Storm No. 10 made landfall directly in Quang Binh - Ha Tinh provinces on September 30, 2013. In Nghe An, there were strong winds of level 7, level 8, gusts of level 9, level 10 in coastal plains, level 5, level 6 in midlands, causing very heavy rain over a wide area. The rainfall from September 30 to October 2, 2013 was generally from 250 to 350mm; specifically in Que Phong 270mm, Tay Hieu 346mm, Nam Dan 244mm, Vinh 285mm, Quynh Luu 338mm. Particularly, the rainfall at Mau lake, measured by the Bac Irrigation Company from 5:00 p.m. on September 30 to 2:00 p.m. on October 1, 2013 was 541 mm, at Da Bac lake in Tan Thang commune was 567mm.

Heavy rain caused flooding on the Ca River. The peak water level at Nam Dan hydrological station at 5:00 a.m. on October 4, 2013 was 6.48 m (0.42 m below alert level II).

Previously, from September 17 to 21, 2013, due to the influence of storm No. 8, Nghe An also had heavy to very heavy rain, with rainfall ranging from 200 to 390mm, causing floods on the Ca River with the flood peak at Nam Dan being 7.38m (0.52m below the alarm level III). Heavy rains filled most of the reservoirs, so when there was heavy rainfall from storm No. 10, 100% of the reservoirs had to overflow.

II. Steering work to respond to storm No. 10 of the Provincial People's Committee, the Provincial Flood and Storm Prevention and Control and Search and Rescue Committee

- The Provincial People's Committee, the Provincial Steering Committee for Flood and Storm Prevention and Control have seriously implemented 3 Telegrams of the Central Steering Committee for Flood and Storm Prevention: Telegrams No. 70, 71, 72/CD-TW and 2 Telegrams No. 1554, 1559 of the Prime Minister on directing response to storm No. 10.

The Provincial Standing Committee, the Provincial People's Committee Chairman, and the Provincial Flood and Storm Prevention and Control and Search and Rescue Command have issued 9 dispatches to direct the response to and overcoming the consequences of storm No. 10.

III. Results of initial response and recovery work

Leaders of the Provincial Party Committee, Provincial People's Committee, Provincial Steering Committee for Flood and Storm Prevention and Control and members of the Steering Committee for Flood and Storm Prevention and Control inspected the scene to direct districts, cities, towns and units to promptly deploy the work to overcome the consequences. The results achieved in a number of key areas are as follows:

1. Calling for ships to operate at sea

Called 4,002 vehicles with 23,128 seafood workers at sea to safe storm shelters.

2. People relocation work

Evacuated 2,343 households with 8,896 people to avoid storms and floods, including:

-Nghi Loc district: 15 households/59 people;

-Cua Lo town: 1,231 households/14,265 people;

-Dien Chau district: 176 households/680 people;

-Quynh Luu district: 248 households/1200 people;

-Hoang Mai town: 673 households/2,692 people;

3. Work to ensure safety of dam projects

-Before storm No. 10 made landfall, reservoirs in the province were full of water. To ensure safety, some dams such as Da Han, Nghi Cong, Khe Lang in Nghi Loc district had to handle the situation by lowering the spillway (Da Han reservoir) or expanding the spillway (Nghi Cong, Khe Lang). Currently, the dams are safe.

- Among the irrigation dams in Nghe An, there are 32 medium and small dams that are currently full of water. If there continues to be heavy rain, it will cause dam safety problems.

- Particularly in Hoang Mai town, due to the heavy and concentrated rainfall, in order to ensure the safety of Vuc Mau lake, the Vuc Mau lake Flood and Storm Control Steering Committee has implemented the flood spillway operation regulation procedure prescribed by the Provincial People's Committee, opening 5 spillways to discharge flood. (Before the flood discharge, there was Notice No. 92/TB-XNTL dated September 30, 2013 of Quynh Luu Irrigation Enterprise under the Bac Irrigation Company sent to the People's Committees of the communes and towns: Quynh Trang, Quynh Vinh, Mai Hung, Hoang Mai Town, Quynh Di, Quynh Thien and neighboring areas to prepare for response). However, due to the heavy rainfall, combined with high tides, the drainage was slow, causing flooding in 2 sections of National Highway 1A in Hoang Mai town and causing the wards of Quynh Trang, Quynh Vinh, Mai Hung, Hoang Mai Town, Quynh Di, Quynh Thien to be flooded and isolated.

4. Flood control work

The Southern and Northern Irrigation Companies and localities proactively operate at full capacity important drainage sluices such as Ben Thuy, Nghi Quang, Rao Dung, Dien Thanh, Dien Thuy and the pumping stations for drainage in Vinh city, and coastal drainage sluices according to the motto "clearing the tide to drain the flood". At the same time, remind localities to clear drainage axes and canals.

5. Protection of dike systems

+ Ta Lam dike at K67+238 to K67+278 had its roof collapsed due to floods during storm No. 8. Step 1 has been handled and the dike safety has been ensured.

+ Nam Dan 2 Sluice: Add downstream incident sluice to ensure watertightness.

+ The dike system of the whole province: ensures safety and no dike incidents.

6. Directing agricultural and aquaculture production

Direct localities to urgently harvest early rice following the motto "green house is better than old field", and at the same time take measures to protect ponds and aquaculture areas.

IV. Relief and rescue work

- Right from the morning of October 1, 2013, the Chairman of the Provincial People's Committee, Vice Chairman - Head of the Provincial Steering Committee for Flood and Storm Prevention and Control, together with the comrades in the Standing Committee of the Provincial Steering Committee for Flood and Storm Prevention and Control, went to Hoang Mai town to direct the rescue work and overcome the consequences with the spirit of prioritizing saving people, not letting people go hungry or lack water.

- Mobilized many forces and means of the provincial military command, provincial Border Guard, provincial police and forces of Military Region 4 to focus on directing

Urgent task to help people evacuate and rescue in flooded and isolated areas. (Mobilized 15 ships of the Provincial Military Command, Military Region IV of the Provincial Police... along with many rafts of the people). Evacuated 109 deeply flooded households with 435 people to safe highlands.

- Organize the search and salvage of the car with license plate 37A-00203 of the Department of Industry and Trade on the way to relief work that had an accident in Hoang Mai town on the night of October 1, and at the same time organize a proper funeral for comrade Nguyen Tai Dung in Thanh Van commune, Thanh Chuong district.

The Provincial People's Committee has provided 10 tons of instant noodles and 100 barrels of clean water, and many units and individuals have come to support the flooded people in Hoang Mai town.

- Nghe An Department of Health has provided 6 batches of medicine, 42,000 water purification tablets to 3 districts of Nam Dan, Hung Nguyen, Vinh City and 4 batches of medicine, 28,000 Aquatab tablets and 155kg of ClopheraminB to Quynh Luu district and Hoang Mai town.

- The Provincial People's Committee has established a Relief Mobilization and Reception Committee to receive and distribute food aid and funds to people in flood-affected areas.

V. Traffic situation on routes

At the time of the heaviest flooding, National Highway 1A section passing through Hoang Mai town and some sections on National Highway 48, National Highway 5, Provincial Road 531, Provincial Road 531B were deeply flooded and traffic was blocked. National Highway 1A alone had to be diverted from Vinh City to Ho Chi Minh Road.

Currently, the damaged locations such as DT531 road at Km 13+900 spillway (Nghia Loi commune - Nghia Dan district) and Km 19+400 (Nghia Binh commune - Nghia Dan district), the Department of Transport has handled to ensure traffic in step I. Other routes have returned to normal.

VI. Damage situation

1. Human damage situation

- Dead: 03 people

+ Nguyen Thi Huyen, born in 1978, hometown Quynh Thien ward, Hoang Mai town, drowned at 7:00 a.m. on October 1, 2013.

+ Mr. Nguyen Tai Dung, born in 1962, Deputy Director of the Department of Industry and Trade, hometown Thanh Van commune, Thanh Chuong district. Died on the night of October 1, 2013 while transporting relief goods to Hoang Mai town.

+ Nguyen Van Toan, 12 years old, Thanh Chuong hamlet, Tan An commune, Tan Ky district, drowned at 4:00 p.m. on October 2, 2013 while herding buffalo.

- Missing person: 01 person (Mr. Phan Van Tuan, born in 1988, hometown: Tan Phong block, Quynh Phuong ward, Hoang Mai town), missing on October 1, 2013, cause: swimming to get on the boat but was swept away by the water.

- 02 people injured (Thai Hoa town 01, Hung Nguyen 01)

2. House and property

- Houses collapsed and severely damaged: 16 houses.

(13 main houses and 3 kitchens) of districts and towns: Yen Thanh 6 houses, Tuong Duong 2 houses, Nghia Dan 1 house, Hung Nguyen 1 house and Hoang Mai town 6 houses.

15,000 houses were degraded and damaged by flooding (Hoang Mai town).

-Roofs blown off: 130 houses.

- There are 17 households in Cam Son commune, Anh Son district living along Lam river with a very high risk of landslides. Most of the households affected by landslides are 5m to 6m from their houses, and their outbuildings are completely eroded into Lam river.

-Houses flooded at the peak: 22,269 houses. Of which, Hoang Mai town was flooded about: 20,000 houses, Nghia Dan: 534 houses, Thai Hoa town: 600 houses, Quy Hop: 124 houses, Quynh Luu: 527 houses, Yen Thanh: 191 houses, Vinh city: 164 houses, Cua Lo town: 70 houses and Tan Ky: 59 houses.

-Collapsed fence: 5540m

- Kiosks with damaged roofs: 07 units.

- Damaged Pro tile system: 130 tiles

- Flooded and damaged 100 cars; 30 trucks and 50 construction machines (of Hoang Mai Town).

- Boats: 12 <20CV boats were damaged (6 Quynh Lap boats, 3 Quynh Phuong boats, 3 Quynh Di boats); 1 90CV boat was seriously damaged (Quynh Phuong).

3. Schools, medical stations, headquarters, other buildings

- Classrooms with blown roofs: 25 rooms

- Flooded classrooms: 862 classrooms. Of which: Hoang Mai town had 18 schools flooded - about 300 classrooms, the rest were in other localities.

- Number of schools closed: 92 schools, including: 37 kindergartens; 31 primary schools; 23 secondary schools; 01 high school.

- Flooded medical station: 75 rooms.

- Flooded commune People's Committee headquarters: 3 headquarters.

Cultural houses had their roofs blown off: 3 houses

- Constructions such as memorials, martyrs' houses, family churches, temples... of the town

Hoang Mai was flooded, damaged and degraded.

4. Agricultural production, livestock, aquaculture and agricultural products

- Flooded rice: 2,609.6 hectares; total loss of over 700% is 1,130.3 hectares; yield reduction from 30% to 70% is 70.0 hectares.

- Flooded corn and vegetable area: 4,235.4 hectares; total loss of over 70% is 4,049.4 hectares

-Industrial and perennial fruit tree area flooded: 18.0 ha; total loss of over 70% is 1.0 ha; yield reduction from 30% to over 70% is 0.5 ha.

- Damaged animal feed: 195 tons.

5. Irrigation works

- Damaged embankment: 2,020m (of which Ta Lam embankment is 1,800m, local embankment is 220m)

- Lam River bank landslide (Cam Son commune, Anh Son district): 800m.

- In Hoang Mai town alone, the dike system was broken (Quynh Di sea dike, Hoang Mai river dike of Quynh Di ward, Mo river saltwater prevention dike of Quynh Lien commune) and landslides occurred in dike lines; embankments; drainage culverts were damaged, canals were eroded...

-Collapsed and damaged canals: 5,587m (built canal 5,031m, concrete canal - 556m) and 228m of concrete canal was washed away.

-Small dams eroded and damaged: 15.

-Small flood damaged pumpkin: 10 pieces

-Landslide volume: 102,600m3.

- Damaged self-flowing domestic water: 5 units.

VII. Some key contents in the coming time

1. Continue to deploy damage assessment statistics and organize rescue and overcoming consequences. Mobilize all forces and means in the area to help, encourage and guide people to overcome damage, clean up the environment, restore production; organize visits and encourage families with dead or injured people, policy families, and families with heavy damage. Organize searches for missing people; in the immediate future, allocate district funds to visit and support according to regulations; repair essential infrastructure works serving production and life. Direct people to focus on harvesting rice, chickens, and crops; provide timely relief with food, provisions, and essential necessities for people in flooded and isolated areas.

2. The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police deploy forces to support people in overcoming the consequences; continue to maintain rescue forces and vehicles to be ready to respond when requested.

3. Carry out environmental treatment, spray disinfectants, sterilize, and treat water.

activities; provide medicine, chemicals, guide people on environmental sanitation, prevent disease outbreaks in humans and livestock.

4. Assign the Department of Finance to coordinate with the Department of Agriculture and Rural Development to synthesize the damage situation and advise the Provincial People's Committee to support funding for localities.

5. The Department of Transport directs units to handle traffic jams and ensure smooth traffic flow as soon as possible.

6. Propose that the Provincial Fatherland Front Committee, Red Cross and other organizations organize timely visits and relief and call on organizations and individuals to support flood victims. At the same time, organize the reception and distribution of relief goods to ensure timely delivery to the right recipients.
