Opening of the "National Document Interconnection Axis"
(Baonghean.vn) - The Prime Minister proposed 6 tasks to be done to bring Vietnam into the group of 4 leading ASEAN countries in e-Government.
Afternoon of March 12, in the capitalHanoi, the Government inaugurated the "National Document Interconnection Axis". This is an important roadmap to realize the construction of e-Government.
Attending the ceremony were comrades: Nguyen Xuan Phuc - Politburo member, Prime Minister, Chairman of the National Committee on e-Government; Pham Minh Chinh - Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee; Vu Duc Dam - Party Central Committee member, Deputy Prime Minister, Vice Chairman of the National Committee on e-Government, Mai Tien Dung - Party Central Committee member, Minister, Head of the Government Office, General Secretary of the National Committee on e-Government.
At Nghe An bridge point, there were comrades: Thai Thanh Quy - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and representatives of leaders of provincial departments, branches, districts, cities, towns and related units.
Seamless connection, cost savings
The National Document Interconnection Axis has come into operation to help ensure that documents are sent and received quickly, smoothly and securely between the document management systems of 95 ministries, branches and localities.

For example, in just the first month of 2019, there were more than 8,000 documents sent and 19,000 electronic documents received.
Minister Mai Tien Dung added that the National Document Interconnection Axis demonstrates the Government's determination to build an e-Government, and is the concretization of Prime Minister Nguyen Xuan Phuc's guiding viewpoint of "thinking big, acting quickly, starting from the smallest things".
Putting the National Document Interconnection Axis into official operation is a step to prepare for the next phase, a national integration and sharing platform connecting information systems and databases of ministries, branches and localities, promoting the digital transformation process at State agencies to better serve people and businesses.
Notably, after deducting service rental costs, it is estimated that approximately 1,200 billion VND can be saved each year from applying the National Document Interconnection Axis, including paper money, printing ink, backup, postage fees, time costs, etc.

Speaking at the ceremony, Prime Minister Nguyen Xuan Phuc affirmed that the opening of the National Document Interconnection Axis is an important activity to implement Resolution 17 of the Government on implementing a number of key tasks and solutions for e-Government development in the 2019-2020 period, with a vision to 2025, newly issued on March 7, 2019.
The Head of Government emphasized that enhancing the application of information technology and building an e-Government is urgent, contributing to building an increasingly favorable and transparent business environment, serving people and businesses well.

To make the National Document Interconnection Axis smooth, unified, safe and effective, contributing to bringing Vietnam into the group of 4 leading countries in ASEAN in e-Government, the Prime Minister requested ministries, branches and localities to immediately deploy 6 tasks.
The first,Seriously deploy sending and receiving electronic documents on the National Document Interconnection Axis according to the roadmap, first of all, promulgate regulations on receiving, processing, issuing and managing documents, encourage ministries, branches and localities to speed up the progress of sending/receiving electronic documents compared to the roadmap.
“I especially emphasize the exemplary role and the attention and close supervision in the direction and management of the heads of ministries, branches and authorities at all levels to create real changes in working methods and styles in a new and progressive direction, removing all invisible and visible barriers from those working in administrative agencies who are afraid of change due to fear of having to be transparent and public in their work,” the Prime Minister said.

Tuesday,Continue to build and complete national databases (population, insurance, finance, etc.) and specialized databases so that by the 2020-2025 period, they will be ready to connect and communicate with the national data integration and sharing platform developed on the National Document Interconnection Axis.
Wednesday,ensure information security, network security, protect personal and organizational information, and prevent the disclosure of data and information that is classified as State secrets. “This is an important and vital issue for the National Document Interconnection Axis,” Comrade Nguyen Xuan Phuc noted.
Thursday,Continue to update, supplement and perfect institutions, creating a complete legal basis for sending/receiving electronic documents on the National Document Interconnection Axis in particular, and connecting and sharing data between State agencies in general.
Friday,Leaders of ministries, branches and localities urgently direct the completion of goals and tasks in Resolution 17 of the Government.
