Overcoming the situation of late payment for beneficiaries of social security policies

(Baonghean.vn)- Voters reflect: The allocation of funding to implement the social protection regime according to Decree No. 136/2013/ND-CP is often very slow, causing dissatisfaction among the people. We request that the relevant agencies soon have solutions to overcome the above situation.

Regarding this issue, the competent authority responded as follows:

- On implementing social protection policies according to Decree No. 136/2013/ND-CP dated January 21, 2013 of the Government:

On January 21, 2013, the Government issued Decree No. 136/2013/ND-CP regulating social assistance policies for social protection beneficiaries, effective from January 1, 2014, replacing a number of previous decrees.

However, due to difficulties in the central budget, only a part of the regime under Decree 136/2013/ND-CP was partially increased in 2015, the remaining contents were implemented in 2016.

-About payment mechanism:

Due to the budget for the period of budget stabilization from 2011 to 2016, the Central Budget allocates budget for localities to carry out expenditure tasks, including social protection policies according to Decree No. 136/2013/ND-CP at the level arranged since 2011.

For the difference between the implementation needs and the budget allocated at the beginning of the year, the central budget will support the province after the province has a report on actual expenditures (In 2016, the estimated implementation needs are 635,266 million VND; the central budget allocated in the estimate at the beginning of the year: 361,398 million VND).

On the other hand, since Decree No. 136/2013/ND-CP was only partially implemented in 2015, the review of policy beneficiaries had to be re-evaluated from the hamlet to the province. The lengthy process of reviewing and re-approving beneficiaries and their levels has affected the work of synthesizing funding needs to report to the Ministry of Finance and the Ministry of Labor, War Invalids and Social Affairs for appraisal and support of funding sources for payment to the beneficiaries.

To overcome the situation of late payment for beneficiaries of policies in Decree No. 136/2013/ND-CP, in 2015, the Department of Finance advised the Provincial People's Committee to support the Department of Labor - Invalids and Social Affairs to build software to manage social protection beneficiaries in Nghe An province.

To strengthen the management of beneficiaries, build estimates, and report to the Ministry of Finance and the Ministry of Labor, War Invalids and Social Affairs accurately and promptly on the funding needs for implementation. At the same time, advise the Provincial leaders to work directly with relevant Ministries to promptly supplement funding sources to pay for beneficiaries.
