Opening of the 10th Conference of the Party Central Committee
Implementing the entire program, on the morning of January 5, the 11th Party Central Committee's 10th Conference solemnly opened in the capital Hanoi.
At the conference chaired by General Secretary Nguyen Phu Trong, the Central Executive Committee discussed and approved draft documents to be submitted to the 12th National Party Congress, sent to Party congresses at all levels for comments; gave opinions on a number of reports and projects for the Politburo to receive, direct completion and lead the implementation; conducted a vote of confidence for Politburo and Secretariat members; introduced additional strategic-level cadre planning; elected additional members of the Central Inspection Commission; resolved party disciplinary complaints and a number of other important issues.

Speaking at the opening of the Conference, on behalf of the Politburo and the Secretariat, General Secretary Nguyen Phu Trong suggested and raised a number of issues for the Central Committee to focus on studying and discussing.
Continue comprehensive and synchronous innovation
Regarding the draft documents submitted to the 12th Party Congress, the General Secretary emphasized: The Political Report is the central document of the Congress. The Central Committee needs to carefully study, discuss, and comment on the entire draft Report; focus on specific proposals and recommendations stated in the Submission such as the theme and guiding principles of the 12th Congress; the structure and content of the draft Report; pay special attention to major issues, important contents regarding viewpoints, guiding thoughts, policies, innovative measures of strategic significance, breakthroughs, and issues on which there are still different opinions.
For each issue, it is necessary to deeply analyze and closely evaluate the implementation of the Resolution of the 11th Congress and the Central Resolutions; clearly indicate which Party guidelines and policies have been thoroughly grasped, concretized, institutionalized and well implemented, achieving practical results; which guidelines and policies are slow or have not yet entered life, have not yet brought into effect, clearly indicate the causes, thereby affirming the need to inherit, supplement and develop which goals, viewpoints, guidelines, policies and directions and tasks to continue comprehensive and synchronous innovation, in order to build, protect and develop the country faster and more sustainably in the coming time.
Goals and tasks must be realistic.
The General Secretary pointed out that the Socio-Economic Report is a very important thematic report, delving into the fundamental areas and central tasks of the renovation process. Based on the country's reality since the beginning of the term and the five-year plan and the 10-year Strategy for socio-economic development, the Central Committee focused on discussing and objectively and scientifically assessing the situation and results of the implementation of the socio-economic development goals and tasks for the 2011-2015 five-year period set out at the 11th Congress and adjusted right from the beginning of the term; paying attention to analyzing and evaluating the correctness and timeliness of the setting out and leading and directing the implementation of a number of policies and solutions on socio-economic development when shifting to prioritizing inflation control, stabilizing the macro-economy, ensuring social security, and reasonable growth; focusing on the concretization, institutionalization and implementation of the Party's resolutions.
The General Secretary emphasized that, on the basis of correctly assessing the current socio-economic situation, taking into account new opportunities and advantages and anticipating difficulties and challenges to be overcome, the Socio-Economic Report needs to determine the direction, goals, tasks and solutions for socio-economic development in the 2016-2020 period so that they are correct and close to the actual situation of the country and the international and regional context. Pay attention to specific goals, tasks, new breakthrough mechanisms, policies and measures that are highly feasible and contribute practically to solving emerging socio-economic issues, especially those that directly affect the rapid and sustainable development of the country; improve and enhance the material and spiritual life of the people.
Regarding the Summary Report on the implementation of the Party Charter, the General Secretary suggested that the Central Committee should discuss and give opinions on the results achieved; limitations and difficulties in implementing the Party Charter; proposals to supplement and amend the Party Charter by Party committees and organizations at all levels and the Politburo's recommendations on supplementing and amending the Party Charter of the 11th tenure...
Comment on some important reports and projects
General Secretary Nguyen Phu Trong requested the Central Committee to spend time studying and giving opinions so that the Politburo can absorb and continue to direct the completion of the Summary Report on 30 years of renovation (1986-2016), as research documents, serving the preparation and implementation of Party congresses at all levels and the 12th National Congress of the Party; studying the Review Report of the Politburo and the Secretariat, giving comments and assessments on the advantages, shortcomings and limitations of the Politburo and the Secretariat in leadership and direction in 2014 and pointing out key tasks that need to be led and directed in 2015.
Regarding the Project on streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees, the General Secretary requested the Central Committee to give specific opinions on the contents and issues mentioned in the Project and the Submission; pay attention to new proposals on viewpoints, mechanisms, policies and breakthrough measures on the organization of the apparatus and cadres of the entire political system from the central to the grassroots level. Streamlining the payroll needs to be carried out synchronously with administrative reform, reform of the civil service regime, civil servants and public employees in state agencies and public service units; promote reform of public service units towards enhancing socialization and autonomy, self-responsibility; seriously institutionalize and properly implement legal provisions on the organization of the state apparatus from the central to the grassroots level and the system of public service units nationwide...
The General Secretary suggested that it is necessary to focus on discussing and clarifying, creating high consensus on the necessity of developing, promulgating and implementing the Press Development and Management Plan until 2025; correctly assessing the results and achievements that have been achieved and the remaining limitations and weaknesses, the outstanding issues that need to be further innovated and overcome in the organization, operation, development and management of the current press system; at the same time, closely forecasting the upcoming trends, thereby correctly determining the viewpoints, goals, planning orientations and tasks and solutions to ensure the successful implementation of the Plan.
Building an increasingly strong team of senior Party and State officials
The General Secretary stated that the vote of confidence for leading members in Party, State, Fatherland Front and socio-political organizations is a new and correct policy proposed by the 11th Central Committee's Resolution 4 on Party building, which has received the attention, agreement and support of many cadres, party members and people. At this Conference, the Politburo organized the vote of confidence of the Central Executive Committee for members of the Politburo and Secretariat to probe their confidence, thereby helping them to review themselves, to adjust, self-cultivate, practice, and constantly improve their qualifications in all aspects and sense of responsibility in their work; at the same time, helping the Politburo have more information to evaluate, arrange and use cadres, contributing to building an increasingly strong contingent of senior cadres of the Party and State, meeting the requirements of building and defending the Fatherland in the new situation.
At this Conference, the Central Committee will also give opinions on continuing to develop a Strategic-Level Personnel Plan, introducing additional sources for the Politburo and Secretariat planning...
The General Secretary emphasized that 2015 is the final year of the 11th Party Congress - a year of decisive significance for the entire Party, people and army to strive to fulfill the goals and tasks set by the 11th Congress. The content of the Central Conference's agenda is very important for leading and directing the successful completion of the tasks of 2015 as well as the entire term and successfully organizing Party Congresses at all levels, leading up to the 12th National Party Congress.
General Secretary Nguyen Phu Trong asked the Party Central Committee members and officials attending the Conference to promote their intelligence and sense of responsibility to the Party, the people and the country, focus on research, discuss thoroughly, and give opinions to continue perfecting the draft reports and projects and consider and decide on other important issues in the meeting's agenda.
