General Secretary Nguyen Phu Trong raised five suggestive groups of issues that the Conference will consider, discuss and decide.

On the morning of September 30, in Hanoi, the 8th Conference of the 11th Party Central Committee solemnly opened. General Secretary Nguyen Phu Trong delivered an important speech to open the Conference.

At this 8th Conference, the Central Executive Committee discussed and gave opinions on the socio-economic situation in 2013, the socio-economic development plan for 2014; 3 years of implementing the Resolution of the 11th Congress on socio-economic development; fundamental and comprehensive reform of education and training; Draft amendments to the 1992 Constitution; summarizing 10 years of implementing the Resolution of the 8th Central Committee (9th tenure) on the Strategy for National Defense and a number of other important issues related to Party building work.

Speaking at the opening of the Conference, General Secretary Nguyen Phu Trong stated: The 8th Central Conference takes place in the middle of the 11th term with many important contents, having far-reaching influence, and receiving attention from the entire Party, people and army.

The General Secretary raised five groups of suggestive issues about the contents that the Conference will consider, discuss and decide.

Regarding the socio-economic development situation, General Secretary Nguyen Phu Trong requested the Central Committee members and the conference participants to consider the report of the Government Party Committee on the socio-economic situation in 2013 and the planned socio-economic development plan for 2014; Report on the implementation of the Resolution of the 11th Party Congress on socio-economic development; correctly assess the current socio-economic situation of our country, focusing on the implementation of the 3 strategic breakthroughs associated with the innovation of the growth model and economic restructuring. From there, propose viewpoints, guiding ideas, goals, tasks and main solutions for 2014 and the two years 2014-2015 to achieve the highest results of the Resolution of the 11th Party Congress. To unify the view of the real picture of the socio-economy in 2013, it is necessary to closely follow the Central Committee's Conclusion, the National Assembly's Resolution at the end of 2012 and the reality of the country, ministries, branches and localities where we work, carefully analyze the situation, clearly point out the results achieved in the first 9 months of the year and forecast for the whole year of 2013.

Focus on clarifying issues such as how stable the macro economy is, whether there is still a risk of inflation rising again; how is the liquidity and safety of the commercial banking system; how is the situation of bad debt, cross-ownership between banks, frozen real estate market, "excess money, lack of capital" handled; what are the results of efforts to improve the investment and business environment, and remove difficulties for enterprises?

Regarding the assessment of the 3-year implementation of the Resolution of the 11th Congress on socio-economic development, it is necessary to focus on assessing the necessity, correctness and timeliness of the decision by the highest leadership bodies of the Party and State, immediately after the 11th Congress, to shift the key task from rapid development to prioritizing inflation control, macroeconomic stabilization, maintaining growth at a reasonable level and ensuring social security; the leadership and direction of the implementation of the 3 strategic breakthroughs associated with growth model innovation; what results have been achieved in restructuring the economy, what lessons need to be learned; to what extent have the goals set by the 11th Congress been achieved, what new issues have arisen, and what are the development trends in the remaining half of the term? From there, clearly point out the causes and lessons learned in leadership, direction as well as in management and operation of socio-economic development.

Regarding fundamental and comprehensive innovation in education and training, General Secretary Nguyen Phu Trong clearly stated the requirement is to create high unity and issue a Central Resolution worthy of leading and directing the development of this field, which is always considered a top national policy. The Central Committee needs to discuss and deliberate thoroughly on the necessity of fundamental and comprehensive innovation in education and training; frankly and accurately assess the current situation, causes and lessons learned from the achievements and results as well as the weaknesses and limitations that need to be corrected. In particular, it is necessary to focus on more clearly defining the content of fundamental and comprehensive innovation. Is fundamental innovation the innovation from thinking, viewpoints, guiding ideology to goals, content, methods of education and training, as well as the mechanisms and policies for implementation?

Comprehensive innovation is innovation from the leadership of the Party, the management of the State to the innovation of educational and training institutions and the participation of families, communities and society; innovation at all levels and fields of study, both central and local? What needs to be inherited and promoted; what needs to be supplemented and amended? From there, perfect the viewpoints, goals, tasks and solutions, especially the main, breakthrough solutions, to fundamentally and comprehensively innovate education and training in the spirit of: rectifying and thoroughly overcoming long-standing shortcomings and inadequacies; consolidating the results and achievements that have been achieved; developing and raising the quality of education and training to new heights.

Regarding the draft amendments to the 1992 Constitution, General Secretary Nguyen Phu Trong stated: The Central Committee has repeatedly identified this as a particularly important task for the Party, the State and the entire political system because the Constitution is a fundamental political-legal document regulating the most important social relations, of fundamental nature, expressing the nature of the State and the regime; it is the original law of the State, has the highest legal effect in the legal system, and ensures political-social stability and national sovereignty. Recently, we have highly promoted the spirit of democracy and sense of responsibility, and mobilized the majority of people to participate in contributing ideas to build the Constitution.

The General Secretary requested the Central Committee to continue to spend more time researching, discussing thoroughly, and giving specific comments on each chapter, article, and the entire text of the Draft. Focus on giving opinions on a number of issues that still have different options, creating high consensus so that the Constitutional Amendment Drafting Committee can soon complete the entire text of the Draft. At the same time, give opinions on leadership and direction to submit to the National Assembly for consideration and approval.

Regarding the National Defense Strategy in the new situation, General Secretary Nguyen Phu Trong affirmed that summarizing 10 years of implementing the Resolution of the 8th Central Committee (9th tenure) is an extremely necessary task. At the same time, it is necessary to thoroughly analyze the domestic and international situation, clearly see the profound changes, complex and unpredictable developments and forecast the development trends in the coming time to promptly supplement and develop a number of viewpoints, guiding thoughts and adjust a number of key tasks and solutions in the new situation.

Focus on clarifying the advantages and opportunities that need to be grasped, the difficulties and challenges that must be overcome to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland in all situations; protect the Party, State, people and regime; protect national and ethnic interests; protect political security, social order and safety and the advanced Vietnamese culture imbued with national identity; maintain political stability and a peaceful environment for national development in the direction of socialism.

Regarding the Party building work, General Secretary Nguyen Phu Trong said: At this Conference, the Politburo will submit to the Central Executive Committee for consideration and decision two important contents: promulgating the Party Election Regulations and deciding on the establishment of sub-committees to prepare for the 12th Party Congress. The drafting of the amendments and supplements to the current Party Election Regulations will follow the principle of: maximally inheriting the relevant contents; amending and supplementing issues that have revealed inadequacies in implementation.

The new contents of the Draft Regulations mainly focus on the following issues: Scope of regulation of the Regulations; candidacy, nomination, election of the Politburo, Secretariat, General Secretary, Central Inspection Committee, Chairman of the Central Inspection Committee, election of additional members of the Central Executive Committee, Politburo members, Secretariat members, Central Inspection Committee members; candidacy and nomination procedures...
