Solemn opening of the 11th Conference of the 11th Party Central Committee
On the morning of May 4, at the Party Central Committee Headquarters, the 11th Conference of the 11th Party Central Committee was solemnly opened. General Secretary Nguyen Phu Trong chaired and delivered an important speech to open the Conference.

At this Conference, the Central Executive Committee will discuss the following issues: Personnel orientation of the 12th Central Executive Committee; Number and allocation of delegates attending the 12th Congress; Local government organization model; Long Thanh International Airport project; and comments on the Report on important tasks that the Politburo has resolved since the 10th Central Conference to date.
In his opening speech at the Conference, General Secretary Nguyen Phu Trong raised a number of suggestive opinions and issues for the Central Committee to discuss and decide.
On the direction of personnel work of the 12th Central Executive Committee
The General Secretary said that at this Conference, the Central Committee needs to give opinions, discuss and decide on the Personnel Work Direction of the 12th Central Executive Committee to serve as a basis for preparing personnel to participate in the 12th Central Executive Committee, Politburo, Secretariat, General Secretary, Central Inspection Committee and key leadership personnel of state agencies for the 2016-2021 term at the following conferences.
The General Secretary emphasized that the determination of the direction of personnel work must come from the requirements of implementing the Party's political guidelines and tasks, building and defending the socialist Vietnamese Fatherland. To successfully carry out such a great and complex task, we must build a Central Executive Committee - the highest leadership body of the Party between two Party Congresses - that is truly a steadfast combat staff, the core of political leadership and the center of high solidarity and unity of the entire Party and the entire nation. This is a task that is related to the fate of the Party, the nation and the future development of the country.
The General Secretary suggested that each Central Committee member should fully understand the great significance of this important work, focus on discussing, analyzing, and deepening the above contents. What issues and stages need to be noted and emphasized? Is it true that, regarding the criteria for members of the Central Executive Committee, the Politburo, and the Secretariat at the present time, it is necessary to emphasize that they must have a truly steadfast political stance, be steadfast in the goal of national independence and socialism, be absolutely loyal to Marxism-Leninism, Ho Chi Minh's thought, the Party's Platform and guidelines, the State's Constitution, and the interests of the nation; have moral qualities and a pure, exemplary lifestyle, not be corrupt, opportunistic, or ambitious for power, be conscious of preserving and protecting the unity and solidarity within the Party, and be truly trusted by the masses? In personnel preparation, it is especially important to emphasize the need to have a very high sense of responsibility, be truly impartial, objective, transparent, exemplary, strictly comply with the Party's organizational principles, regulations, and rules, and put the common cause of the Party and the nation above all else. On the number and allocation of delegates attending the 12th Party Congress
The General Secretary said that, based on the study of the allocation of delegates at a number of recent National Party Congresses, the Politburo submitted to the Central Executive Committee for comments on the principles and bases for allocating delegates and the expected number of delegates for the 68 Party Committees directly under the Central Committee. Accordingly, the principle of allocating delegates must comply with the provisions of the Party Charter, with a reasonable number, representing the intelligence of the entire Party, ensuring the success of the Congress. The basis for allocating delegates to the Party Congress is based on 3 criteria: the focal point of the Party Committee directly under the Central Committee, the number of Party members of each Party Committee, and the important positions of a number of Party Committees. Based on the experience of previous terms, the allocation of delegates to the National Party Congress according to the above principles and bases has been basically agreed upon by Party committees and organizations at all levels. The most important thing is to select and elect truly exemplary and worthy comrades to represent the Party Committee at the National Party Congress.
The General Secretary requested that the Central Committee members focus on giving their opinions on the principles and bases for allocating delegates; the expected allocation of specific numbers as stated in the Politburo's Report and the accompanying data appendices. After the Central Committee agrees on the principles and bases for allocating delegates, the Politburo will decide specifically on the number of delegates from each Party Committee to attend the 12th National Party Congress.
On the model of local government organization
The General Secretary affirmed that the innovation and improvement of the local government organization model is a very important issue for the cause of innovation, improvement, and enhancement of the effectiveness and efficiency of the Socialist Republic of Vietnam's rule-of-law State, which has been studied, discussed, and contributed by a large number of cadres, party members, and people. The Central Executive Committee has also met many times to discuss the process of drafting the 2013 Constitution and to summarize the pilot implementation of not organizing People's Councils at the district, ward, and commune levels in recent years. However, because this is a new and difficult issue, there are still different opinions.
At this Conference, the Politburo submitted to the Central Committee for further consideration and comments on this important issue, especially the selection of a local government organization model to guide the National Assembly's consideration and promulgation of the Law on Organization of Local Government at the upcoming 9th Session of the 13th tenure.
The General Secretary suggested that Central Committee members carefully consider the advantages, disadvantages, feasibility and suitability of each option. Pay attention to analyzing and evaluating the correctness and suitability of the proposals in relation to the characteristics of rural, urban, island and special administrative-economic units by clearly and specifically stipulating in the Law the differences in functions, tasks, powers, decentralization and delegation of authority to local authorities at all levels in line with the reality of geographical, population and socio-economic characteristics between localities and territories.
The General Secretary suggested: “Is it necessary for rural authorities to focus on enhancing their tasks and comprehensive territorial management powers at all three levels; for urban authorities to strengthen their tasks and powers in managing sectors and fields with appropriate decentralization and delegation between the city level and the town, district, and ward levels; for the organization and operation of authorities in special administrative-economic zones to be regulated in a separate law?...”
About Long Thanh International Airport Project
The General Secretary emphasized that this is a particularly important national project, of great significance to the entire southern development engine region and the whole country, affecting many sectors and fields, with a large total investment capital and a long implementation period, using a large area of land, affecting jobs, income and living environment of hundreds of thousands of people. Therefore, although the Central Committee has given a general policy and since 2005, the Government Party Committee has directed the Ministry of Transport to prepare a Pre-Feasibility Report, which has now been completed, submitted to the State Appraisal Council for appraisal and approved by the Government, at this Conference, the Central Committee still needs to give its opinion on the issues raised in the Submission and Project Investment Report of the Government Party Committee, and have a conclusion for the National Assembly to consider and approve the investment policy in accordance with the provisions of law.
The General Secretary suggested that the Central Committee should focus on giving opinions on the necessity and feasibility of the Project; land use and site clearance needs; resettlement plans, ensuring jobs and living environment for people in the relocation area; options for selecting technology, techniques and management, operation and exploitation models after the Project is completed; investment efficiency and socio-economic efficiency of the Project; specific mechanisms for the Project; recommendations and proposals of the Government Party Committee, etc.
With the above important contents, the General Secretary requested the Central Committee to continue promoting its intelligence, contributing many profound and accurate opinions, ensuring the success of the 11th Conference of the 11th Party Central Committee./.
