Through propaganda and mobilization work to raise people's vigilance and actively participate in crime prevention and social evils, officers and soldiers in the department regularly approach families with difficult and unfortunate circumstances in life.

Imbued with Uncle Ho's teachings: "Respect and be polite to the people", with the heart of loving others as if loving yourself, serving the people, every officer of PV28 Department, whenever going to the working areas, cares and visits the unfortunate lives to find ways to help. Through the "three together with the people" working period in Quynh Thanh commune (Quynh Luu) - a Catholic commune with over 13,000 people, it is known that there are many Catholic households in especially difficult circumstances.

During the recent Lunar New Year of Quy Ty, each officer and soldier in the department voluntarily spent a day's salary to buy gifts for 10 households in especially difficult circumstances, each gift worth 300,000 VND. Among them was Mr. Nguyen Trung Thang's family, whose 30-year-old son suffers from mental illness and has been poor for many years; or Mr. Tran Long, who is blind, often sick, and has to raise a 22-year-old daughter with congenital mental illness; Mr. Tran An, who is paralyzed on one side and has 8 children without jobs... When receiving the gifts, everyone was moved to tears, thanking the PV28 brothers for their kindness.

Also during the recent Tet holiday, thanks to the working relationship with Vinh Thuc Company Limited located in Nam Dinh province, the leaders of PV28 Department discussed and asked the company to help two children, Dang Thi Phuong Tham (born in 2002) and Dang Thi Phuong Thao (born in 2004), who are orphans of both parents and are living with their uncle. After giving Tet gifts and witnessing the family situation of the two children, the Director of Vinh Thuc Company decided to support the tuition fees for the two children until they finish university. In addition, the unit and the company also visited and gave gifts to the family of Ms. Lang Thi Hien - Thai ethnic group, residing in Hamlet 7, Hoa Son commune (Anh Son), whose husband died of a serious illness, and who is raising 6 children, 3 of whom are disabled from birth and cannot walk on their own.

Knowing the charitable work of the officers and soldiers of PV28 Department, many benefactors have the wish to have the department introduce them so that they can directly help families in special difficulty.
