Overcoming the 'gap' in grassroots staff resources

Based on the fact that the Dien Thai Commune Party Committee still has many difficulties in leadership and direction, especially in implementing the National Target Program on New Rural Construction, in 2014, Dien Chau District Party Committee appointed comrade Ngo Sy Thanh - Deputy Head of the District Party Committee's Organization Board to be the Party Secretary of Dien Thai Commune. Having a firm grasp of the grassroots situation, the new Party Secretary of the commune, Ngo Sy Thanh, proactively discussed and agreed in the Standing Committee of the Commune Party Committee to focus on leading local movements.
That is, the spirit of self-criticism and criticism in the Party Committee is promoted, the principle of democratic centralism is well implemented, the Party Committee is more united and the leadership capacity of the Party Committee is significantly improved, especially the quality and capacity of the local cadres are improved, promptly solving new problems arising in the locality. The stagnation is gradually resolved, most clearly shown in the construction of new rural areas, Dien Thai is one of the top localities recognized as a new rural commune of Dien Chau district in 2015.

In Dien Ky commune, facing the reality that the core cadres of the commune have limited capacity and have made mistakes in the land sector, cadres, party members and people do not agree with the working style of some key leaders of the commune... However, those shortcomings and inadequacies were gradually overcome after comrade Nguyen Trong Huyen - District Party Committee member - Deputy Head of the District Party Committee's Organization Board was transferred to work as Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dien Ky commune. Thanks to this transfer, the work of party building and government building in Dien Ky has become increasingly systematic, and newly transferred cadres have gained high trust from the people. The quality of activities and management of the Party Committee and government apparatus has been improved and has many positive changes.
To do a good job of cadre rotation, the District Party Committee's Organization Board actively advised the District Party Committee's Standing Board to develop a cadre rotation plan based on the actual requirements of the district's cadre work, of communes and towns, to select cadres for rotation as well as select the unit for cadre rotation; estimate the rotation time and especially the direction of arrangement after completing the task well so that the rotated cadres can confidently accept their tasks. Along with that, Dien Chau district has attached importance to training and fostering work associated with planning and using cadres, gradually improving the professionalism of cadres and civil servants.

Dien Chau's new approach is that for comrades who were transferred after the District Party Congress for the 2015-2020 term, the Standing Committee of the District Party Committee listened to the action plan before the cadres were transferred. As for comrades who were transferred after a year, the Standing Committee of the District Party Committee worked with the Party Executive Committee of the commune where the cadres were transferred to evaluate the results of leadership and direction at the grassroots level.
From there, draw out the results achieved as well as contribute to the shortcomings and limitations to supplement the tasks in the action program of the rotated cadres. According to comrade Hoang Xuan Luyen - Head of the Organization Board of Dien Chau District Party Committee, "This method has overcome the situation where the rotation of cadres is still done according to the form, assigned targets, when having to rotate cadres, they push each other, rotate because they are forced to go. Through annual assessment to grasp the current situation of cadre rotation and have an accurate analysis and assessment of the results and limitations, draw lessons in organizing and implementing the work of rotating cadres of the district".
In fact, the rotation of cadres in Dien Chau district in recent times has timely supplemented the leadership team, overcome the "gap" as well as the "shortage" of cadre resources for the grassroots. Gradually overcome the closed and local situation in some localities and units. During the 2010 - 2015 term, 76 cadres under the management of the District Party Committee Standing Committee were rotated and transferred from the Party and mass organizations to the government and vice versa; from the district's departments, offices and branches to work in the communes and vice versa. Most of the rotated and transferred cadres of Dien Chau district have received new jobs in difficult areas or have urgent and difficult problems that need to be resolved. |

Along with that, it is necessary to clearly define the training roadmap and rotate cadres according to the plan; conduct comments, assessments, and motivate rotated cadres and consider and arrange new tasks for cadres after the rotation is completed; clearly determine the rotation time for each subject in a reasonable and scientific manner."
