Searching the house of the former chairman and vice chairman of Vung Tau City

On July 3, the Ministry of Public Security's Investigation Police Agency prosecuted and searched the residence and workplace of Mr. Phan Hoa Binh (Deputy Head of the Organization Board of the Ba Ria - Vung Tau Provincial Party Committee, former Chairman of the People's Committee of Vung Tau City); Mr. Truong Van Tri, specialist of the Provincial People's Committee Office, former Vice Chairman of the People's Committee of Vung Tau City and Mr. Nguyen Thanh Son, Chairman of the People's Committee of Ward 9, former Head of the Urban Management Department of Vung Tau City.
On the morning of July 3, the Department of Investigation Police on Economic Crimes and Corruption under the Ministry of Public Security conducted a search of the homes of Mr. Binh, Mr. Tri and Mr. Son. As of 1:00 p.m. the same day (July 3), the search was still taking place at the suspects' workplaces.
Initial information, the police have seized a number of documents related to this case.
During their time working in Vung Tau City, Mr. Phan Hoa Binh, Truong Van Tri and Nguyen Thanh Son committed a number of serious violations in land management and land use conversion at the Metropolitan project.
In 2014, the Investigation Police Agency (Ministry of Public Security) initiated a case of fraud and property appropriation, intentionally violating state regulations on economic management causing serious consequences, occurring at An Khang Real Estate Joint Stock Company, and detained 4 defendants working at An Khang Company, including Ngo Thi Minh Phuong (55 years old, residing in Vung Tau City, Chairman of the Board of Directors), Tran Quy Duong (36 years old, residing in Binh Thanh District, Ho Chi Minh City, former Vice Chairman of the Board of Directors), Do Thuy Linh (31 years old, residing in Vung Tau City, General Director) and Vuong Quoc Hai (36 years old, residing in Vung Tau City, Deputy General Director).
Separately, the two defendants Vu Quoc Tuan (45 years old, residing in Vung Tau City, former Head of the Department of Natural Resources and Environment of Vung Tau City) and Nguyen Trung Quoc (40 years old, former officer of the Department of Natural Resources and Environment of Vung Tau City) were prosecuted for intentionally violating state regulations on economic management, causing serious consequences.
The case is currently being further investigated and clarified by the authorities.
A series of wrong decisions on granting permission to change land use purposes According to the police investigation records, at the Metropotlitan project, from December 17, 2010 to January 18, 2011, Mr. Phan Hoa Binh and Truong Van Tri signed 40 documents to change land use purposes with a total area of more than 200,000 m2 for ten individuals to contribute capital to An Khang Real Estate Joint Stock Company to implement the Metropolitan project. At the Khang Gia Han High-end Service and Housing Complex project (Ward 11, Vung Tau City), from December 22, 2010 to January 18, 2011, these two people also signed and issued eight decisions allowing the change of land use purpose with a total area of more than 16,000 m2 for individuals to contribute capital to Khang Gia Han Investment Joint Stock Company. At the Vuon Xuan project (Ward 12, Vung Tau City), invested by Dong Duong Real Estate Investment Joint Stock Company, from December 20 to December 30, 2010, Mr. Tri signed 23 decisions allowing individuals to change land use purposes with an area of over 27,000 m2. An investigator from the Ministry of Public Security said that the decisions to change land use purposes by Mr. Binh and Tri both had many violations and needed to be strictly handled for deterrence and prevention. For Mr. Nguyen Thanh Son, when receiving the application for detailed approval of the 1/500 scale of the Metropolitan project, he did not base it on the detailed planning of the 1/2000 scale of the residential area north of the airport, the detailed planning of the 1/500 scale of the 51B-51C road axis, but only based on the 1/500 scale provided by Khang An Company to propose Mr. Phan Hoa Binh to sign for approval. Therefore, the detailed planning of the 1/500 scale of the Metropolitan project covered both the public land of the state and the stable residential land of households. |
