Solemn opening of the 2nd session, Nghe An Provincial People's Council, term XVI - 2011 - 2016

* Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Secretary of the Provincial Party Committee of Provincial Agencies was elected to hold the position of Vice Chairman of Nghe An Provincial People's Committee, term 2011 - 2016.

(Baonghean) -This morning, July 28, in Vinh City, the 16th Nghe An Provincial People's Council solemnly opened the 2nd session of the 16th Provincial People's Council, term 2011 - 2016. Attending the session were the Standing Committee of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee; leaders of provincial departments, branches, and districts, cities and towns.

Before the opening ceremony, delegates of the 16th Provincial People's Council offered flowers at the Uncle Ho Statue at Ho Chi Minh Square.

The opening speech of the session was presented by comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasizing: In the spirit of strong innovation in organization and improving the quality of activities of the People's Council, delegates are requested to uphold their responsibilities, promote their intelligence, and contribute to the success of the session.

After the opening session, Comrade Thai Van Hang - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee read the report on the implementation of the socio-economic development plan in the first 6 months of the year; tasks and solutions for the last 6 months of the year. In which he affirmed: Despite many difficulties due to complicated weather and epidemics, high inflation, prices and interest rates, greatly affecting production and people's lives, thanks to the efforts of all levels, sectors, organizations, enterprises and people, the socio-economic situation in the area continued to have positive changes. National defense and security were ensured. The task for the last 6 months of the year is to maximize all resources, encourage all levels, sectors, organizations, enterprises and people of the whole province to overcome difficulties and strive to achieve the highest targets of the socio-economic development plan in 2011.

Delegates expressed their opinions at the meeting.

Next, comrade Nguyen Hong Nhi - Chairman of the Provincial Fatherland Front Committee read the announcement on the activities of the Provincial Fatherland Front Committee in participating in government building; opinions and recommendations of voters to the Provincial People's Council, People's Committee and delegates of the Provincial People's Council. The Standing Committee of the Provincial People's Council presented a report on the Program of activities of the Provincial People's Council for the entire term of 2011 - 2016; a report on the promulgation of Regulations on a number of regimes and financial expenditure norms serving the activities of the People's Councils at all levels in Nghe An. The Standing Committee of the Provincial People's Committee presented reports on the socio-economic development tasks for the last 6 months of 2011; the administrative and career staffing plan of Nghe An province until 2012; and on naming streets and roads in Thai Hoa town.

During the remaining time of the morning session, the Provincial People's Council voted and approved the draft Resolution on confirming the election results for the position of Vice Chairman of the Provincial People's Committee, term 2011 - 2016 for comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Secretary of the Party Committee of the Provincial Agencies; elected and voted to approve the Resolution confirming the results of a number of positions: Head of the Economic and Budget Committee; Head of the Legal Committee of the 16th Provincial People's Council; Member of the Provincial People's Committee for the term 2011 - 2016.

Vote to elect Vice Chairman of the Provincial People's Committee.

In the afternoon, the Provincial People's Council divided into 5 groups to discuss and evaluate the implementation of the socio-economic development plan in the first 6 months of the year; discuss tasks and solutions for the last 6 months of 2011; and contribute to the drafting of reports and resolutions of the Standing Committee of the Provincial People's Council and People's Committee.
