Opening of the 6th Session of Vinh City People's Council, term XXII

On the afternoon of July 14, the People's Council of Vinh City, term XXII, 2021 - 2026, held the opening session of the 6th session to assess the socio-economic development tasks in the first 6 months of the year, deploy tasks for the last 6 months of 2022 and consider and decide on a number of issues under its authority. Attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; elected Provincial People's Council delegates in Vinh city; leaders of the city and wards and communes in the city.

Evaluate the results achieved

In his opening speech, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee emphasized: In the context of the post-Covid-19 pandemic, many important decisions of the Central and the province have been issued, so the 6th Session of the City People's Council will consider and resolve many important contents, including solutions to restore the socio-economy after the pandemic, solving difficulties, inadequacies and pressing issues.

Therefore, we request that delegates study, discuss, and closely and accurately evaluate the achieved results, shortcomings, and limitations, clarify objective and subjective causes; at the same time, propose specific and effective solutions to best fulfill the socio-economic targets and tasks in 2022, creating a premise for successfully implementing the socio-economic development tasks of the term.

At the meeting, based on reviewing reports on socio-economic implementation; budget plans, public investment; citizen reception, handling of complaints and denunciations, anti-corruption work, thrift practice, and anti-waste in the first 6 months of 2022, the City People's Council clarified many achievements as well as shortcomings, limitations, and difficulties.

Specifically, the economic growth rate in the first 6 months reached 8.4%. Total budget revenue is estimated at 1,274.7 billion VND, reaching 61.4% of the plan assigned by the province, reaching 39.5% of the plan assigned by the city; in which some revenue items such as personal income, fees and charges increased compared to the same period.

The city has put the walking street into operation, creating a tourist highlight, contributing to promoting the development of the night economy. Urban beautification continues to receive attention, in which proactively connecting to work with central ministries and branches to implement a number of key projects such as: Upgrading and synchronously renovating the route from Vinh airport to the Muong Thanh - Phuong Dong hotel roundabout and around Ho Chi Minh Square; expanding the 35m route from National Highway 46 to the Lam River road; at the same time promoting investment procedures for the project "Priority infrastructure and urban development adapting to climate change in Vinh city, Nghe An province"; developing a draft project to expand the administrative boundaries of Vinh city according to Decision No. 827/QD-TTg of the Prime Minister.

The city also focused on drastically implementing solutions and measures in site clearance for key projects and works, along with promptly removing difficulties and obstacles to promote construction investment and public investment disbursement. In 6 months, 68/112 works in the 2022 public investment plan were completed. Disbursement results reached nearly 19%...

The work of receiving citizens and resolving complaints and denunciations is focused with a resolution rate of 96%. Administrative reform continues to be promoted and creates breakthroughs.

Some problems need to be addressed

In addition to the achieved results, the City People's Council also clarified a number of shortcomings and limitations in the process of implementing the city's socio-economic development tasks.

For example, budget revenue has only reached 39.5% of the plan assigned by the City People's Council, down 15.4% compared to the same period. Urban, land and environmental management still has many issues that need further attention and correction.

The progress of investment and construction of some projects in the 2022 public investment plan is still slow. Some work contents are implemented slowly, such as appraisal and payment of COVID-19 epidemic funds; conversion of management models of Vinh market and Quan Lau market; planning for centralized livestock slaughter; implementation of the Food Street Project in Cua Nam ward, settlement of collective housing areas...

The implementation of administrative orders by some officials and civil servants is sometimes not proactive and the quality is not high. The application of information technology is not synchronous; the provision and exploitation of online public services at levels 3 and 4 do not meet the requirements.

Based on the analysis and clarification of existing problems and limitations, the City People's Council also proposed tasks and solutions to focus on directing and overcoming them in the last 6 months of 2022; contributing to the good implementation of socio-economic development targets and tasks in 2022 in conjunction with the implementation of the Resolution of the 24th City Party Congress.
