Opening of the 7th Session (Term XVI) - Provincial People's Council
(Baonghean.vn) -This morning, March 6, in Vinh city, the Provincial People's Council opened the 7th Session of the 16th term.
Attending the meeting were the delegation of the National Assembly's Constitutional Drafting Committee led by comrade Phan Trung Ly - Member of the National Assembly Standing Committee, Chairman of the Law Committee, Member of the Constitutional Drafting Committee, Head of the Editorial Board. On the side of Nghe An province, there were comrades: Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, along with comrades in the Provincial Party Committee Standing Committee, Vice Chairmen of the Provincial People's Committee, and the National Assembly Delegation of the province.

Comrade Tran Hong Chau delivered the opening speech, stating: This is a thematic session to collect opinions from the Provincial People's Council delegates to contribute to the Draft Amendment to the 1992 Constitution. In the past time, the Provincial Steering Committee, all levels, sectors and people of the whole province have deployed to collect opinions and contributed many diverse and rich opinions, focusing on the contents of the articles and clauses of the Draft Amendment to the 1992 Constitution. Collecting people's opinions aims to gather the broad wisdom of the entire population; contributing to making the Constitution fully reflect the will and aspirations of the people.
Delegates attending the meeting
The delegates of the Provincial People's Council listened to comrade Phan Trung Ly present some basic contents of the Draft Amendment to the 1992 Constitution, the purpose and significance of the amendment to the Constitution. Some chapters, articles and sentences were newly added and amended to the 1992 Constitution. Regarding Chapter 1, it affirms the state institutions, continues to affirm that state power belongs to the people, our state is a state of law for the people, of the people, adding to this chapter is to emphasize more clearly direct democracy, continue to amend and supplement some issues in Article 4 such as: The Party is closely attached to the people, must be subject to the supervision of the people, has the sole leadership role of the people, affirms the role of the great solidarity bloc of ethnic groups. The basic rights and obligations of citizens have many new points, adding some human rights, some obligations, moved from chapter 5 to chapter 2. Regarding the organization of the state apparatus, it clarifies the role of the president, the functions and duties of the president. A new chapter is added to specifically regulate the Constitutional Council, the National Election Council, and the State Audit, this is a new chapter that the 1992 constitution did not have.

The representative of the Steering Committee of Nghe An province reported on the implementation of collecting public opinions. After that, the delegates of the Provincial People's Council and the delegates attending the session had many enthusiastic and profound opinions participating in the Draft Amendment to the 1992 Constitution. The opinions focused on a number of sentences and words, clearly affirming the role of the Party. The delegates all agreed with the amended contents but needed to be clearer and closer to the reality and development of the country.
