The competition has 24 teams from 24 units under the Provincial Youth Union. The teams will go through 3 rounds: Competition on knowledge of public service performance; Competition on skit and presentation.

The contest contributes to educating, propagating, raising awareness and sense of responsibility of young civil servants and public employees in performing political tasks at agencies and units; widely propagating among civil servants about the contents of the Law on Civil Servants and Public Employees, the Law on Public Employees. Through the contest, it aims to gather new ideas and good solutions to contribute to improving the efficiency and effectiveness of state management, gradually correcting public ethics in the performance of duties of young civil servants.
