Medical examination and treatment under health insurance at commune level is covered by 70% of the cost.

At the meeting between the Ministry of Health, Vietnam Social Security and the Ministry of Finance last week on resolving difficulties in payment of health insurance examination and treatment costs, Ms. Tong Thi Song Huong, Director of the Health Insurance Department (Ministry of Health) said that currently, there are 3 main difficulties in health insurance: determining how to examine and treat outside the designated area; difficulties in health insurance payment at commune health stations and difficulties in health insurance examination and treatment contracts at commune health stations.

Accordingly, the conference agreed that health insurance participants who go to a medical facility other than the one they initially registered for or who do not follow the technical expertise prescribed by the Ministry of Health (except in emergency cases) are considered to have gone to the wrong medical facility. Health insurance participants who register for initial health insurance treatment at the district hospital but go to the commune health station and health insurance participants who register for initial health insurance treatment at the commune health station but go to another commune in the district are also considered to have gone to the wrong medical facility. When it is determined that they have gone to the wrong medical facility at the commune health station, the Social Insurance will directly pay 70% of the medical costs for health insurance participants.
