(Baonghean.vn) - Considering the proposals of the Legal Affairs Committee of the Provincial People's Council in Report No. 90/BC-HĐND and Official Letter No. 270/HĐND-PC dated November 18, 2014, on the results of monitoring the recruitment and use of civil servants and public employees in the province and strengthening the direction of recruitment and use of civil servants and public employees; and the Ethnic Affairs Committee of the Provincial People's Council in Report No. 87/BC-HĐND dated November 6, 2014, on the results of monitoring the implementation of recruitment and use of cadres, civil servants, and public employees from ethnic minorities in Nghe An province, the Chairman of the Provincial People's Committee assigns:

1. Department of Internal Affairs:

- Review and advise the Provincial People's Committee to issue a consolidated document of Decision No. 57/2012/QD-UBND dated July 10, 2012, promulgating the Regulations on assignment and decentralization of management of organizational structure and cadres, civil servants, and public employees, and amending, supplementing, and correcting documents to facilitate the process of searching and applying; research and advise competent authorities to supplement and amend...Revise policies to attract investment in certain sectors, fields, and disadvantaged areas, including ethnic minorities...

- Chair and coordinate with relevant departments, agencies, and units to research and propose solutions to definitively resolve the issue of recruiting civil servants and public employees from those who were previously employed under long-term contracts; and measures to address self-funded contracts in public service units.

- Coordinate with the Department of Health to research and propose to the competent authority for consideration and allocation of staffing quotas for healthcare institutions in accordance with the number of hospital beds.

- Preside over and coordinate with relevant departments and units to advise on the promotion of civil servants in accordance with Government Decree No. 29/2012/ND-CP dated April 12, 2012, on the recruitment, use, and management of civil servants, after receiving guidance from central ministries and agencies.

- Review regulations on the assignment and delegation of management responsibilities for universities, colleges, and vocational schools in the province to advise on appropriate amendments and additions.

- Review and revise the job positions of commune-level civil servants to find reasonable adjustments (according to the report of the Ethnic Affairs Committee of the Provincial People's Council, there are currently surplus positions and positions that are needed but not allocated, such as: each commune is allocated 3 accountants, which is inappropriate, while the agriculture-forestry sector and the commune Party Committee Office are not allocated any).

- Strengthen inspection and supervision of the recruitment and employment of civil servants, public employees, and workers in the province; advise competent authorities to strictly handle cases of violations.

- Seriously implement the recommendations of the Legal Affairs Committee of the Provincial People's Council regarding the issues under the responsibility of the department as stated in the aforementioned report.

2. Department of Education and Training:

- Coordinate with the Department of Internal Affairs to advise on allocating staffing quotas to educational institutions in accordance with their specific tasks for each academic year; inspect and evaluate the implementation of teacher rotation and transfer policies at the district level to develop appropriate solutions for the future.

- Review, reorganize, and arrange the structure to ensure the proportion of ethnic minority people (including the school board, teachers, and support staff) in ethnic boarding schools (according to the report of the Ethnic Affairs Committee of the Provincial People's Council, the current proportion of ethnic minority people working in ethnic boarding schools is very low).

- Strictly implement the recommendations of the Legal Affairs Committee regarding the contents under the responsibility of the department as stated in the aforementioned report.

3. Department of Planning and Investment:

The presiding body, in coordination with relevant departments, agencies, and units, shall advise on regulations clearly defining the conditions and procedures for considering and deciding on the allocation of training quotas in accordance with scientific forecasts of the society's human resource needs.

4. Provincial departments, boards, and agencies; People's Committees of districts, cities, and towns; and public service units under the province:

- Strictly implement regulations on the assignment and delegation of management responsibilities for officials, civil servants, and public employees; conduct recruitment of public employees and labor contracts in accordance with the law; coordinate with the Department of Interior Affairs to ensure timely recruitment of permanent staff.

- Effectively utilize existing civil servants and public employees. Strengthen training and professional development for civil servants and public employees to improve their professional qualifications, political understanding, state management skills, and operational skills. Implement job rotation for positions that require rotation, ensuring suitability, feasibility, and effectiveness. Conduct performance evaluations and rankings of civil servants and public employees in a substantive manner, linked to the quality and efficiency of their work.

- Strictly implement Directive No. 30/CT-UBND and other guiding documents of the Provincial People's Committee on labor contracts in agencies and units; review and rectify the situation of labor contracts that violate regulations in administrative agencies and public service units; the People's Committees of districts, cities, and towns shall develop and implement a plan to address surplus teachers in affiliated educational institutions in accordance with the characteristics and situation of the locality and report to the Provincial People's Committee on matters exceeding their authority; develop regulations on the transfer and rotation of civil servants in affiliated public service units to ensure compliance with State regulations and the practical management and use of civil servants.

- Arrange the organizational structure and assign tasks to commune, ward, and town officials rationally based on quantity, quality, and capacity to meet the local work requirements.

- Strictly manage and control the payment of salaries, benefits, and policies for labor contracts to ensure compliance with legal regulations.

- Strengthen inspection and supervision of the recruitment and employment of civil servants, public employees, and workers under management responsibility; handle or advise competent authorities to strictly handle cases of violations.

5. People's Committees of mountainous districts:

- Strictly implement the recruitment and employment of ethnic minority cadres and civil servants, paying particular attention to the ethnic minority representation in recruitment to increase the proportion of ethnic minorities working in agencies and units.

- Implement the recruitment policy effectively to attract more university and college graduates to work in mountainous districts.

- Require units to perform their assigned tasks well and report the results to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and the agencies conducting the supervision.
