Conclusion of comrade Ho Duc Phoc at the working session with Son Thanh commune, Yen Thanh district

On April 10, 2013, Comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Head of the Steering Committee of the National Target Program on New Rural Construction of the province chaired an inspection of the new rural construction situation in Son Thanh commune, Yen Thanh district and chaired a working session at the Office of the People's Committee of Son Thanh commune. Attending the working session were comrades representing the leaders of the Departments of Agriculture and Rural Development, Planning and Investment, Transport, Culture - Sports and Tourism; representatives of the leaders of the Provincial People's Committee Office; leaders of the District Party Committee, People's Committee of Yen Thanh district and related departments and offices of the district; leaders of the Party Committee, People's Council, People's Committee of Son Thanh commune; leaders of the Office of the National Target Program on New Rural Construction of the province; representatives of Nghe An Newspaper, Provincial Radio and Television Station, VTC Digital Television Station.

After listening to the People's Committee of Son Thanh commune and Yen Thanh district report on the implementation of the National Target Program on new rural construction in the commune and district, and the opinions of the delegates attending the meeting, comrade Ho Duc Phoc concluded as follows:

1. In the past time, the Party Committee, government and people of Son Thanh commune have promoted the implementation of the New Rural Development Program. As a result, Son Thanh has become the first commune in the province to achieve the title of New Rural Development. On behalf of the Provincial Party Committee and the Provincial People's Committee, the Provincial Party Secretary - Chairman of the Provincial People's Committee warmly praised the efforts of the Party Committee, government and people of Son Thanh commune in implementing the New Rural Development Program in the commune.

Despite many difficulties, the Party Committee, People's Council and People's Committee of Son Thanh commune, with solidarity, unity and strong leadership, have achieved consensus from the people, mobilized local resources combined with the support of the State to build infrastructure to serve production and people's lives, creating a spacious and modern rural appearance.

2. On some key contents that need to be focused on in the coming time

2.1. Continue to promote propaganda and mobilization for new rural construction; build and replicate economic models, develop production, increase income for people; pay attention to developing craft villages, developing crops and livestock suitable for the locality; launch the green, clean, beautiful movement associated with security, socio-economy and beautifying villages, places to eat, live, and work, the movement to eliminate mixed gardens, the movement to build village regulations so that people and officials at all levels clearly understand the construction of new rural areas, in order to maintain and raise the floor level of the achieved criteria to a higher level and better quality. Continue to promote and enhance democracy, publicity, and transparency in mobilizing resources for new rural construction.

2.2. Review the approved new rural planning of the commune, if appropriate, to add contents such as developing commercial centers, services, telecommunications, banks... to effectively promote the local resources of the people. Have appropriate policies and solutions to support the development of local businesses.

2.3. Focus on developing cultural and educational facilities, promoting mass physical education and sports activities from commune to village, contributing to eliminating social evils and backward customs, building synchronous cultural and sports institutions, associated with preserving and promoting national cultural identity.

3. Regarding recommendations and proposals of Son Thanh commune

3.1. Agree on the investment policy to build a road from Khe Cat bridge to hamlets 14 and 15 in Son Thanh commune (cement concrete road, 2km long, 4m wide). Assign the Department of Transport and the Department of Planning and Investment to guide the People's Committee of Son Thanh commune to carry out the procedures in accordance with regulations.

3.2. In order for the commune to complete the traffic criteria at a high level, agree to support Son Thanh commune with cement to build 8km of grade A rural traffic road according to the policy stipulated in Decision No. 3263/QD-UBND dated August 28, 2012 of the Provincial People's Committee. Assign the Department of Finance to promptly complete the procedures for the commune to receive cement and implement.

3.3. Regarding the expansion of Highway 534 through Son Thanh town about 2 km: Agree on the policy, assign the Department of Transport, the Department of Planning and Investment and the People's Committee of Yen Thanh district to consider and propose. The People's Committee of Son Thanh commune shall carry out the procedures in accordance with regulations, the commune shall clearly define the proposed road expansion by how many meters. If the district and commune mobilize people to clear the land and take responsibility for the land clearance, the province will invest in 2013.

3.4. Regarding the debt repayment for the Kindergarten project of the commune which was completed and put into use since April 2013 (still lacking 2.6 billion VND): Assign the Department of Finance to advise and submit to the Provincial People's Committee for consideration and decision.

3.5. Regarding the construction of 4 functional rooms for Le Doan Nha Secondary School and upgrading the facilities of the Commune Health Station: Assign the People's Committee of Yen Thanh District to resolve according to the decentralized authority to implement the National Target Programs on education and health. In case of budget difficulties, submit to the Provincial People's Committee for consideration and decision.
