Opening of the first Provincial Party Congress in the Central Highlands region

The 16th Kon Tum Provincial Party Congress had 346 official delegates, representing more than 29,000 party members in the entire Party Committee. Politburo member, Party Central Committee Secretary, Head of the Central Economic Commission Nguyen Van Binh attended and delivered a speech.

Speaking at the opening of the Congress, Secretary of Kon Tum Provincial Party Committee Duong Van Trang said that in the past term, despite many difficulties and challenges, with the close leadership and direction of the Central Government, the outstanding efforts of the Party Committee, the government and the people of all ethnic groups, the province has achieved important results: The economy continued to maintain a good growth rate; culture and society made many advances; the material and spiritual life of the people continued to improve; politics were stable, national defense and security were maintained; the leadership capacity and fighting strength of the Party Committee continued to be enhanced.

According to the Political Report presented by Chairman of Kon Tum Provincial People's Committee Nguyen Van Hoa, the Congress set a target of striving for an average GRDP growth rate of 10%/year or more in the new term (2020-2025). By 2025, the proportion of agriculture, forestry and fishery will reach 19-20%, industry and construction 32-33%, and trade and services 42-43%. Total social development investment capital for the entire period of 2021-2025 will reach 118,000 billion VND. GRDP per capita will reach 70 million VND or more. State budget revenue will increase by an average of 8.2%/year and reach over 5,000 billion VND by 2025.

Speaking at the Congress, on behalf of the Politburo and the Secretariat, Comrade Nguyen Van Binh praised the achievements that the Party Committee, government and people of all ethnic groups in Kon Tum province have achieved in the past term. However, he said that, in addition to the achievements, the province also needs to seriously and frankly recognize that Kon Tum is still a poor province compared to other provinces in the Central Highlands region and the whole country. The economic scale is still small, economic growth is not stable. Forest management and protection work is sometimes and in some places not good. The quality of human resources is still limited. Rural security still has potential complications, and crime prevention and control work is limited.

These are important issues that need to be seriously reviewed, evaluated, and clarified by the Congress, especially subjective causes, on that basis, specific and practical solutions are determined to promptly and effectively overcome them in the coming term.

According to comrade Nguyen Van Binh, Kon Tum is a province at the crossroads of Indochina, with the Ho Chi Minh Trail and many national highways passing through it, and has an important position in terms of national defense and security. Kon Tum has the Bo Y International Border Gate Economic Zone, the Mang Den National Eco-tourism Area, and has great potential in terms of land, forest, medicinal resources, and clean energy. The ethnic people in the province have diverse cultural identities, traditions of solidarity, patriotism, wholeheartedly following the Party, hard work, overcoming difficulties, etc. These are extremely favorable conditions for the province to exploit, promote, and accelerate socio-economic development more quickly and comprehensively in the coming time.

Highly in agreement with the goals, targets, tasks and solutions for the next 5 years identified in the documents submitted to the Congress, comrade Nguyen Van Binh emphasized: “The tasks of the Party Committee and the people of all ethnic groups in Kon Tum province in the next 5 years are extremely heavy. The Party Central Committee believes that with the spirit of revolutionary offensive, with a new Party Committee trusted and selected by the Congress, it will be a united, enthusiastic, dynamic collective, daring to think, daring to do, daring to take responsibility, daring to make breakthroughs for the common good. At the same time, with the attention, support and assistance of the Central Committee, the coordination and support of the Central Committee, ministries, branches and other provinces, the solidarity and unity of all levels and branches... The Party Committee and people of Kon Tum province will successfully implement the goals and tasks set out in the Resolution of the 16th Provincial Party Congress for the 2020-2025 term, building Kon Tum province to develop rapidly and sustainably”.

Comrade Nguyen Van Binh suggested that each delegate attending the Congress uphold his/her sense of responsibility to the Party and the People, consider and select comrades with high prestige in the Party Committee, with solid political qualities, pure ethics, healthy lifestyle, practical capacity, democratic working style, high sense of organization and discipline, words go hand in hand with actions, and are trusted by the people to be elected to the new Provincial Party Executive Committee, ensuring quality, standards and a reasonable structure to meet the requirements and tasks of comprehensive leadership. At the same time, consider and select comrades with moral qualities, capacity and prestige to be elected to the Provincial Delegation to attend.13th National Party Congress.

The 16th Kon Tum Provincial Party Congress will take place until September 25.
