Conclusion on monitoring the recruitment and use of civil servants and public employees
(Baonghean.vn) - Considering the proposal of the Legal Committee of the Provincial People's Council in Report No. 90/BC-HĐND, Official Dispatch No. 270/HĐND-PC dated November 18, 2014 on the results of monitoring the recruitment and use of civil servants and public employees in the province and strengthening the direction of the recruitment and use of civil servants and public employees; the Ethnic Committee of the Provincial People's Council in Report No. 87/BC-HĐND dated November 6, 2014 on the results of monitoring the implementation of the recruitment and use of cadres, civil servants and public employees who are ethnic minorities in Nghe An province, the Chairman of the Provincial People's Committee assigned:
1. Department of Home Affairs:
- Review and advise the Provincial People's Committee to issue a document consolidating Decision No. 57/2012/QD-UBND dated July 10, 2012 promulgating the Regulation on assignment and decentralization of management of organizational apparatus and cadres, civil servants and public employees and documents amending, supplementing and correcting to facilitate the process of searching and applying; research and advise competent authorities to supplement and sAmending attraction policies for some industries, fields, difficult areas, and ethnic minorities...
- Preside over and coordinate with relevant departments, branches, sectors and units to research and advise on solutions to completely resolve the recruitment of civil servants and public employees for those who have been previously recruited under contracts for many years; solutions for self-financing contracts in public service units.
- Coordinate with the Department of Health to research and propose competent authorities to consider and arrange staffing quotas for medical service units in accordance with the scale of hospital beds.
- Preside and coordinate with relevant sectors and units to advise on the promotion of civil servants according to Decree No. 29/2012/ND-CP dated April 12, 2012 of the Government on recruitment, use and management of civil servants after receiving instructions from central ministries and sectors.
- Review regulations on assignment and decentralization of management of universities, colleges and vocational secondary schools in the province to advise on appropriate amendments and supplements.
- Check and review to have a reasonable adjustment plan for the job positions of commune-level civil servants (according to the Report of the Provincial People's Council's Ethnic Minority Committee, there are currently redundant positions, and necessary positions are not arranged, such as: each commune is arranged with 3 accountants, which is not appropriate, while the agriculture - forestry sector and the Commune Party Committee Office are not arranged).
- Strengthen inspection and examination of recruitment and use of civil servants, public employees and workers in the province; advise competent authorities to strictly handle violations.
- Seriously implement the recommendations of the Provincial People's Council's Legal Committee regarding the contents under the responsibility of the Department in the above Report.
2. Department of Education and Training:
- Coordinate with the Department of Home Affairs to advise on the assignment of staffing quotas to educational institutions in accordance with the specific tasks performed during the school year; inspect and evaluate the implementation of the district-level teacher rotation and transfer policy to find appropriate solutions in the coming time.
- Review, arrange and structure to ensure the proportion of ethnic minorities (including the board of directors, teachers and service staff) in ethnic boarding schools (according to the Report of the Ethnic Committee of the Provincial People's Council, currently the proportion of ethnic minorities working in ethnic boarding schools is very low).
- Seriously implement the recommendations of the Legal Department regarding the contents under the responsibility of the Department in the above Report.
3. Department of Planning and Investment:
Preside over and coordinate with relevant departments, branches, sectors and units to advise on clearly defining conditions and procedures for reviewing and deciding on training quotas in accordance with scientific forecasts of human resource needs of society.
4. Provincial departments, branches and sectors; People's Committees of districts, cities and towns and public service units of the province:
- Strictly implement regulations on assignment and decentralization of management of cadres, civil servants and public employees; carry out recruitment of civil servants and labor contracts in accordance with the provisions of law; coordinate with the Department of Home Affairs to carry out recruitment of staff to ensure timeliness.
- Effectively use existing civil servants and public employees. Strengthen training and fostering of civil servants and public employees to improve their professional qualifications, political level, state management, and technical skills. Carry out job position transfers for positions that must be transferred according to regulations to ensure suitability, feasibility, and effectiveness. Carry out the assessment and classification of civil servants and public employees in a substantive manner, linked to work quality and efficiency.
- Strictly implement Directive No. 30/CT-UBND and guiding documents of the Provincial People's Committee on labor contracts in agencies and units; review and rectify the status of illegal labor contracts in administrative agencies and public service units; People's Committees of districts, cities and towns develop and implement projects to resolve surplus teachers in affiliated educational institutions in accordance with the characteristics and situation of the locality and report to the Provincial People's Committee on contents beyond their authority; develop regulations on the transfer and rotation of civil servants in affiliated public service units to ensure compliance with State regulations and practical management and use of civil servants.
- Arrange the structure and assign tasks to civil servants of communes, wards and towns reasonably based on quantity, quality and capacity to meet local work requirements.
- Strictly manage and control salary payments, policies and regulations for labor contracts to ensure compliance with legal regulations.
- Strengthen inspection and examination of recruitment and use of civil servants, public employees and workers under management responsibility; handle or advise competent authorities to strictly handle violations.
5. People's Committees of mountainous districts:
- Seriously implement the recruitment and use of ethnic minority cadres and civil servants and pay special attention to the ethnic minority structure when recruiting to increase the proportion of ethnic minorities working in agencies and units.
- Implement well the recruitment policy to receive more university and college graduates to work in mountainous districts.
- Require units to perform well assigned tasks, report results to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Committee and the agencies conducting the supervision.
