building Nghe An into a rich and strong province!
