The report on the implementation of the 2013 socio-economic development plan of Vinh City shows that: The city has 14/20 main targets achieved and exceeded the plan. The economic growth rate is estimated at 7.6%. The industrial production value is estimated at 8,137.5 billion VND, up 7.2% over the same period; During the year, 617 more enterprises and 1,200 individual business households were established. Trade, service and tourism activities continued to be stable and had a good growth rate; The commercial infrastructure network continued to be invested and developed. Budget revenue is estimated at 822 billion VND, up 12.9% over the same period last year. The cultural and social sectors continued to have positive changes. Social policies, vocational training and job creation were focused on. The poverty rate has decreased to 0.91%... Administrative reform continues to be directed more comprehensively and extensively. National defense and security are ensured....

Besides, there are still 6 targets that did not meet the set plan, such as economic growth rate; budget revenue; total social investment capital was low...; urban order management, environmental sanitation, land management, basic construction, site clearance still revealed many limitations...

Speaking at the meeting, in addition to praising the achieved results, Comrade Vo Viet Thanh - Secretary of the City Party Committee frankly pointed out a number of shortcomings that need to be focused on overcoming in the coming time. He requested the City People's Committee to proactively coordinate with provincial departments, branches and sectors to adjust and supplement programs and projects to implement Decision 239 of the Prime Minister in accordance with Resolution 26 of the Politburo. In which, focusing on prioritizing economic development, especially in areas of the city's strengths. Promoting investment attraction for key projects; focusing on drastic site clearance; increasing budget revenue. Focusing on developing garden economy, collective economy; being flexible in building new rural areas, promoting the internal strength of the people. Paying attention to building cultural institutions, building schools. Strengthening national defense, security, ensuring social order and safety; Improve the effectiveness and efficiency of government direction and administration from city to ward and commune levels, promote more practical and effective administrative reforms...

In the afternoon, the City People's Council divided into 3 discussion groups, focusing on assessing the socio-economic situation in 2013, especially clarifying the city's key tasks in 2014 and solutions for directing and organizing implementation. Many opinions contributed unified and synchronous solutions to rectify urban order and environmental sanitation; strengthen the work of ensuring social security, managing cultural services, beggars; the situation of private cars parking arbitrarily, not complying with signs and regulations, so it is necessary to strengthen and have solutions for this work. The issue of mechanisms for communes, striving to achieve new rural criteria in 2014 as planned; building schools to meet the learning needs of children; the drainage system in many routes is clogged, greatly affecting the lives and travel of people; At the same time, it is necessary to be transparent about responsibilities and authorities in handling citizens' complaints and denunciations....
