How to 'kill' more than 200,000 outdated cars?

According to the Vietnam Register (Ministry of Transport), as of January 1, 2019, there were 19,316 more cars nationwide that had passed their expiration date (outdated cars) according to regulations and were not allowed to participate in traffic, bringing the total number of cars in this category to more than 200,000. Meanwhile, controlling and preventing these cars from circulating is not easy.

Decree 95/CP dated October 20, 2009 of the Government stipulates that the life span of a car is calculated from the year of manufacture. Of which, a car carrying goods has a life span of no more than 25 years, a car carrying people has a life span of no more than 20 years, and a car converted from other types of vehicles to a car carrying people before January 1, 2002 has a life span of no more than 17 years.

The Road Traffic Law strictly prohibits the use and driving of vehicles that have expired their usage period. Violators will be fined from 3 to 5 million VND, have their driver's license revoked for 2 months, and have their vehicle confiscated.

From November 1, 2018, the Traffic Police Department directed local Traffic Police Departments to issue a record when detecting expired vehicles participating in traffic, suspend circulation, temporarily hold the registration certificate, license plate, and impose on-the-spot fines...

According to statistics from the Vietnam Register, of the 19,316 cars that have expired since January 1, 2019, there are 1,776 passenger cars and 17,540 cargo cars. The list of more than 200,000 expired cars accumulated to this point is compiled by locality and posted on the website of the Vietnam Register: www.vr.org.vn in the section "Vehicles that have expired" and "Vehicles about to expire", to serve the people and authorities for online search 24/7.

Mr. Ngo Hong He - Head of the Department of Motor Vehicle Inspection (Vietnam Register) said: The authorities can easily identify expired vehicles through the inspection sticker affixed to the windshield to inspect and impose penalties according to regulations. However, due to the current thin specialized forces in localities, it is impossible to allocate and arrange 24/24 hour patrols, so it is very difficult to control. In addition, in many localities, penalties are not strict, so it is difficult to prevent.

Deputy Director of the Vietnam Register Nguyen Huu Tri said: After the list of expired vehicles was publicly announced, the Department requested registration centers nationwide to provide data on vehicles that have expired since January 1, 2019 to the Traffic Police Department, the Department of Transport, and the Traffic Inspectorate to coordinate interdisciplinary inspections to handle and confiscate them according to regulations. At the same time, statistics on the list of expired vehicles by district, town, and city were compiled, sent to local authorities at all levels, and information was disseminated through the media.

In addition, to increase deterrence, the Vietnam Register proposes that local leaders organize cross-checks of the status of obsolete vehicles between districts, towns, and cities, in order to attach responsibility to the heads of the implementation of the task. Directors of the registration units will act as the focal point to connect functional forces to organize inspections and control of the number of obsolete vehicles.

From November 1, 2018, the Traffic Police Department also directed the Traffic Police Departments of localities to plan specialized patrols and controls to handle expired vehicles that are still in circulation, requiring traffic police on duty on the road to make a record, suspend circulation, temporarily hold the registration certificate and license plate, impose fines on the spot and notify the traffic police agency that issued the vehicle registration to carry out the vehicle revocation procedure.
