Conclusion of the Chairman of the Provincial People's Committee on the protection plan for project implementation in Nam Cam Industrial Park

On May 22, 2012, at the Provincial People's Committee Office, the Chairman of the Nghe An Provincial People's Committee chaired a working session to listen to reports on the situation and preparations for construction protection plans for investors implementing the project at Nam Cam Industrial Park. Attending were representatives of the leaders of the agencies: Provincial Fatherland Front Committee, Provincial Party Committee's Propaganda Department, Provincial Party Committee's Mass Mobilization Department; representatives of the leaders of the departments and branches: Provincial Police, Provincial Inspectorate, Southeast Economic Zone Management Board, Provincial People's Committee Office, Planning and Investment Finance, Natural Resources and Environment, Industry and Trade, Information and Communications, Nghe An Newspaper, Provincial Radio and Television Station; on Nghi Loc district side, there were: Secretary of the District Party Committee, Chairman of the District People's Committee, Chairman of the Fatherland Front Committee, Head of the District Police, Chairman of the District Land Acquisition Council; Nghi Xa commune had: Secretary of the Party Committee, Chairman of the People's Committee and Chairman of the Fatherland Front Committee of the commune.

After listening to the report of the Southeast Economic Zone Management Board, the report and recommendations of Nghi Loc District People's Committee and Nghi Xa Commune People's Committee; and the opinions of the members attending the meeting, the Chairman of the Provincial People's Committee concluded as follows:

The compensation for site clearance, land recovery and allocation in Zone C, Nam Cam Industrial Park (including land plots for project implementation of Thieu Nien Tien Phong Plastic Joint Stock Company in the Central Region and BSE Korea) was carried out in accordance with the procedures and regulations of current laws and was completed a long time ago (in 2005). However, after being allocated land by the province, the Management Board of the Southeast Economic Zone did not manage the use of the allocated land at the site, did not have solutions to build fences, level the ground, and protect the allocated land; meanwhile, households lacked land for production and did not have stable jobs, so some households reused and cultivated on these lands. This led to the fact that when the investors (Thieu Nien Tien Phong Plastic Joint Stock Company in the Central Region and BSE Korea) implemented the project, the households obstructed and requested additional support.

To promptly resolve the above problems and create favorable conditions for investors to implement the project, relevant agencies are required to properly implement the following contents:

1Nghi Loc District People's Committee:

- Continue to propagate and mobilize households to clearly understand the policies, responsibilities and obligations according to the law, support and not hinder investors from implementing the project (in the immediate future, to implement the project of Thieu Nien Tien Phong Plastic Joint Stock Company and the project of BSE Korea Company on May 29, 2012). Propaganda and mobilization must be carried out to each household; establish groups to stay close to the area and the people to mobilize, persuade and explain to prestigious and high-ranking people so that they support and persuade households.

- Continue to pay support money to households according to the approved plan.

- The Provincial People's Committee agrees to support the stabilization of life and production for the remaining households and individuals in hamlets 8, 9, 11 of Nghi Xa commune, Nghi Loc district whose land in Nam zone C, Nam Cam Industrial Park was recovered, with the support level calculated in cash at the current price of 30kg of rice/person/month for 3 months. Assign the Nghi Loc district People's Committee to establish, appraise, approve the plan and pay the support money to the households before May 25, 2012.

- Closely coordinate with the Provincial Police and District Police to protect construction and ensure safety in case support has been provided but households still prevent investors from implementing construction on May 29, 2012.

2. Management Board of Southeast Nghe An Economic Zone:

- Continue to implement the direction of the Provincial People's Committee in Official Dispatch No. 2854/UBND-DT dated May 9, 2012.

- Preside and coordinate with Nghi Loc District People's Committee to work specifically with investors in recruiting workers to work at the factory. In particular, investors are required to have criteria, recruitment roadmap, training and notification of registration for recruiting workers to work at the factory, must give priority to local workers whose land is recovered to build the industrial park and factory, must be implemented early during the factory construction period.

- Closely coordinate with the Provincial Police and Nghi Loc District Police to protect construction and ensure safety in case support has been provided but households still prevent investors from implementing construction on May 29, 2012.

3.Department of Finance: Timely advise and arrange support funds for Nghi Loc District People's Committee to pay households according to the support plan.

4. Department of Natural Resources and Environment:

Preside and coordinate with the Department of Finance to guide Nghi Loc District People's Committee to implement timely support policies.

- Inspect and report to the Provincial People's Committee (before May 31, 2012) the results of overcoming environmental pollution for the project of Minh Thai Son Joint Stock Company.

5. Provincial Police:

- Proactively grasp the situation, agree on a construction protection plan, mobilize forces and direct construction protection forces in case support has been provided but households still prevent the Investor from implementing construction on May 29, 2012.

- Conduct investigations, detect and collect full information on the masterminds and instigators of disturbances (if any) to promptly handle them in accordance with the law.

6. Relevant departments and branches: Based on assigned functions and tasks, coordinate with Nghi Loc District People's Committee and Southeast Economic Zone Management Board to resolve related issues.

The above is the conclusion of the Chairman of the Provincial People's Committee at the working session to listen to the report on the situation and preparation of the construction protection plan for investors implementing the project at Nam Cam Industrial Park. The Provincial People's Committee informs the Nghi Loc District People's Committee, the Management Board of the Southeast Economic Zone, relevant departments, branches and units to know and implement.
