Enhancing the core political role of the Vietnam Fatherland Front

The 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term with the motto "Solidarity - Democracy - Innovation - Creativity - Development" will take place from October 16-18 in Hanoi.

The Congress has the task of comprehensively assessing the situation and results of implementing the Resolution of the 9th National Congress of the Vietnam Fatherland Front, term 2019-2024; setting out the directions, goals, tasks and action program of the Vietnam Fatherland Front in the new term.

Those tasks of the Vietnam Fatherland Front contribute to promoting democracy, the strength of national solidarity, and building an increasingly rich, civilized, and happy country.

On this occasion, VNA respectfully introduces the article "Enhancing the core political role of the Vietnam Fatherland Front, promoting democracy and the strength of great national unity, contributing to building an increasingly prosperous, civilized and happy country" by comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Delegation, Chairman of the Central Committee of the Vietnam Fatherland Front, 9th tenure.

"...The 10th National Congress of the Vietnam Fatherland Front, term 2024 - 2029 takes place at a time when our entire Party, people and army are determined to successfully complete the goals and tasks of 2024 and continue to strive to implement the Resolution of the 13th National Party Congress; make achievements towards celebrating the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the successful August Revolution and National Day of the Socialist Republic of Vietnam, the 50th anniversary of the liberation of the South and national reunification, the 135th anniversary of President Ho Chi Minh's birthday, the 95th anniversary of the founding of the Vietnam National United Front - the traditional day of the Vietnam Fatherland Front; towards celebrating the 100th anniversary of the founding of the Party, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.

On the general situation of the country and the work of the Front during the 9th Congress term of the Vietnam Fatherland Front

During the past term, in the context of a volatile, complicated, unpredictable world and region, fierce competition between major powers, the Russia-Ukraine conflict, and the outbreak of the COVID-19 pandemic, causing serious consequences, the Party's correct guidelines and policies, combined with the people's trust and strength, created a combined strength for our country to overcome many difficulties and challenges.

We joined hands and united in successfully controlling the COVID-19 pandemic; resolutely implementing many unprecedented solutions, recovering and developing the economy, and effectively resolving social issues, so that our country has never had the foundation, potential, position, and international prestige it has today.

Along with the leadership achieving many great and comprehensive achievements in all fields, the Party and the entire political system continue to pay special attention to the work of the Front.

The Politburo has decided to elevate the Party Delegation of the Vietnam Fatherland Front from being directly under the Secretariat to being directly under the Politburo. This shows that the role and mission of the Vietnam Fatherland Front has been raised to a new level in the current revolutionary period.

In particular, the Party Central Committee summarized 20 years of implementing Resolution No. 23-NQ/TW of the 9th Party Central Committee, to issue Resolution No. 43-NQ/TW, dated November 24, 2023, "On continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy."

Professor, PhD, late General Secretary Nguyen Phu Trong, an exceptionally outstanding leader, a staunch communist soldier, a shining example of studying and following Ho Chi Minh's moral example, has devoted much effort to researching theory, summarizing practice, and publishing the book "Promoting the tradition of great national solidarity, building our country to be increasingly rich, civilized, and happy," thereby consistently and thoroughly demonstrating the Party's policy on the role of the people, on practicing democracy, relying on the people to build the Party and State; on the tradition and strength of great national solidarity in the cause of building and defending the Fatherland.

Continuing the glorious career of the late General Secretary Nguyen Phu Trong, in the article "Determination to build a strong Party, a rich, democratic, fair and civilized Vietnam," Professor, Doctor, General Secretary, President To Lam continued to affirm: "Especially attaching importance to and constantly strengthening solidarity and unity within the Party, great national solidarity, the close bond between the Party and the people," "Firmly maintaining the stance, viewpoint and practice of "people are the root," "People are the subject and center of the renovation process"; all guidelines and policies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for..."

The above strategic issues are a very important political basis for the Congresses of the Vietnam Fatherland Front at all levels in this term to determine goals, tasks, and feasible breakthrough solutions to promote the tradition and strength of great national unity to a new height, continuing to make a worthy contribution to the success of the cause of building and defending the Fatherland.

On the implementation results of the Resolution of the 9th National Congress of Delegates of the Vietnam Fatherland Front, term 2019-2024

Over the past five years, in the context of many difficulties and challenges compared to forecasts, the Vietnam Fatherland Front system has made efforts to complete the tasks set out in the Resolution of the 9th National Congress of the Vietnam Fatherland Front, term 2019-2024 and the sudden and arising tasks in reality.

The activities of the Vietnam Fatherland Front, socio-political organizations and member organizations always ensure the comprehensive leadership of the Party and increasingly close and effective coordination with state agencies, authorities at all levels and the political system.

The Vietnam Fatherland Front and socio-political organizations have advised the Party to issue many policies and guidelines on great national unity, on the organization and activities of the Vietnam Fatherland Front and its member organizations.

Those results are demonstrated through the effective implementation of five action programs identified by the 9th National Congress of the Vietnam Fatherland Front:

The first,The Vietnam Fatherland Front and its member organizations have made many efforts to innovate the content and methods of operation, protect the legitimate and legal interests of members, union members, association members and the people, contributing to solving many practical problems and complex issues arising in the development process; diversifying forms of operation, closer to the grassroots. Activities of the National Great Unity Day in residential areas are increasingly organized and have achieved many important results...

Monday,With the motto "using people's strength to care for people's lives", in the 2019-2024 term, emulation movements and campaigns were deployed with focus and key points, arousing the spirit of emulation, creative labor and the joint efforts of the whole community, bringing practical results contributing to economic development, solving social problems, building new rural areas, civilized urban areas, and sustainable poverty reduction.

The movement "All people unite to build new rural areas and civilized urban areas" continues to play a core role, increasingly becoming a nationwide, comprehensive, and widespread movement in the community, contributing to changing the face of urban and rural areas, and improving the quality of people's lives.

Responding to the movement "For the poor - No one left behind" launched by the Prime Minister, the Vietnam Fatherland Front system from the central to local levels has worked with all levels and sectors to synchronously deploy solutions to eliminate hunger, reduce poverty, and improve the material and spiritual life of the people.

The organization and implementation of the Project to mobilize the construction of Great Solidarity houses for poor households in Dien Bien province is a typical and outstanding activity in innovating the method of implementing activities to support the poor and social security; demonstrating the role and responsibility of the Vietnam Fatherland Front.

After only 9 months from the launch date, with the cooperation of the Vietnam Fatherland Front system at all levels, the Project has completed 5,000 houses for poor households in Dien Bien province, 500 houses for poor households in Lai Chau, Son La, Lao Cai, Hoa Binh, and Yen Bai provinces.

Following that result, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, coordinated with the Presidium of the Central Committee of the Vietnam Fatherland Front to organize the launching ceremony of the emulation movement of the whole country joining hands to "Eliminate temporary and dilapidated houses" in 2025...

With the motto of continuing to mobilize resources to realize the set goals, on October 5, the Prime Minister coordinated with the Presidium of the Central Committee of the Vietnam Fatherland Front to organize a program to launch support for eliminating temporary and dilapidated houses nationwide with the theme "Warm home for my people."

Faced with the heavy damage caused by storm No. 3 named Yagi, the Presidium of the Central Committee of the Vietnam Fatherland Front promptly issued an appeal to compatriots and soldiers nationwide, our compatriots abroad, member organizations of the Vietnam Fatherland Front, social organizations, businesses, philanthropists at home and abroad, and foreigners living and working in Vietnam to share and provide spiritual and material support, contributing together with the Party and State to quickly overcome the consequences of storms and floods, restore production, and stabilize people's lives.

Up to now, through the receiving account of the Central Relief Mobilization Committee, the amount of support has reached over two trillion VND. For the first time, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has promptly directed the statement, publicity, transparency of support sources and timely allocation to localities affected, with heavy losses in human lives and property.

Tuesday,During the past term, the Front system continued to affirm its role in promoting democracy, representing and protecting the legitimate rights and interests of the people, conducting social supervision and criticism, and participating in Party and government building.

The Vietnam Fatherland Front at all levels has also fully and strictly carried out the steps according to the consultation process to select and introduce qualified candidates for the 15th National Assembly and People's Councils at all levels for the 2021-2026 term. Notably, under the conditions of isolation to prevent and fight the COVID-19 pandemic, the Vietnam Fatherland Front at all levels has coordinated propaganda and mobilized 99.6% of voters nationwide to participate in voting. This is the election with the largest number of voters ever with nearly 70 million ballots in 84,767 polling stations.

The work of social supervision and criticism, and participation in Party and State building continued to be strengthened and achieved many outstanding results, contributing significantly to the role of the Vietnam Fatherland Front as the political foundation of the people's government and an important "bridge" between the Party, government and the people.

Fourth, people's foreign affairs activities have had many positive results. The Vietnam Fatherland Front Committees at all levels and member organizations have promoted activities of solidarity, friendship, peace, protection, preservation of borders and landmarks, and mutual support in hunger eradication, poverty reduction, sharing of production experiences, and prevention and combat of crimes and social evils.

Fifth, the coordination between the Vietnam Fatherland Front and state agencies at the same level is increasingly close and effective, contributing to the Front's implementation of tasks, especially in implementing programs of social supervision and criticism, and participating in Party and government building.

The unified coordination of actions among members of the Vietnam Fatherland Front has been innovated, more clearly demonstrating the leading role, political alliance and voluntary union nature of the Vietnam Fatherland Front and promoting the characteristics and strengths of the organizations...

On the direction, goals and tasks of the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029

In the coming time, it is forecasted that the world and regional situation will continue to have complex, rapid, and unpredictable developments, which will affect the situation in our country; advantages will be intertwined with difficulties, with more difficulties than advantages, and some unfavorable factors may appear, affecting the thoughts, feelings, and moods of social classes and strata; requiring the Vietnam Fatherland Front at all levels to promote advantages, frankly acknowledge limitations and shortcomings, clearly identify causes, draw lessons, promote the spirit of self-reliance and self-strengthening, strongly arouse the belief, aspirations, and creativity of all classes of people, seize opportunities and advantages, overcome difficulties and challenges, and strive to achieve even greater and more comprehensive results.

To achieve that goal, the Vietnam Fatherland Front system needs to focus on better implementing the following contents:

One is,continue to thoroughly grasp the content of Resolution No. 43-NQ/TW, dated November 24, 2023 "On continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy."

Synchronously and effectively deploy the 7 groups of solutions identified in the Resolution, in accordance with the specific conditions of each locality. Broadly gather all social classes and strata, strengthen solidarity and consensus to become endogenous strength, and resolve: Once said, do it, once discussed, agree, once decided, all with one heart.

Second,The Vietnam Fatherland Front at all levels needs to continue to innovate the content and methods of operation, stay close to the grassroots, closely follow the people's lives, promote the application of information technology, adapt to the digital society to propagate and mobilize the people in a comprehensive, focused, key direction, close to the reality of the locality. Arouse and strongly promote the spirit of initiative, creativity, self-reliance, self-reliance, aspiration to develop a prosperous and happy country.

Third,imbue more deeply with Ho Chi Minh's thought: In the sky, nothing is more precious than the people. In the world, nothing is stronger than the united force of the people.

Effectively implement the Law on Grassroots Democracy, further promote people's mastery, and well implement the motto: People know, people discuss, people do, people inspect, people supervise, and people benefit.

Mobilize experts, scientists, managers, and people with a lot of practical experience and enthusiasm to participate in advisory councils of the Vietnam Fatherland Front; improve the substance of supervision, social criticism, and contribute ideas to building the Party and the State administration.

Focus on issues directly related to people's lives. Timely make recommendations to Party committees, authorities, and competent state agencies, and resolve legitimate requests from the people.

Improve the substance of campaigns and patriotic emulation movements, actively and creatively implement the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" launched by the Prime Minister and the Presidium of the Central Committee of the Vietnam Fatherland Front and the content of the fourth action program: "Promoting the role of mastery and self-management of the people, building united, prosperous and happy residential areas," so that people support good deeds, criticize bad deeds, and build each peaceful residential area, which is an important basis for local stability and development.

Fourth,To successfully implement the Resolution of the 10th National Congress of the Vietnam Fatherland Front, cadres are the decisive factor. Therefore, in this term, we must together promote the training, fostering and training of cadres working on the front from the central to the grassroots levels.

Five is,In any circumstances, the Vietnam Fatherland Front must act as a solid "bridge" to maintain the "blood" relationship between the Party, the State and the people; maintain the solidarity of the people's components, classes and strata; unite the ethnic majority with the ethnic minorities, between religious and non-religious people, between compatriots in the country and Vietnamese people abroad...

Strongly arouse the belief, desire to contribute, and creativity of all people, and make the greatest efforts to strive to successfully implement the Resolution of the 13th National Party Congress and the upcoming Resolution of the 14th National Party Congress.

With the spirit of "Solidarity - Democracy - Innovation - Creativity - Development", the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029, continues to strongly promote the strength of great national unity; uphold the will of self-reliance, self-strengthening, creativity, overcoming difficulties and challenges; take the goal of "Rich people, strong country, democracy, equality, civilization" as a common point; jointly care for the destiny of the country, enter a new era - the era of national development, strive to successfully implement the 10-year socio-economic development strategy (2021-2030), complete strategic goals towards the 100th anniversary of the founding of the Party, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam. With that spirit, the entire Party and the entire nation need to continue to engrave and implement well the teachings of beloved President Ho Chi Minh: "Unity, unity, great unity.
