Solemn opening of the 10th National Congress of the Vietnam Fatherland Front

With the theme "Solidarity - Democracy - Innovation - Creativity - Development", the Congress is tasked with comprehensively assessing the situation and results of implementing the Resolution of the 9th National Congress of the Vietnam Fatherland Front for the 2019-2024 term, and setting out the directions, goals and action programs of the Vietnam Fatherland Front in the new term.

According to the program, on the afternoon of October 17, the Congress will divide into discussion groups and conduct consultations to elect the Central Committee of the Vietnam Fatherland Front, 10th tenure, 2024-2029; the first conference of the Central Committee of the Vietnam Fatherland Front, 10th tenure, 2024-2029.

Previously, on October 16, the 10th National Congress of the Vietnam Fatherland Front, term 2024 - 2029, entered its first working day.

Early in the morning, members of the Presidium of the Central Committee of the Vietnam Fatherland Front, 9th tenure, Heads of delegations and overseas Vietnamese attending the Congress laid wreaths and visited President Ho Chi Minh's Mausoleum; the wreath of the delegation bore the inscription "Forever grateful to the great President Ho Chi Minh".

Next, the Delegation laid wreaths and offered incense to commemorate the heroic martyrs at the Monument to the Heroic Martyrs, Bac Son Street, Hanoi; the Delegation's wreath bore the inscription: "Forever grateful to the Heroes and Martyrs".

Exhibition displaying images of national solidarity

In the early afternoon, the opening ceremony of the exhibition displaying images of the great national unity bloc and the results of the Front's work for the 2019-2024 term took place with the theme "Promoting the tradition and strength of great national unity, building our country to be increasingly prosperous and happy".

The exhibition space is designed with 3 parts: Images of the congresses of the Vietnam Fatherland Front; Chairmen of the Central Committee of the Vietnam Fatherland Front through the periods; Images of the implementation results of the Resolution of the 9th Congress of the Vietnam Fatherland Front, term 2019 - 2024; Some images of the activities of member organizations of the Front.

With 385 photos (including 70 photo panels) on display, the exhibition vividly and clearly depicts the Vietnam Fatherland Front - a place that gathers and promotes the strength of the great national unity bloc, a solid bridge between the people of all walks of life across the country and our overseas Vietnamese with the Party and State.

Through the displayed images, each of us will be more proud, confident and strive to contribute our best to continue building and promoting the strength of the great national unity bloc, all for the goal of "rich people, strong country, democracy, fairness, civilization".

The first working session of the Vietnam Fatherland Front Congress

Next, the Congress entered its first working session.

Attending the first working session of the Congress were Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, 9th tenure; Mr. Mai Van Chinh, member of the Party Central Committee, Head of the Central Committee for Mass Mobilization; Ms. Ha Thi Khiet, former Secretary of the Party Central Committee, former Head of the Central Committee for Mass Mobilization, non-professional Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Ms. Nguyen Thi Doan, former member of the Party Central Committee, former Vice President, non-professional Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Ms. Nguyen Thi Thu Ha, member of the Party Central Committee, Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front, 9th tenure.

Also attending were Party Central Committee members, alternate Party Central Committee members; representatives of Central Committees, Ministries, branches, and organizations; Vice Chairmen, former Vice Chairmen, members of the Presidium, and former members of the Presidium of the Central Committee of the Vietnam Fatherland Front, 9th tenure.

At the working session, the Congress consulted to elect the Presidium and Secretariat of the Congress.

The Congress listened to the Report on the situation of delegates attending the Congress. The total number of official delegates attending the Congress was 1,052 delegates, ensuring compliance with regulations.

Of which, 337 delegates are ex officio members of the Central Committee of the Vietnam Fatherland Front, 9th tenure; 583 delegates are elected by the provincial congresses and member organizations, including: 91 delegates are elected by member organizations at the central level; 492 delegates from localities are elected by the Vietnam Fatherland Front Congresses of provinces and cities.

The appointed delegates include 132 delegates who are expected to participate in the 10th Central Committee of the Vietnam Fatherland Front; 2 leaders of member organizations but are expected to be deputy leaders to participate in the 10th Central Committee of the Vietnam Fatherland Front; representatives of dignitaries and officials of religious organizations that have been recognized by the State and registered for operation but have not yet had delegates attending the Congress.

At the working session, delegates listened to the Draft Report reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term IX, 2019 - 2024.

The report emphasized that during the past term, the Committee, the Presidium and the Standing Committee have closely followed the Party's guidelines, policies and leadership, the State's policies and laws, and issues of concern to the People, emerging issues and practical issues; closely followed the Law, the Charter of the Vietnam Fatherland Front, the Resolution, the Action Program of the 9th National Congress of the Vietnam Fatherland Front and the annual Programs of coordination and unification of action of the Central Committee of the Vietnam Fatherland Front, achieving many positive and outstanding results, including many creative, new, difficult and unprecedented tasks, which have been recognized and highly appreciated by the Party, the State and the People.

The Committee, the Presidium and the Standing Committee are always determined and resolute in directing, operating and organizing implementation. Clearly defining the content, methods of operation and solutions to ensure the role and responsibility in propaganda and mobilization to build the great national unity bloc and improve the effectiveness of the Front's work.

The implementation process always focuses on performing well the role of a bridge between the Party, the State and the People, the core political role in building the great national unity bloc; the role of presiding, democratically consulting, coordinating and unifying actions with member organizations, assigning specific responsibilities, creating high consensus and unity to promote the strengths of each organization in implementing the work of the Front.

The Committee, the Presidium, and the Standing Committee maintain a serious, complete, and innovative conference and meeting regime that is professional and effective.

At conferences and forums of the Front, members of the Committee, the Presidium, and the Standing Committee have demonstrated their mettle, intelligence, responsibility, discussion, and enthusiasm in a constructive spirit.

The members of the Committee, the Presidium, and the Standing Committee are always steadfast and politically steadfast, uphold principles and responsibilities, practice democracy, promote intelligence, respond flexibly, and have timely solutions suitable to the developments of the new situation.

The consultation of members of the Committee, Presidium, and Standing Committee is implemented flexibly, effectively, and promptly in many diverse forms, including active application of information technology in the activities of the Committee, Presidium, and Standing Committee.

Through the amended and supplemented Charter of the Vietnam Fatherland Front

The Congress listened to the Proposal to amend and supplement the Charter of the Vietnam Fatherland Front, 9th tenure. The draft Charter basically retains the structure of the current Charter of the Vietnam Fatherland Front, including Part I, 8 chapters, 37 Articles.

Amend and supplement the First Part and 07 Articles out of a total of 37 Articles, and edit and revise the technical text and some words but do not change the nature of some Articles and Clauses.

Specifically: Amending the regular meeting regime of the Central Committee of the Vietnam Fatherland Front from once a year to twice a year to conform to the information, reporting and orientation regime, and providing timely opinions on the activities of the Vietnam Fatherland Front;

Amend and supplement to clearly demonstrate the authority of the Standing Committee; Presidium, Central Committee of the Vietnam Fatherland Front according to Regulation No. 120-QD/TW dated September 6, 2023 of the Politburo in establishing the Advisory Council at the Central level;

Edit and amend the technical documents in a number of Articles and Clauses regulating the functions and tasks of the Committees and Standing Committees of the Vietnam Fatherland Front at the provincial, district and communal levels to unify and synchronize with the Central level; regulate the form of discipline... to conform to the principles of organization and operation of the Vietnam Fatherland Front to be consistent with the regulations of the Party, the laws of the State and the Law on the Vietnam Fatherland Front.

On that basis, the delegates discussed and contributed comments on the draft Report reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term IX, 2019-2024; and the draft amended and supplemented Charter of the Vietnam Fatherland Front.

At the Congress, delegates voted to approve the amended and supplemented Charter of the Vietnam Fatherland Front.
