Testing electric cars running in Noi Bai port

The Ministry of Transport has just approved the proposal of the Civil Aviation Authority of Vietnam on the trial exploitation of electric vehicles (electric cars) within Noi Bai International Airport to meet the travel needs of staff and passengers.

According to the proposal of the Civil Aviation Authority of Vietnam, electric cars will be allowed to move within the inner area of ​​Noi Bai International Airport, connecting traffic between passenger terminals T1 and T1 extension, as well as passenger terminal T2 when put into operation, simultaneously transporting airport staff and passengers.

Mr. Lai Xuan Thanh, Director of the Civil Aviation Authority of Vietnam, said that the use of electric vehicles at Noi Bai airport also contributes to reducing the phenomenon of illegal taxis and motorbike taxis, ensuring security and order and reducing environmental pollution in the port area.

Explaining this proposal, according to Mr. Thanh, currently, the demand for travel between areas in Noi Bai International Airport is very large, however, according to the provisions of Articles 37 and 39 in Circular 16/2010/TT-BGTVT dated June 30, 2010 of the Ministry of Transport detailing the management and exploitation of airports, the issuance of security control plates only applies to vehicles operating in restricted areas of airports.

This is also a difficulty for vehicles operating in the airport area but needing to move to internal port traffic routes.

“Therefore, in order for the Civil Aviation Authority to issue security control plates for electric cars and other vehicles operating in the internal traffic area of ​​Noi Bai International Airport, the above Circular must be amended and supplemented. The Civil Aviation Authority is collecting comments to amend and supplement the Circular to submit to the Ministry of Transport for promulgation,” said Mr. Thanh.

While waiting for the Circular to be revised, the Civil Aviation Authority proposed to be allowed to test electric cars circulating entirely at Noi Bai International Airport.

"When vehicles run on internal port roads but there is public transport, they must strictly comply with the regulations of the Road Traffic Law," Mr. Thanh affirmed.

Regarding this proposal, the Ministry of Transport agrees and allows the Civil Aviation Authority of Vietnam to be responsible for conducting inspections and issuing certificates of technical eligibility for electric cars in accordance with regulations.

In addition, the Civil Aviation Authority of Vietnam directed the Northern Airport Authority to issue security control plates and inspect and supervise the operation of electric cars, ensuring security, safety and order within Noi Bai International Airport./.
