At exactly 7:30 a.m., the 14th session of the Provincial People's Council officially opened with a solemn ceremony. Reading the opening speech of the session, Chairman of the Provincial People's Council Tran Hong Chau affirmed: In the first months of 2015, the socio-economic situation of the country in general and our province in particular has had many positive changes. However, there are still many difficulties. Therefore, the Standing Committee of the Provincial People's Council requests the People's Council delegates and delegates attending the session to uphold their sense of responsibility, promote their intelligence, focus on research, democratic discussion, contribute many ideas, and contribute to the success of the session, meeting the expectations of voters and people of the province.

Next, on behalf of the Provincial People's Committee, Comrade Le Xuan Dai - Vice Chairman of the Provincial People's Committee reported to the meeting on the implementation of socio-economic, national defense and security tasks in the first 6 months of 2015; key tasks and solutions for the last 6 months of 2015. The report stated: The socio-economic situation in the first 6 months of 2015 continued to achieve many results. The growth rate of total product (GDP) in the first 6 months of the year is estimated at 6.51%/plan of 8-9%, higher than recent years and higher than the national average (the whole country is 6.28%).

The new rural construction program has been focused on by localities. In addition to 36 communes meeting new rural standards (accounting for 8.35% of the total number of communes), in the first 6 months of the year, 35 more communes have completed 19/19 criteria and are completing appraisal procedures to be recognized. The total mobilized capital from society is estimated at 19,753 billion VND, up 13.64% over the same period. Foreign affairs and investment promotion activities have improved with many large projects being focused on implementation. The total budget revenue is estimated at 3,960.6 billion VND, up 13.7% over the same period.

The report also clarified some limitations, that is, the economic growth rate in the first 6 months has not met the set plan. Tax debt and social insurance debt are still high. Business production and business activities of enterprises still face many difficulties, the number of newly registered enterprises decreased by 25.23%, the registered capital decreased by 44.27% compared to the same period. The weather is complicated, affecting production and business. The direction and organization of construction of some key projects are still slow. Administrative reform, especially administrative procedures, has not met the requirements of people and enterprises. The security situation, social order and safety are still complicated, some types of crimes tend to increase.

Regarding the tasks for the last 6 months of 2015, it is necessary to strengthen the direction, supervision and inspection of the implementation of the tasks of 2015 in all areas, striving to complete the targets of the Congress for the term 2010-2015. Focus on the work of the Party Congresses at all levels in conjunction with the development of the 5-year socio-economic development plan 2016-2020. Proactively deploy natural disaster prevention, search and rescue; promote agricultural restructuring, support people in crop conversion; strengthen inspection to ensure the quality of input stages for production such as seeds, fertilizers, pesticides, etc. Promote the movement of the whole people to build new rural areas. Develop industrial production, construction, remove difficulties for enterprises. Strengthen investment attraction, actively implement signed projects. Take care of cultural and social fields, ensure good implementation of social security issues. Continue administrative reform, considering this a key task to attract investment, focusing on the grassroots, people and businesses. Strengthen national defense, security and social order and safety; especially ensuring safety for the organization of Party Congresses at all levels; promote the work of ensuring traffic order and safety.
